NORFOLK-The Virginia Department of Transportation will mark a final tunneling milestone on its Hampton Roads Bridge-Tunnel Expansion project on September 24, 2025, when Mary The Tunnel Boring Machine breaks through the headwall at the HRBT South Island. Media are invited to join Secretary Duffy, Governor Youngkin, along with Virginia Secretary of Transportation W. Sheppard Miller III, regional, state, and federal leaders and project team members who will be present to see the tunnel boring machine emerge through the headwall.

WHEN: September 24, 2025 - Media should plan to arrive at HRBT South Island at 11:15 a.m., but no later than 11:45 a.m. Parking directions listed below
Please be aware that media credentials will be issued upon arrival at the South Island entrance and only media whose names were submitted to VDOT in advance of the breakthrough will be allowed on the island. Please submit no more than two names from your organization for media credentials no later than September 19, 2025 to: HRBTInfo@vdot.virginia.gov
All media must wear closed-toe footwear. No other personal protection equipment is required for the event.
Directions: South Island access will be permitted from Westbound I-64. Look for a right pull-off prior to the entrance to the westbound tunnel. Names will be verified at the security gate, credentials issued, and media will be escorted to a designated parking lot.
