Mark J.F. Schroeder, former Commissioner of the New York State Department of Motor Vehicles, will deliver the keynote address at the International Association of Transportation Regulators’ 39th Annual Conference boot camp, taking place Monday September 14 at the Vdara Hotel in Las Vegas, Nevada. The conference boot camp will kick off the IATR conference which runs from September 14-17.
Mark will focus on technology solutions to the road safety crisis, including automated enforcement cameras for speeding, red-light violations, and dangerous driving in work zones. He will also discuss New York’s Stop Super Speeders law, which authorizes the use of intelligent speed assistance to stop habitual speeders. Mark will address the past, present, and future of autonomous vehicles in New York State, including the evaluation and approval of testing permits, proposals for commercial robotaxi operations outside New York City, and potential changes to New York State Vehicle and Traffic Law. He will also discuss the need for AV companies to have comprehensive safety plans, including how best to work with emergency responders.
Mark served seven years as DMV Commissioner, where he led the agency through major operational challenges and modernization efforts. A former member of the New York State Assembly and Comptroller of the City of Buffalo, Mark brought a practical focus to customer service, accountability, and efficiency at the DMV.
During the COVID-19 pandemic, Mark expanded digital and flexible service options while in-person services were restricted, helped maintain licensing and registration services, and later worked to reduce backlogs after offices reopened. He also viewed the pandemic’s challenges as a catalyst for modernizing the DMV’s core systems and expanding online services, culminating in a major systems overhaul in early 2026.
Under Mark’s leadership, the DMV strengthened penalties for the most reckless and dangerous drivers, including higher point values for illegal racing, aggravated unlicensed operation, alcohol- or drug-related offenses, speeding in construction zones, and passing a stopped school bus. He also chaired the Governor’s Traffic Safety Committee and served as New York State’s liaison to the National Highway Traffic Safety Administration during his tenure.
