CDO Workforce's Disability Employment Initiative team, together with youth from our Work Experience Program, have created a collection of community resources for Chenango, Delaware, and Otsego Counties.

The Community Resource Toolbox is available for free on the CDO Workforce website and is appropriate for use by youth and adult job seekers, human service agencies, community organizations, and government entities.

There are specific categories of resources and services for individuals with disabilities, including people with substance abuse disorders.

We live in a community filled with so many opportunities to advance our personal education and employment goals. The number of locations across Herkimer, Oneida and Otsego counties offering Adult Basic Education and TASC ™ preparation classes as well as credential and degree programs in Healthcare, Advanced Manufacturing, Hospitality and the Trades are endless.

If there are truly opportunities all around us then why are so many of these programs struggling with their enrollment? Why are there still so many employers struggling to find qualified people to fill their job openings? What’s missing from this equation?

Imagine being able to provide people with supportive case management as they decide it’s time to complete their high school equivalency certificate and/or move on to obtain a credential that will supply them with the skills needed to fill the awaiting job openings. Imagine being able to offer a student financial incentives to complete their certificate- incentives that they can only receive once they’ve met their attendance requirements and passed their credentialing exam or state boards.
The incentives don’t stop there. Participants are provided with resources to access job developers and employment opportunities. Entry level job skills training is available for participants to prepare them with interview skills, problem solving, interpersonal communication, anger management, email and telephone etiquette and many other topics that will prepare individuals for the workplace environment.

Once employed, case management is still available to support participants and continue to provide resources to help when life’s barriers threaten to disrupt their new schedule. Financial incentives are available for participants who earn at least minimum wage for at least 20 hours/week at their new employment. Case management continues as the participant reaches 60 and 120 days of employment where they also earn additional financial incentives for each of these milestones.

Workforce Development Board Herkimer, Madison, Oneida Counties’ Career Pathways III program has the ability to provide these financial incentives to eligible participants in Herkimer, Oneida and Otsego counties. We are available to collaborate with community partners who are struggling with enrollment and would benefit from incentivizing their student’s milestones (attendance, graduation, employment and job retention). Collaborative case management offers additional resources and referrals to participants strengthening the student’s support network.

Employers benefit when they hire Career Pathways participants because they are able to select qualified people with recent certification and job readiness skills. These new employees can continue on with their available case management through Career Pathways as they reach their 60 and 120 day job retention milestone/achievements.

Our program keeps open communication with our community partners. We provide updates to training providers, partnering resource providers, Working Solutions and local Departments of Social Services regarding the successful completion of training, new employment and changes in employment.

Career Pathways III Eligibility falls into three categories:
1. 16-17 yrs. old, head of household with household income within 200% of the Federal Poverty Guideline.
2. 18-23 yrs. old with household income within 200% of the Federal Poverty Guideline.
3. 24 and older, on Temporary Assistance with a child residing in the household under the age of 18.
Participants must reside in Herkimer, Oneida or Otsego county.

New Online Training Opportunity
Free Online Platform for New Yorkers to Learn New Job Skills,
Earn Certificates & Advance Their Careers

A new online training platform was recently launched that will enable unemployed and underemployed New Yorkers weathering the COVID-19 pandemic to learn new skills, earn certificates, and advance their careers at no cost.

New York State Department of Labor has partnered with Coursera to provide the training. The new tool will provide access to nearly 4,000 online programs taught by leading professors and industry professionals on Coursera, with a focus on high-growth and in-demand sectors like advanced manufacturing, technology, and health care, among others.

The nearly 4,000 courses available through Coursera are taught by leading professors and industry educators and cover topics ranging from mechanical engineering and project management to technology and data science skills. Many of these programs provide a pathway to professional certificates and other certifications that can help New Yorkers elevate their careers or compete in a new industry.

Improve the health of pregnant women, infants, and young children who are at nutritional risk by joining one of the nation's largest food and nutrition assistance programs. The WIC Nutritionist/Breastfeeding Coordinator works in the Women, Infants, and Children Program that provides education, support, and supplemental food to promote good health for pregnant, breastfeeding, and postpartum women and children. Responsible for maintaining a clean work area.

On-The-Job Training
The CDO Workforce New York One-Stop System has On-the-Job Training (OJT) Funds available. 

The OJT funding provides companies with an incentive to hire and train individuals who lack the specific skills or experience for a job. 

OJT is appropriate for occupations where classroom training is not suitable and for which specific job skills can be learned by a worker while engaged in useful work. 

This program is for full-time (at least 32 hours per week) employment and cannot be used for seasonal, commission, or 1099 employment opportunities.
 
Business OJT users apply their own methods to teach workers the new skills necessary for successful employment within their company, while the trainee is performing productive tasks. 

OJT contracts can be written up to $2,000 per trainee depending on amount of training provided.

New Hire Training and Existing Employee Training
New Hire Training (OJT): Intended to fund the on-the-job occupational skills training for newly hired workers in need of skill upgrade training for their job responsibilities immediately after hire.

Training that is provided under OJT is to participants who have been hired by the business. There should be a commitment by the business to retain the individual upon successful completion of the training.

Existing Employee Training (EET): Intended to provide occupational skills training to existing employees who are in low and middle-skills occupations, leading to job advancement and retention.
