Description: Learn more about YOUR CITY and all the work and projects that are currently underway. Start with appetizers at the Corporation Yard and meet some of the maintenance crew, visit the recently rehabilitated Fire House and have lunch with the firefighters, and end your tour with desserts at City Hall - check out the Police Department's recent "sprucing up," learn about all the projects underway in the Community Development Department and find out more about the City Clerk, Finance and Administrative Offices.

COMMUNITY DEVELOPMENT & SERVICES DIRECTOR TENDERS RESIGNATION
After 21 months on the job, Jim Bermudez, Community Development & Services Director, tendered his resignation on June 4. Jim's last day with the City will be Friday, June 21.
Effective June 25, Bob Summerville of ECORPS Consulting will serve as the City's part-time Interim Community Development & Services Director until a new permanent Director is hired. Bob will be in City Hall on Tuesdays and Thursdays from 9:00 to 4:00 PM and available for Planning, Zoning and Pre-Development meetings on Tuesdays and Thursdays from 9:00 to noon.

IMPLEMENT PARKS &
OPEN SPACE MASTER PLAN
In an effort to implement the Council approved Parks & Open Space Master Plan, City staff are currently gathering public input for a SB 68 grant application for park improvements to Gavin, Miner and Veterans Parks.
The next meeting is this Thursday, June 20 from 4:00 to 6:00 PM at Miner Park. Join us and share all of your great ideas for park improvements!

UPDATE CANNABIS ORDINANCE
At the May 14 Joint City Council-Planning Commission Study Session, city staff were directed to start working on an update to the City's Cannabis Ordinance to include 'Adult Use' and Cannabis delivery. Those efforts are currently underway and staff plans to return to the Council with an updated ordinance by the fall of 2019.

SPECIAL EVENTS POLICY
At the May 21 City Council Meeting, the Council approved fee waivers for nine annual 'Historic Legacy' events, as well as established a $10,000 "fee waiver fund" that other event sponsors can apply to on a first-come, first-serve basis for their events. 'Historic Legacy' events include: Bok Kai Parade and Festival, the Fishing Derby, Marysville Historical Faire, Old Fashion Picnic, Stand Down, Stampede, Veterans Day Parade, Music in the Park, and Scarysville. City staff are still completing the new Special Events Application and administrative process for the Special Events Fund. Once complete, a public workshop will be held on the application process and how to apply for a fee waiver. Stay tuned!

B STREET PROPERTY - LAND USE DISPOSITION ANALYSIS
At the June 4 City Council meeting, Council approved a land use disposition analysis of the City's 'B Street Property' in an effort to evaluate and consider the property's 'highest and best use' and ensure City staff use a focused approach to market and develop the property. The analysis will begin in July with recommendations will be presented to the Council in the fall of 2019.

DESIGN AND CONSTRUCT PARK WELLS
Through City funds and a Department of Water Resources grant, the City is working on an initiative to design and construct park wells to irrigate city parks with groundwater rather than purchased water bringing an overall annual savings to the City's General Fund. The construction drawings are nearly complete and staff anticipate circulating the bid package by the end of July. Well construction is projected to be complete by the end of the 2019 calendar year.

CD&S DEPARTMENT ACTIVITY, MAY 2019

CD&S Activity
:
In May, the Community Development & Services Department processed 48 building permits, conducted 82 building inspections, initiated 30 code enforcement investigations, received and completed 10 public service requests, and executed 30 transportation or encroachment permits.

PERMANENT FINANCE DIRECTOR APPOINTED
Effective July 1, 2019, Jennifer Styczynski will become the City's permanent Finance Director. Jennifer has been the Interim Finance Director since November 2018. She's done a remarkable job in her short tenure preparing the Fiscal Year 2019-20 City Budget and completing the 2018 Audit. She will be a tremendous asset to the City, Finance Department and Executive Management Team. We look forward to her permanently joining the team!
BUDGET FY 2019-20
The Finance Department fully expects an on time budget to be approved by the City Council this year no later than June 30, 2019.
2018 AUDIT
After a few delays earlier this year, the Department anticipates bringing the 2018 Audit to the Council in July.
MEASURE C REPORT (FY 2017-18)
The next Annual Measure C Report is anticipated to be complete by August 2019.

FINANCE DEPARTMENT ACTIVITY, MAY 2019
Finance Activity:
During the month of May, the Department processed 463 accounts payable and receivable, 29 animal licenses, and 58 business licenses , and 417 cash receipts processed.

CALLS FOR SERVICE
Firefighters responded to 222 calls for service in the month of May, including 56 concurrent calls. In 2019, there have been 237 concurrent calls. Last year, the City ended the calendar year with 357 concurrent calls. The department expects to exceed that number this year.

LARGE LEVEE FIRE
The recent levee fire off Highway 20 and 17
th street presented several challenges that required mutual aid both for the fire itself and as backup for concurrent calls in the City. Strong winds further challenged fire fighting efforts.
All Yuba County fire agencies responded with mutual aid, as well as CAL FIRE. CAL FIRE resources included two fire engines, a bulldozer and a Chief Officer. The fire rapidly spread through the overgrown vegetation, as well as 'spotting' -
fire
producing sparks or embers that are carried by the wind and which start new
fires - also occurred across the river. It required several hours of fire fighting efforts and mutual aid support to extinguish the fire.

PUBLIC EDUCATION
Staff participated in public education outreach for approximately 100 school children offering station tours and attending the Kynoch pre-school. During the demonstration, children were taught how to use 'stop-drop-and roll' safety measures during a fire.

FIRE STATION REMODEL
After more than 18 months since flood damage to the fire station, Fire Department employees are finally able to move back into the fire station. In between 911 calls, staff have been unpacking boxes of documents and files and organizing the station. The rehabilitation of the fire station resulted in an amazing facelift to living and office quarters. During the City's upcoming Open City Hall 'Crawl' on June 29 from 11:00 AM to 3:00 PM, the fire station will be open for tours. Come check it out!
WEED ABATEMENT
Fire prevention staff have been conducting visual inspections of the City's vacant lots. Earlier this year, the department sent letters to property owners to encourage early weed abatement BEFORE the peak fire season. The letters seemed to help, because the first round of post-letter inspections found that more than 90% of the 345 property owners notified had abated their properties. A second notice letter will be sent to the remaining properties before a contractor is hired to abate the vacant lots on behalf of the property owners. Staff will return and inspect in August to check for regrowth as a result of the late rains. If you have any questions feel free to contact the fire department prevention bureau at 530-741-6622.
FIRE APPARATUS
The Fire Department continues to struggle with its current apparatus. The front line fire engine was out of service for two months and recently returned to the station and to full-service. Since then, however, it has experienced front end problems and will require additional repairs once other apparatus return to service. The department's backup engine has been out of service for three weeks with engine and mechanical problems. The ladder truck is also out of service receiving a major 10-hour service and repairs to the ladder.
GRANTS
The Fire Department recently received notification that it did not receive a grant for a UTV replacement from the Feather River Air Quality Management District. However, a new qualifying grant will become available in July and the Department will try again to secure funds for a new UTV.

FIRE DEPARTMENT ACTIVITY, MAY 2019

Fire Activity:
Firefighters responded to 222 calls for service in the month of May - an average of seven calls per day. The Department received 135 Rescue & Emergency Medical Calls, 13 Fire Calls and 79 other calls.

ADMINISTRATION
Prescription Drug Drop Box: The Marysville Police Department (MPD) has partnered with Rite Aid Pharmacy to permanently host in the Marysville Police Department lobby, located at 316 6
th Street. The box was awarded to MPD by the Rite Aid Foundation through its KidCents Safe medication Disposal Program, which encourages communities to dispose of unwanted drugs through anonymous drop-offs. Residents can safely dispose of unwanted drugs, including prescription and over the counter medication, vitamins and supplements, and pet medication. That said, there are restrictions, including: NO schedule 1 or illegal narcotics, needles or sharp objects, liquids or lotions, aerosol cans, thermometers and/or hazardous materials.
Adventist Health - Rideout Active Shooter:
Adventist Health - Rideout hosted a two-day Active Shooter and Aggressor Training for hospital personnel on June 11 and June 12. Marysville PD participated and supported the training.
Firearms Conversion:
Police personnel completed the approved firearms transition from Sig Sauer .40 caliber handguns to the Glock 17, 9mm handguns. The Department is also in the process of purchasing additional patrol rifles for patrol personnel.
Preparing for EOC /Command Post Upgrades:
Police Staff are updating the Departments Emergency Operations Center and Incident Command trailer with new radios. The current radios are outdated. The Emergency Operations Center will also be updated with a new phone system and IT related features.

EVENTS
Police Week: The Police Department and Marysville Police Officers Association partnered to honor our police officers, especially those who have made the ultimate sacrifice in the line of duty. Marysville City Council also honored the Department with a proclamation for police week. Staff also attended the Police Officer Memorial Week Ceremony at Yuba City Police Department.

Animal Care Services (ACS): ACS staff held a "Trap-Neuter-Return" (TNR) training at Friday Night Live on May 22 and a Vaccination Clinic on May 19. The clinic was partially rained out and closed early. To find out about future dates of clinics and trainings, please review the

Police Activity:
In May, 1,865 calls for service were received, 1,205 reports were prepared and processed, and 103 arrests were made. In Dispatch, 1,303 911-calls were received, and more than 4,943 non-emergency calls were processed.
