Phase two update

The July 23 deadline for participation in phase two Markets+ governance generated a notable surge in responses, demonstrating the impact of increased outreach. Updated phase two working group and task force rosters will be posted to spp.org after approval by the MPEC at their Aug. 12 meeting.


Though the deadline to participate in phase two governance has passed, it’s important all entities submit survey responses, even those entities who do not plan to participate in the market at launch. Registration links and deadlines have been added to the Markets+ page on spp.org, and balancing authority-specific meetings are being scheduled to discuss tailored onboarding and outreach strategies.

First Markets+ informational report filed

SPP filed its first informational report with the Federal Energy Regulatory Commission (FERC) July 16.


When FERC approved the Markets+ Tariff January 16, it directed SPP and the SPP MMU to submit an informational report every six months between the acceptance of the tariff and market launch as well as every six months for three years after full operation. The informational reports must outline “market participation in terms of number of participants and the daily amount of resources offered into and load served by Markets+, transmission availability, modifications to transmission availability through intra-day changes and the opt-out provisions, market prices, and other relevant issues.”

August MPEC meeting approvals

The following items will be going before the Markets+ Participant Executive Committee (MPEC) this month:

  • MIGTF Scope Change
  • Phase Two Working Group and Task Force Roster Confirmation
  • MCUF Scope Approval
  • MIGTF Action Item Approval

Holistic review of protocol language scheduled Q3 2025

Holistic review of protocol language is tentatively scheduled for Q3 2025. SPP staff will review the complete package of protocol language, make suggested changes and bring them to the MPEC for approval in November.

Upcoming stakeholder training

SPP Stakeholder Training will be conducting Markets+ training Aug. 13. Power Up: An Introduction to Markets+ is a virtual instructor-led course that seeks to define an energy market, recognize the key roles in Markets+ and identify and distinguish the primary components of an energy market.


There are many self-study courses available on demand, whose concepts may aid understanding of SPP's market design, which shares foundational knowledge with Markets+.
