Weekly Update - March 6th

As Daylight Saving Time begins this Sunday, March 8, and clocks are set to “spring forward,” residents are also encouraged to take a few minutes to check their smoke alarms. Fire officials recommend replacing batteries in alarms that use replaceable batteries at least once a year and testing all alarms to ensure they are working properly.

Contra Costa Board of Supervisors Recognizes

Social Work Month

The Board of Supervisors took time during Tuesday's Board meeting meeting to recognize Social Work Month, honoring the dedication and impact of social workers throughout the county. Each March, National Social Work Month provides an opportunity to acknowledge the vital role social workers play in strengthening families, supporting vulnerable residents, and enhancing community well-being.

During the recognition, the Board highlighted the contributions of hundreds of social work professionals who serve in health services, county departments, community organizations, and more. These dedicated individuals provide critical support ranging from mental health care and substance use counseling to housing assistance and care coordination, work that improves outcomes for children, adults, and older adults across Contra Costa County.

Board members emphasized that social workers are essential partners in addressing complex social challenges, including homelessness, public health needs, and family stability. By offering compassion combined with action, social workers help individuals navigate life’s toughest moments and connect residents with resources that foster resilience and opportunity.

The Board’s proclamation not only celebrates the profession’s compassion and service but also calls on the community to recognize and support social workers’ ongoing efforts to build healthier, more equitable neighborhoods throughout Contra Costa County.

The Board of Supervisors stands alongside the County’s exceptional social workers and support team, honoring their commitment to strengthening families and serving our community.

Supervisor Andersen Visits Trinity Center in Walnut Creek

Supervisor Andersen spent time at the Trinity Center in Walnut Creek, meeting the new Executive Director, learning about the programming and current needs, as well as touring the facility.

The Trinity Center provides essential support to unhoused individuals, including case management, meals, wellness services, job readiness programs, and connections to housing resources, all offered with dignity and compassion to those in need.

The County remains committed to addressing homelessness and strengthening local safety-net services. The Trinity Center plays a key role in Contra Costa County’s broader strategy to support people facing homelessness by offering a welcoming space and comprehensive services five days a week.

The Trinity Center is also home to a clothing closet, that provides gently used clothing and essentials. If you have adult clothing, shoes, belts, socks, undergarments, luggage, adult hygiene products, and plastic or canvas shopping bags, please consider dropping them off at the Trinity Center Monday-Friday 10am-2pm. The clothing closet provides a variety of essentials to individuals who are unhoused.

Earthquake Swarms in San Ramon

On February 27, Supervisor Andersen joined over 300 residents at an Earthquake Preparedness Presentation held at the San Ramon Community Center. The event was a collaborative effort among the City of San Ramon, Town of Danville, Contra Costa County and the San Ramon Valley Fire Protection District.

The event featured seismologist Angie Lux from the University of California, Berkeley, who told the crowd that not only is there no way to predict future earthquakes, but it is unlikely that the recent swarm of earthquakes in San Ramon is relieving pressure on nearby faults. We should all still be prepared for a major earthquake.

Presentations also focused on emergency preparedness and practical steps residents can take to prepare for a major earthquake. San Ramon Valley Fire Chief Jonas Aguiar, San Ramon Police Chief Becky Chestnut, Danville Police Chief Tom Rossberg, Danville Mayor Newell Arnerich, San Ramon Mayor Mark Armstrong, and Supervisor Andersen all shared brief updates and coordinated messaging for the community. Supervisor Andersen emphasized the importance of signing up for the County's Community Warning System at cwsalerts.com.

Update on Blackhawk Plaza

Residents may have heard about lawsuits, foreclosures, and financial issues concerning Blackhawk Plaza. The County is not involved in these legal matters and does not have “legal standing” to be part of these lawsuits.

Last month an Orange County Superior Court Judge appointed a Receiver to oversee the operations of Blackhawk Plaza. This is very welcome news. The objective of the Receiver is to stabilize operations while preserving and maximizing the value of Blackhawk Plaza. The Receiver and his team are currently evaluating the operational, financial, and physical condition of the property, including assessing deferred maintenance items, reviewing vendor relationships, and implementing initial steps to stabilize day-to-day operations.

There have been numerous inquiries to our office about what might happen to Blackhawk Plaza and whether it could be redeveloped into housing. NO applications have been submitted to redevelop the shopping center or build housing at this time.  It is anticipated that the pending litigation could take several years to resolve.

In an effort to provide accurate information, dispel rumors, and to respond to questions about the Plaza, we have posted Frequently Asked Questions (FAQs) on our website to provide clarity and context. You can view them HERE.

We will update this webpage when new information on Blackhawk Plaza becomes available.

BART Board adopts Alternative Service Plan

On February 26th the BART Board of Directors adopted an Alternative Service Plan outlining specific budget balancing details to solve a $367M deficit for the next fiscal year if no new funds become available to BART

BART is facing a structural deficit of $350M to $400M because ridership is still down 50% compared to pre-pandemic levels and BART’s current funding model relies heavily on passenger fares. The plan includes specific cuts and financial strategies needed to balance both the FY27 and FY28 budgets. The plan includes service cuts, station closures, fare increases, a 40% reduction in system support services, laying off 1,200 employees, and a series of deferrals and one-time resources. The plan does not name specific stations to be closed and makes clear the BART Board will be responsible for all decisions on station closures.

BART has already made budget cuts across all departments and instituted a series of cost controls, including rightsizing service, labor savings, operational efficiencies, and reducing BART’s office space footprint. At the same time, BART has also worked to increase revenue by installing new fare gates, leasing out BART parking lots, and offering new fare products such as Clipper BayPass.
