Phase two update

Five entities will participate as balancing authorities for the Markets+ launch in October 2027: Arizona Public Service, Salt River Project, Tucson Electric Power, Powerex and Xcel Colorado (PSCo). All five declared their intent by the Sept. 1, 2025, deadline.

Bonneville Power Administration is targeting participation in wave two, which is expected to join the market in 2028. Four additional balancing authorities are also scheduled to go live in 2028.

Market participants that indicated they would join Markets+ notified SPP on or before April 1, 2026, and are currently engaged in registration and onboarding activities.

Entities that plan to participate as transmission customers only, or as financial‑only virtual participants, have until July 1, 2026, to notify SPP of their intent.

Connectivity testing will begin in October 2026. SPP will work with all participants ahead of that milestone to help ensure overall project readiness.
