AB: 2021 Outstanding Pressure and Fluid Analysis Submissions
2021 initial and annual pressures and fluid analysis required to be taken by December 31, 2021 must be submitted by March 31, 2022 to avoid a $1000 administrative penalty.

You still have time to obtain that information or submit a request for a waiver from the requirement, if applicable.

AB:Carbon Sequestration Tenure Management
Government of Alberta is looking at issuing carbon sequestration rights through a competitive process that enables the development of carbon storage hubs.  
A carbon sequestration hub will be an area of pore space overseen by a company who can effectively plan and enable carbon sequestration of captured carbon dioxide from various emissions sources as a service to industrial clients.

The RFPP (Request for Full Project Proposals) to service all other regions in Alberta is now open https://www.alberta.ca/carbon-sequestration-tenure-management.aspx
 
Applications will be accepted between Monday April 25, 2022 and Monday, May 2, 2022. The submission deadline for this phase will be on May 2, 2022 at 2:00 p.m. MDT. The successful proponents will be announced by the end of October 2022. 
AB: OneStop Updates
On Monday, February 28, all existing OneStop materials were moved to a new page on the AER website: OneStop
 
OneStop will be unavailable on Wednesday, March 16 from 3:00 p.m. to 7:00 p.m.
Be sure to plan any new activity around this date and time and be sure to save your drafts in the production systems before the outage begins.
 
On March 3, 2022, the AER released new functionality and updates to the OneStop platform:
Enterprise Submissions
The following reports are required to be submitted through OneStop: 
  • Industrial Wastewater and Runoff Reports
  • Annual Disturbance Report
  • Regeneration Vegetation Survey

AB: Subsurface Orders 1C, 3B, 4A, and 5A
On February 28, 2022, the AER amended subsurface orders 1B, 3A, 4, and 5. The subsurface orders have been renumbered as 1C, 3B, 4A, and 5A and published on our subsurface orders webpage.

These subsurface orders were amended to align them with changes to the regulatory framework for oil and gas well testing (Bulletin 2021-34), coalbed methane control well requirements (Bulletin 2021-29), and well spacing requirements (Bulletin 2021-14).

SK: Mineral Rights Tax (MRT) Release Notes
On February 14, 2022, the electronic administration for Mineral Rights Tax (MRT) has been implemented to the Integrated Resource Information System (IRIS).
All MRT taxpayers can access their MRT invoices in IRIS and any corporations requesting an agricultural or trust corporation exemption can apply for an exemption through IRIS.

BC: Implementing Permittee Capability Assessment 
On February 16, 2022, the BCOGC announced implementation of Permittee Capability Assessment (PCA), which will replace the Liability Management Rating (LMR) program on April 1, 2022.

The BCOGC launched an eSubmission portal in February 2021 for permit holders to submit Corporate Financial and Reserves Information for evaluations under the PCA program.
 
Going forward, the BCOGC requests financial and reserve information be uploaded through the eSubmission portal annually within five months of the company’s year-end, and quarterly within three months of quarter-end (where available). The BCOGC will be communicating directly with permit holders identified as moderate to high risk under the PCA to outline corrective action requirements.

The updated version of the Corporate Financial and Reserves eSubmission Portal Guidance outlines how to calculate and enter each section of the form.
