EMRC delivers personalized mental health services designed for children, adults, and families. We provide home and community-based care tailored to each individual, with a focus on building strong relationships and supporting growth through life’s changes.

Comprehensive Case Management for Adult Medical Day Services


Empowering Minds Resource Center provides comprehensive case management for Adult Medical Day Services, helping Medical Day Care Services Waiver participants access both Medicaid and non-Medicaid resources. The program coordinates care with participants and their families to support independence, dignity, and quality of life.


What is Comprehensive Case Management?


Comprehensive Case Management is a free service through the Maryland Medical Day Care Services Waiver. Your Case Manager helps you understand options, coordinate services, and meet your needs so you can remain safely in the community.

Services are separate from Adult Medical Day Care centers, ensuring conflict-free, participant-directed support.


Your Case Manager will:

  • Learn your goals, strengths, and needs
  • Coordinate services (Adult Medical Day Care, medical and behavioral health, PT/OT/Speech, transportation, DME, community supports)
  • Monitor services and address concerns or risks
  • Report and manage reportable events



We provide:

  • Regular phone or in-person check-ins
  • Required in-person visits at least every 180 days
  • Prompt support when needs change

Outpatient Mental Health Services


EMRC offers a full spectrum of outpatient services, including:

  • Individual Therapy, Group Therapy, Family Therapy

Targeted Case Management (Minors and Adults)


We provide care coordination to help individuals of all ages access the mental health services and resources they need. Our team works with each client to create customized care plans, coordinate treatment, and provide ongoing support, all aimed at improving overall well-being and quality of life.


Psychiatric Rehabilitation Programs (PRP)


PRP for Adults


Our PRP program for adults focuses on structured group activities that help develop and strengthen independent living skills. The program supports individuals in successfully reintegrating into the community while maintaining and enhancing skills for long-term success.


PRP for Minors


The PRP program for minors is person-centered, supporting positive growth in behavior, social skills, and family dynamics. By empowering youth to achieve their personal goals and objectives, the program helps foster healthy development and lasting progress.

March is a month dedicated to raising awareness and promoting understanding around important health and social issues. Throughout the month, we recognize Self Harm Awareness Month and National Developmental Disabilities Awareness Month, highlighting the importance of education, support, and inclusion for individuals and families impacted by these challenges. From March 8–14, Sleep Awareness Week emphasizes the vital role quality sleep plays in overall well-being. Brain Awareness Week (March 16–22) encourages learning about brain health and neuroscience, while National LGBTQ Health Awareness Week (March 16–20) focuses on addressing health disparities and promoting affirming care for LGBTQ+ communities.


Later in the month, National Drug and Alcohol Facts Week (March 30–April 5) and World Autism Awareness Week (March 30–April 5) foster informed conversations about substance use and greater understanding and acceptance of individuals with autism. Several significant days also take place in March, including Self-Injury Awareness Day and Zero Discrimination Day on March 1, the International Day of Happiness on March 20, World Down Syndrome Day on March 21, World Bipolar Day on March 30, and the International Transgender Day of Visibility on March 31, each offering meaningful opportunities to learn, advocate, and build a more compassionate and inclusive community.
