ECICOG Celebrates 50th Anniversary with Office Expansion

ECICOG recently celebrated its 50th anniversary with the completion of an office expansion/remodel project. After eight new staff members joined the team, the former space was feeling a little cramped. The newly revamped space includes enclosed offices for director-level staff, new cubicles, two conference rooms, and a small office affectionately known as the “zoom room.” With the changes, ECICOG will be able to more easily host meeting and events without disrupting staff. The ECICOG team agrees that it was the best anniversary gift possible!

Save the Date - ECICOG Local Government

Recharge Event Set for May 16

ECICOG will be hosting a local government gathering on Thursday, May 16 from 9am-3:30pm at Fireside Winery in Marengo. The recharge event is geared toward small city administrators, city clerks, and elected officials in the ECICOG region looking to learn from their peers and other local government experts. This year’s theme “The Power of 10” will provide a host of adoptable ideas in a fast-paced format around the topics of housing, community promotion, time-management, and funding. We will take advantage of Fireside’s beautiful facilities with small group discussions over wine to wrap up the day. Watch for registration information in early April! 

Riverside Receives $590,000 Grant for

Downtown Revitalization

Congratulations to the City of Riverside, Iowa on the award of a CDBG Downtown Revitalization (DTR) grant of $590,000. The CBDG-DTR funds will help Riverside's downtown property owners rehabilitate seven buildings. The grant will help make improvements to roughly a third of the community's downtown buildings, so it will be transformational for Riverside's commercial district. The City will be working with Martin Gardner Architecture, who has extensive experience with DTR projects. ECICOG wrote the grant and will provide grant administration services.

Brownfields Workshop to be Held in Monticello

Do you want to learn more about redeveloping dilapidated and potentially contaminated properties in your community? Join local, state and federal partners as they share free tools, resources, financial assistance programs, and project examples that will help your community’s next redevelopment project.

Revolving Loan Fund Helps Eastern Iowa Health Center

Purchase Dental Equipment

The Eastern Iowa Health Center recently opened a dental health clinic and utilized a $500,000 loan from ECICOG to purchase needed equipment. The expansion will provide 18 dental rooms to service over 22,500 visits annually, and help the clinic integrate oral health care with other service lines such as pediatric, family medicine, women's health and behavioral health.

Iowa Thriving Communities Designation

Applications Due July 17th

The Iowa Finance Authority and the Iowa Economic Development Authority have announced the 2nd annual Iowa Thriving Communities designation. A designation as an Iowa Thriving Community will provide communities that are leveraging innovative methods to attract housing opportunities for their workforce a chance to be recognized for their efforts. A limited number of communities will be awarded the designation, which comes with highly sought after and lucrative scoring points for the Federal Housing Tax Credit and/or Iowa Workforce Housing Tax Credit programs.


The scoring points will be available through the end of the calendar year following the community’s designation as an Iowa Thriving Community. All communities are eligible to apply for Iowa Thriving Community designations, and both rural and urban cities are encouraged to apply! The application period opened February 8th and applications are due May 15.

Office Equipment Finds New Home Through IWE Program

With an administration building undergoing a major $7 million upgrade, Johnson County recently found itself with excess office furniture and equipment. To avoid sending the materials to the landfill, they utilized ECICOG and the Iowa Waste Exchange (IWE) program to help find other uses for the materials. The vast majority of surplus items were matched with local non-profits, including Field to Family, Table to Table, and the Iowa Valley Habitat for Humanity ReStore. The ReStore was literally a heavy lifter, hauling away nearly all of the heavy metal furniture including a large antique metal cabinet from the 1800s.


In addition to avoiding the landfill, Johnson County was very pleased to be able to meet internal sustainability goals and help local non-profit agencies. This exchange saved the receiving organizations over $5,000.

At the February Board Meeting ECICOG welcomed the following new board members:

CDBG Water & Sewer Grant

Due April 1 - Quarterly

The program is funded through the federal Community Development Block Grant (CDBG). The goal of this program is to provide economic opportunities for people, especially those of low- and moderate income. Funds awarded through this annual competitive program assist cities and counties with projects such as sanitary sewer system improvements, water system improvements, water and wastewater treatment facility projects, storm sewer projects related to sanitary sewer system improvements and rural water connections. Visit the IEDA Website to find additional information or contact Environmental Director Jennifer Fencl.

Cultural Capacity Building Grant

Due May 15

Cultural Capacity Building grants provide general operating support over a three-year period to eligible arts, cultural, and humanities organizations in Iowa. Organizations with annual operating expenses above $10,000 that demonstrate a commitment to enhancing their cultural and managerial excellence and community service are eligible to apply. Funding for the program is made possible by an annual appropriation from the Iowa Legislature to the Iowa Arts Council, which exists within the Iowa Economic Development Authority, and by the National Endowment for the Arts, a federal agency. Union Pacific Foundation Local Grants

Due May 31

Prioritizes funding for direct services and efforts that build the capacity of organizations focused on the following causes within our local operating communities: Safety, Workforce Development, Community Spaces, and Environmental Sustainability. Solid Waste Alternative Program

Due July 1

The Iowa Department of Natural Resources (DNR) works to reduce the amount of waste landfilled in Iowa through the Solid Waste Alternative Program (SWAP). SWAP provides financial assistance toward source reduction, recycling, and education projects such as installing waste reduction equipment, developing educational materials, or purchasing products with recycled content. State Recreational Trails Program

Due July 1

The State Recreational Trails program (SRT) provides funds to establish recreational trails throughout Iowa for the use and enjoyment of the public. Federal, state, or local agencies can apply to fund the acquisition, construction, or improvement of public trails. Visit the Iowa Department of Transportation (DOT) website for more information. Meet In Iowa

2024 Applications open March 22

Given the success of the Meet In Iowa program in recent years, the Iowa Economic Development Authority and Iowa Tourism Office have extended the program again for 2024. Modifications have been made to the program, but the goals of the Meet In Iowa program remain the same – to attract, retain, and expand in-person overnight meetings and events, increase mid-week overnight stays in the state, and provide incentive for groups to experience the tourism attractions in Iowa. Through IEDA the Council offers a multitude of grants to assist the development of your community in the arts, film and media, and historic preservation.
