2023 Governor’s Office of Disability Affairs Conference Call for Speakers is now OPEN! 

Proposals to speak at the 2023 GODA Annual Conference are due by April 24, 2023. Complete the form in its entirety. If you have multiple ideas, please submit a separate proposal for each. Priority selection will be given to proposals that include people with disabilities. The Annual GODA Conference is scheduled for July 24 - 27 to coincide with the anniversary of the signing of the Americans with Disabilities Act (ADA).

A Partnership with Louisiana’s Office of the Governor, the Lamar Foundation,

Louisiana State University, Southern University and the Baton Rouge Area Foundation


The Governor’s Fellows Program in Louisiana Government is an opportunity for college and university student leaders to experience public policy in action, learn the rich history and current affairs of Louisiana government, and earn three hours of academic credit through LSU’s Department of Public Administration.


Each Fellow is assigned to a cabinet-level agency in Baton Rouge. Fellows will have the opportunity to gain valuable experience by collaborating with agency leaders on existing projects, observing firsthand the Governor’s leadership strategies and learning how state policies are developed. 



Fellows will also participate in a weekly speaker series, regular academic courses scheduled by LSU, and trips through Louisiana designed to enhance their overall experience and understanding of state government and current affairs.

OCDD Post Public Health Emergency RoadshoAws

President Biden Signs Executive Order to Strengthen Racial Equity and Support for Underserved Communities Across the Federal Government 

On his first day in office, President Biden signed Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.

That Order emphasized the enormous human costs of systemic racism and persistent poverty, and provided a powerful and unprecedented mandate for all federal agencies to launch a whole-of-government approach to equity. Over the past two years, agencies have taken historic steps toward ensuring that federal programs are serving the American people in an equitable and just manner and supporting communities that have been locked out of opportunity. Through the implementation of landmark legislation and historic executive action, the Biden-Harris Administration is working to make real the promise of America for everyone—including rural communities, communities of color, Tribal communities, LGBTQI+ individuals, people with disabilities, women and girls, and communities impacted by persistent poverty.

On February 16th, to strengthen the federal government’s ability to address the barriers that underserved communities continue to face, President Biden signed a new Executive Order, Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. This second Order reaffirms the Administration’s commitment to deliver equity and build an America in which all can participate, prosper, and reach their full potential.   • To combat the long history of discrimination in housing, the Department of Housing and Urban Development has proposed a new “Affirmatively Furthering Fair Housing” rule to help overcome patterns of segregation and to hold state, localities, and public housing agencies that receive federal funds accountable for ensuring that underserved communities have equitable access to affordable housing opportunities. 

Federal Administration Highlights

The Department of Housing and Urban Development seeks public comment on new “Affirmatively Furthering Fair Housing” rule and invites all interested parties and members of the public to submit their views, comments, and recommendations for improvement for this proposal. Comments are due by April 10, 2023 and may be submitted electronically through www.regulations.gov, or through the methods described in the proposed rule. Read HUD's public comment guide.

Federal regulations make a difference in people’s lives every day—from improving access to safe, effective, and affordable hearing aids to ensuring people are safe at work. On February 10th, the Office of Information and Regulatory Affairs (OIRA) within the Office of Management and Budget sharing a summary of learnings and potential recommendations on broadening public engagement in the Federal regulatory process, developed from written submissions and a public engagement session last November with hundreds of participants. On February 14th, the Administration for Children and Families (ACF) announced a proposed rule that will make it easier for child welfare agencies to license relatives to foster children whose parents cannot care for them. This rule addresses one of the significant challenges facing grandparents and other relative caregivers, and fulfills a key federal commitment made in the 2022 National Strategy to Support Family Caregivers. Public comments are due by April 17th, 2023. 

On February 15th, the Centers for Medicare & Medicaid Services (CMS) released the following announcement on a proposed National Coverage Determination (NCD) decision that would expand coverage for power seat elevation equipment on certain power wheelchairs to Medicare individuals. The proposed National Coverage Determination decision memorandum is available to review here. The 30-day comment period will close March 17th, 2023.

On February 15th, Social Security Administration (SSA) announced a proposed rule to update regulations to remove food from the calculation of In-Kind Support and Maintenance (ISM). SSA expects that these changes will simplify SSA's rules, making them less cumbersome to administer and easier for the public to understand and follow. LaCAN 2023 Legislative Roundtables

The Louisiana Developmental Disabilities Council’s 2023 Legislative Advocacy Agenda will be shared across the state at virtual LaCAN Regional Roundtables. Individuals with disabilities, family members and advocates are encouraged to attend to learn more about the advocacy agenda and how to get involved in the Council’s other advocacy opportunities like legislative visits, yellow shirt days and public testimony.

Stakeholder Input on IDEA Funding Priorities

Each year the Louisiana Department of Education (LDOE) submits a grant application to the U.S. Department of Education for funding through the Individuals with Disabilities Education Act (IDEA). The LDOE is seeking feedback from members of various Special Education stakeholder communities.


This feedback will help the LDOE better understand what activities the public views as important as we develop the comprehensive IDEA grant application for the 2023-2024 school year.


This survey should take you no more than five minutes to complete and does not request any personally identifiable information.

GODA SPOTLIGHT:

MASON McGUIRE

Mason McGuire, a self-advocate and an individual with autism, proudly reigned as Jr. Shot of Africa for the Zulu Social Aid and Pleasure Club for the 2023 Mardi Gras Season. Mason, who is known as "Mace Mac", said that he had a great time during his reign.     He encourages all who wish to be a part of Mardi Gras to do so and wishes that everyone who chooses to enjoy Mardi Gras should be able to do so. "It was a lot of fun", he said. His father Zulu Big Shot of Africa 2023 made sure that his reign was purposeful by engaging in community service efforts by raising funds for NAMI New Orleans during the NAMI walk and directing donations to Families Helping Families of GNO.    See photos of Mason above as Jr. Shot and with Governor John Bel Edwards during the signing of LA PIE into law in July of 2022. Because of the April Dunn Act, Mason graduated from Northshore High School in Slidell in 2021 and now attends Northshore Technical College where he is studying Information Technology.

He encourages all who wish to be a part of Mardi Gras to do so and wishes that everyone who chooses to enjoy Mardi Gras should be able to do so. "It was a lot of fun", he said. His father Zulu Big Shot of Africa 2023 made sure that his reign was purposeful by engaging in community service efforts by raising funds for NAMI New Orleans during the NAMI walk and directing donations to Families Helping Families of GNO.

Because of the April Dunn Act, Mason graduated from Northshore High School in Slidell in 2021 and now attends Northshore Technical College where he is studying Information Technology.
