Chula Vista Couple Wins “Best in District” for WaterSmart Landscape Catherine and David Spence of Chula Vista were named the “Best in District” winners in Otay Water District’s 2025 WaterSmart Landscape Contest.

After retiring, the couple transformed their grassy yard into a low-maintenance, drought-tolerant garden that reduced their water use by 39%.

Their project features native plants, drip irrigation, rain barrels, and decorative touches that support local wildlife.

The Spences were honored at the District’s September board meeting.
