PCH Burn Area Access Pass Update


Los Angeles County Sheriff's Department (LASD), Los Angeles Police Department (LAPD), City of Los Angeles and Supervisor Horvath’s Office have teamed up to create a unified PCH access pass. The new pass will include all agency logos. All original passes distributed will continue to be accepted.


PCH burn area access passes remain limited to:

  • Palisades and Malibu residents in burn areas
  • Essential businesses (e.g., brick-and-mortar businesses, caretakers, healthcare workers, grocery workers, babysitters, etc.) – Eligibility will be reviewed on a case-by-case basis by LASD.
  • School buses


New pass distribution begins Tuesday, March 4 on the following schedule:


  • Monday - Saturday | 9:00 AM - 7:00 PM at the Disaster Recovery Center, UCLA Research Park West (10850 West Pico Blvd.)
  • Tuesdays & Thursdays | 10:00 AM – 4:00 PM at SMC-Malibu Campus Interpretive Center (23555 Civic Center Way)
  • Saturdays | 10:00 AM – 4:00 PM at Malibu City Hall, Multipurpose Room (23825 Stuart Ranch Road)

LA Metro Partially Restores Bus Service, Connecting Malibu, Santa Monica


LA Metro will operate closed-door service on Line 134, which travels through Malibu to Santa Monica, starting Friday, February 28. Service has been suspended since January 7, 2025, when the Palisades Fire ignited and caused major damage to Pacific Coast Highway (PCH) and the surrounding area followed by mudslides and debris flow in the area following the recent rain.


Line 134 will serve stops on at the Malibu Pier, Cross Creek Rd, Civic Center Way, and Malibu Canyon Rd between Malibu and Trancas Canyon Road. The route will also serve stops in Santa Monica between Downtown Santa Monica E Line Station and Ocean Av / Colorado Av in Santa Monica.


Metro Line 134 buses will not open the bus doors for bus stops on PCH through the approximate 10-mile work zone between PCH/Temescal Canyon Rd and PCH/Rambla Vista near the Carbon Beach Terrace checkpoint. There will be no service to bus stops located within the work zone, nor will courtesy stops be available.


Line 134 will adhere as closely as possible to the regular schedule, excluding the skipped stops in the burn area, and will adjust the schedule if necessary. For more information, visit Metro.net/Service-Impacts and Metro.net/Riding/Schedules-2/.

The LA County Department of Public Health encourages community members in the Palisades and Eaton fire areas to take the online LA County Wildfire Needs Assessment Survey. The survey will help LA Public Health understand what the community needs to recover. Click here to take the survey.

Southern California Edison (SCE) Powerline Undergrounding Project



SCE began undergrounding power lines on the Nicholas Circuit around PCH, Big Rock, and Las Flores Canyon the week of February 17. Work includes potholing, trenching, setting structures, pulling and energizing underground power cables. SCE will hold a community meeting on the undergrounding project on Thursday, March 20, 5:00 – 7:00 PM, in-person at Malibu City Hall (23825 Stuart Ranch Road) and via Zoom. Details will be posted on MalibuRebuilds.org when they become available.

DEBRIS REMOVAL UPDATES

PHASE 1 -

EPA Removal of Household Hazardous Materials

U.S. Environmental Protection Agency (USEPA) is surveying, removing, and disposing of hazardous materials from properties impacted by the fires. This work is free to residents and is already underway. USEPA field teams will remove asbestos and inspect pressurized fuel cylinders (propane tanks). They will also remove items thought to have asbestos if they are easy to identify, but the property will not be fully cleared until Phase 2.

 

Progress: USEPA’s removal of household hazardous materials is nearly complete. The EPA has started winding down and demobilizing field presence in Malibu. Review the EPA’s Story Map for Phase 1 status of parcels identified by LA County, parcels ready for Phase 2 and specifics on the continuing work on removing lithium ion batteries.

PHASE 2 -

Debris Removal

Owners of destroyed structures can participate in the government-sponsored debris removal program to have the U.S. Army Corps of Engineers (USACE) remove fire debris from their properties free of charge. Owners who elect to opt-out must receive approval from LA County and will be responsible for hiring the appropriately licensed and certified contractors and for all costs incurred for removing the debris, asbestos abatement, and soil testing.

 

Progress: The U.S. Army Corps of Engineers, in coordination with the State of California and the Federal Emergency Management Agency, started Phase 2 debris removal for private residential properties in the Eaton and Palisades wildfire impact zones. Progress can be viewed on their interactive map.

The Malibu City Council will hold a Special Meeting and Workshop, where the Local Coastal Program (LCP) and Malibu Municipal Code (MCC) changes will be introduced. MALIBU SENIOR CENTER REOPENING MARCH 3

The City is excited to announce that the Malibu Senior Center at City Hall will reopen on Monday, March 3, marking an important step in the recovery from the devastating fires.


The Senior Center hours are Monday – Friday, 9:00 AM – 4:00 PM, offering a variety of recreational and educational programming, health screenings, financial planning, excursions, day use, monthly luncheon, a computer center, and day-use. The March Senior News and Views newsletter highlights the Senior Center programs that will be offered in March.

Applications Accepted for LA County Department of Consumer and Business Affairs Relief Grants February 26 – March 12


The LA County Department of Consumer and Business Affairs is offering grants to eligible households ranging from $6,000 to $18,000, based on household size and composition. This immediate financial assistance aims to help LA County households who have been directly impacted by the 2025 Eaton and Palisades fires. The program is designed to bridge financial gaps and promote the general welfare of affected households until insurance or government recovery resources become available.
