HVIP Reopened
CARB’s HVIP program reopened on December 16 at 9am. A program addendum has been released that has important program changes that impact voucher eligibility and requirements including:
- Eligible fleets can use HVIP vouchers to purchase Class 2b pickups
- Clean Fuel Rewards can now stack with HVIP for Class 8 truck purchases

Communities in Charge – Funding Round 4 Open
- Funding for the installation of Level 1 smart outlets
- This funding wave focuses exclusively on multi-family housing and adjacent sites

EPA $4.7B Educational Grant
- Under the National Environmental Education and Training Program
- Supports training programs for educators and professionals to improve how environmental topics are taught and communicated
- EPA anticipates one award to have a two-year project period
- Eligible entities include Institutions of Higher Education (IHEs), Nonprofit organizations, and consortiums of IHEs, or a combination of both.
- This funding is meant to build a more environmentally literate public by equipping educators with better knowledge and tools.
- Applicants are encouraged to address:
- Environmental Stewardship
- Outdoor Education
- Environmental Risk Issue Investigations
- AI-Enhanced Environmental Education
- Applications are due by April 27, 2026.

U.S. DOE’s Advanced Reactor Demonstration Program Moves Forward
TerraPower received a permit to begin construction from the Nuclear Regulatory Commission under the US DOE’s Advanced Reactor Demonstration Program. TerraPower had begun construction of the non-nuclear structures at their Kemmerer, Wyoming site, but will now begin construction of the nuclear power components.

US DOT Sues California
The US Department of Transportation has filed a law suit against the state of California claiming that the California GHG and ZEV rules are illegal because they are preempted by federal law.

Honda Drops Three EVs
Honda has announced that they plan to reverse the introduction of three BEVs, the Honda 0 SUV, Honda 0 Saloon and Acura RS. This reversal of plans is based on the elimination of federal tax credits and the imposition of tariffs.

Methane Pyrolysis – Zero and Near-Zero GHG Hydrogen
Using pyrolysis, hydrogen can be produced with no CO2 and with the creation of a secondary marketable commodity, black carbon. If renewable electricity is used to produce the necessary heat and renewable natural gas is used as the feedstock, the carbon footprint is negative.
