Rules, RRC Changes & More Discussed at TPGA March Meetings | | |
On March 3-4, 2026, TPGA and members from across Texas gathered for the Q1 TPGA Board & Committee Meetings in Kerrville, TX last week.
Convention Update
The Convention Planning Committee met to discuss details of the upcoming 2026 Crossroads Propane Expo & Conference hosted by TPGA and the Oklahoma Propane Gas Association (OPGA). The Committee selected the theme "Landman" and discussed the technical & technology session selection results, the skeet tournament, the golf tournament, and the many fundraisers supporting the TPGA Patriots' Legal Defense Fund and TPGA Scholarship Foundation.
Technical & Standards
The Technical & Standards Committee met to discuss new rule adoptions and the Texas Department of State Health Services' food truck rule proposal. The Railroad Commission reports that it will work with its legal department to take a stand that it is the authority having jurisdiction over propane and that this needs to stay with them. More on the food truck rule can be found in next week's Messenger.

Railroad Commission Update
Training Changes The Alternative Fuels Safety (AFS) Director, Karley Rudynski of the Railroad Commission, provided an update on recent changes to training registration that TPGA will share once additional details are shared with us.
Rudynski shared that the AFS Training Department will test adding flexible class openings. Each month, AFS will reserve time for the highest-demand training classes. For example, if all Service & Installation class slots fill up and additional demand exists, AFS will add more sessions for that month. These flex training requests can be made by emailing training-exams@rrc.texas.gov and cc mark.hood@rrc.texas.gov.
Paperwork Processing
Processing times for forms, licenses, certifications, and paperwork are taking about 30-45 days.
Form 4s & Required Inspections
In some cases, the RRC can issue a letter stating that the Form 4 has been approved while you are waiting for the Form 4 decal. This is not standard practice, but it may be done in critical situations.
Bobtails and transports must be inspected every four years. To avoid a lapse in compliance, marketers were advised to schedule inspections at the three-year or three-and-a-half-year mark to ensure the inspection requirement does not lapse.

NPGA Update
National Propane Gas Association (NPGA) Chairman Mike Hopsicker of Ray Murray Inc. spoke to the group about NPGA matters, including how NPGA is helping states with legal matters. For instance, in his home state of New York, the state has banned gas in all new construction, so NPGA is assisting with that. Similarly, NPGA has financially assisted TPGA with our multi-year lawsuit against the City of Houston.
Additionally, the Texas Propane Gas Association Board nominated David Collett of Gas & Supply in Mineola, TX, as the new NPGA Director for Texas, as Mark Garrison's term ends in June.
The TPGA Board also selected Brian Green of Green's Blue Flame Gas as our representative for the NPGA Young Professional Council State Engagement Program.
