Draft FY2027-28 Unified Planning Work Program (UPWP)

The MPO is funded through a consolidated planning grant provided by Federal Highway Administration (FHWA) and Federal Transit Administration (FTA). As such, the MPO is required to prepare a program of tasks for a two year cycle every other year. This framework document is the Unified Planning Work Program (UPWP) ... pronounced Up-Wup.

Within the UPWP, the MPO’s planning activities are organized into tasks. For each task, the UPWP provides a project description, an estimated cost for the planning task, and an overall budget that identifies the total funding amount requested and a breakdown of total funding by source.

The FY 2026/27 – 2027/28 UPWP uses the same task structure as the current UPWP, which organizes the MPO’s planning activities into the following seven tasks:

1.  Administration and Management

2.  Data Development and Management

3.  Long Range Planning

4.  Short Range Planning

5.  Systems Planning and Special Studies

6.  Public Outreach

7.  Regional Activities

During the next two fiscal years (FY 2026/27 and 2027/28), the MPO anticipates undertaking a number of major projects, including performing major updates to several MPO plans. Summarized below are some of the major activities proposed for inclusion in the FY 2026/27 – 2027/28 UPWP:

  • Transportation Improvement Program (TIP)
  • Treasure Coast Regional Long Range Transportation Plan
  • Greenways Plan Update
  • Transit Development Plan
  • Bicycle and Pedestrian Plan Update
  • Community Transportation Coordinator selection
  • Transportation Disadvantaged Service Plan
  • Community Characteristics Report

If you have any additional planning projects you'd like to see added or prioritized in the UPWP now is the time to provide your input! Please reach out with comments or ideas to MPO@indianriver.gov by April 6, 2026.

Celebrating the life of Freddie Woolfork (1951-2026)

On March 11, 2026, Indian River County lost a titan. Freddie Woolfork was a pillar of the community, a visionary, and a man dedicated to service. Over the last week, numerous publications have highlighted how Freddie's life of service touched our community (TCPalm, Vero News). Freddie served as the director of the Gifford Youth Achievement Center (GYAC) from 1997 to 2026 and was a tireless advocate for the residents of Gifford and Indian River County. The MPO was fortunate to have Freddie serve as a member of the Citizens Advisory Committee for 28 years.

Treasure Coast Advantage Ride (TCAR) highlighted in the news!

Earlier this week, Senior Resource Association, Indian River County's transit operator was highlighted in a segment for West Palm Beach's local NBC affiliate (WPTV). The segment specifically highlighted the Treasure Coast Advantage Ride (TCAR) program, which was launched in 2020 as a 4 county (Indian River, St. Lucie, Martin, Okeechobee) door to door service for people with developmental disabilities. The TCAR program is funded through an Innovative Service Development Grant (ISD) provided by the Commission for Transportation Disadvantaged (CTD).

The TCAR program has been a life changing service for many users and enables wonderful cross county employment access.

Announcing Indian River Transit's drivers of the year for 2025

Rebecca Lawrence, GoLine Driver of the Year, devoted 14 years of service to our community before passing at the end of 2025. She represented the very best of us—reliable, compassionate, and committed to the riders who depended on her every day. Her passing was a tremendous loss to GoLine, and we honor her legacy by continuing the work she cared so deeply about. Rebecca will always be a part of our story. She was named GoLine Driver of the Year in 2020 and served as a Lead Driver for the final seven years of her career.

We also celebrate Rosemary Millar, whose career sets a standard few will ever reach. Over 29 years of service, Rosemary has achieved more than 1.8 million safe driving miles—a remarkable testament to her skill, focus, and dedication. She has been named Driver of the Year at Community Coach three times (2017 and 2023 and this year) and earned statewide Driver of the Year honors twice—once from the Commission for the Transportation Disadvantaged in 2017 and most recently from the Florida Public Transportation Association in 2025.
