Tribute Dave McCausland

NCART and the entire CRT industry was saddened to learn that our former colleague, Jonathan David “Dave” McCausland, passed away on February 13, 2026, at the age of 68. Dave is remembered as a deeply compassionate person who never hesitated to lend a helping hand to those around him.

Dave retired from ROHO as Vice President of Government Affairs after a distinguished career spent advocating for better access to life-changing medical equipment. His work helped drive legislative changes that expanded Medicare coverage, improving the lives of countless people who depend on specialized seating and mobility solutions.

Beyond his professional achievements, Dave was a gifted musician, a devoted family man, and someone who brought joy, humor, and kindness wherever he went. He is survived by his wife Kim, their sons David and Douglas, and a large, loving extended family.

Regulatory Update!

The Trump Administration announced a series of significant Medicare and Medicaid program integrity actions as part of the Administration’s ongoing crackdown on fraud and abuse in the Medicare, Medicaid, and CHIP programs. The CMS press release is provided below. The announcement outlines new enforcement steps focused on fraud prevention, including a 6-month moratorium on enrollment of new suppliers for seven types of DMEPOS suppliers, as well as a Request for Information seeking stakeholder input on future regulatory actions. Below are some additional highlights from yesterday’s announcement.

The announcement imposes a nationwide, temporary, 6-month moratorium on enrollment of new Medicare suppliers for seven types of DMEPOS suppliers. 

o  Medical supply company

o  Medical supply company with orthotics personnel

o  Medical supply company with prosthetic personnel

o  Medical supply company with prosthetic and orthotic personnel

o  Medical supply company with a registered pharmacist

o  Medical supply company with a respiratory therapist

Some exceptions include hospitals, physicians, physical therapists, pharmacists, and some other types of suppliers. CMS does not anticipate a disruption of patient access to care largely because of the large number of existing suppliers and the fact that these exempted suppliers can fill the need in areas where patient access becomes an issue.

NCART supports rooting out fraudulent companies from the Medicare and Medicaid program; we do not support honest, compliant, and law-abiding Complex Rehab providers being denied the ability to grow their business and take care of CRT patients. NCART will be working with other industry stakeholders to submit comments on ways to strengthen defenses against fraud.

Proposed Change to the Power Mobility Device LCD for K0830 / K0831

    

On February 19th, nearly three years after the Centers for Medicare & Medicaid Services (CMS) affirmed Medicare coverage for power seat elevation on power wheelchairs, the Medicare DME MACs announced proposed changes to the Power Mobility Device Local Coverage Determination that states, Group 2 PWC with seat elevation systems (K0830, K0831) will be denied as not reasonable and necessary.

 

NCART has formed a stakeholder work-group to develop evidence-based information for physicians, clinicians, manufacturers, providers, and beneficiaries to submit comments on the impact this proposal will have on access to medically necessary care. We ask all stakeholders to hold off on submitting comments on this until we have completed a detailed analysis of the proposed change and communicated it to all interested parties with a clear, coordinated message.

 

Comments on this proposed change are due to CMS by Saturday, April 4th. NCART will have fact-based talking points available soon.

NCART Upcoming Events!

NCART will be participating in the 2026 Medtrade Event on March 2-4, 2026, in Phoenix, Arizona. Medtrade 2026 will have robust CRT educational opportunities for all CRT providers and manufacturers. NCART is very happy to be asked to participate in making Medtrade 2026 an excellent event for our members.

NCART has partnered with Abilities Expo in 2026 to extend our outreach to consumers and strengthen our relationship so that we may work together to advocate for fair and equitable CRT policies at both the federal and state levels.
