Become a Champion for Road Safety in Your Community

The Road Safety Champion Program (RSCP) is a nationally-recognized certificate program designed to build a knowledgeable, safety-minded workforce, responsible for operating, maintaining, and designing local roads. Road Safety Champions prioritize safety and are motivated to implement safety improvements that reduce fatalities and serious injuries on rural and local roads. Aspiring Road Safety Champions take core courses as well as trainings specific to their line of work. When all requirements are met, participants will be awarded a Road Safety Champion Program Certificate.


These webinars are offered free of charge and most Road Safety Champion Program webinars are held via Zoom from 9:00-11:00am. Road Safety Champion Program Zoom webinars are approved by the Department for Local Government (DLG) for the County Elected Officials Training Incentive Program. Webinars are worth two credit hours.

This workshop shows participants ways to reduce fatalities and injuries caused by road departures and collisions with fixed objects, as well as collisions at rural intersections. The course also addresses measures to improve pedestrian safety. Included are examples of low-cost maintenance and safety improvements on roads and the historical differences between state road systems and local road systems.

Since 2007, the Instructors of Excellence Award has recognized those who demonstrate exceptional contributions to professional, learner-centric training. Awardees achieve NHI Instructor Certification, teach at least three NHI training sessions annually, maintain a satisfaction

rating of 4.8/5.0 or higher on instructor evaluations, and earn endorsement from an NHI Training Program Manager. We are proud to congratulate two of our T2 instructors, Todd Morrison and Jeff Jasper.

KTC Research:

Evaluation of Manual Thermal Brake Screening Systems

In 2021, manual thermal brake screening systems were installed at Lyon EB and Rowan County weigh stations. Two additional units were installed at Laurel SB and Scott County weigh stations the following year. Although this system is called a thermal brake screening system, its thermal camera images are used to find both brake and tire-related violations. At the time of this project, Lyon (EB), Rowan, and Scott County inspection locations also had tire pressure detection systems in addition to manual thermal brake screening systems. Both systems can be used to identify tire-related violations, but inspectors prefer to use the tire pressure detection system for its ease of use. As a result, the usage rates for the thermal brake screening systems in Rowan and Scott Counties have been low to nonexistent.

On behalf of the FHWA Traffic Incident Management (TIM) Program, we would like to announce that FHWA will be offering a virtual TIM Train-the-Trainer (TtT) session: 

Option 22: One-Day Mountain

Date: Wednesday, April 2, 2025

Time: 10:00 am – 6:30 pm (EDT)


The attached course announcement provides the session details and a link for applying. 


As a TIM Training State Point of Contact, we are requesting that you be selective in your distribution of this announcement and provide it only to individuals that are committed to providing training. Individuals will be required to positively respond to the following four questions as part of the application:

  • I have prior instructional and TIM experience.
  • I commit to providing training to other TIM responders in my area.
  • I commit to submitting my training records to the national database.
  • I have sought concurrence from my manager/supervisor to participate in the TtT course and to conduct TIM responder training.


The sessions are open to all 50 States, D.C., and Puerto Rico, but to support a positive learning environment, the sessions will be limited to 40 participants.
