A Town workshop with Treasure Coast Regional Planning Council on the development of a Master Plan was full of many ideas and opinions. A formal presentation by TCRPC will occur prior to any Town decision-making or the committing of funds for the project.

Master Plan - Securing Our Community Vision for Juno Beach

On Monday April 8th, as the moon crossed the sun to reach our peak solar eclipe viewing, Town Council, Town Staff and members of the public listened to the Treasure Coast Regional Planning Council (TCRPC) representatives discuss a potential scope for a Master Development Plan for Juno Beach. Town Council had previously looked at the Village of Tequesta Commercial Corridor Master Plan of 2022 created by TCRPC as a model that may work for creating a vision for Juno Beach. Function of a Master Plan: Dana Little of TCRPC said, that the Master Plan can provide tools to help address community issues such as preserving the character, charm and small-town feel of Juno Beach through architectural design, landscape, and building site area regulations. It also can address traffic issues, walkable and bikeable concerns through traffic calming tools, and land use planning by identifying appropriate zoning and business mixes. The TCRPC uses outreach methods to identify the community's shared values, such as Keep Juno Beach, Juno Beach, and creates architectural renderings and street views to visualize how those values can be embodied in the future improvements to the Town whether infrastructure, landscaping, or other buildings that are privately or publicly funded. TCRPC will also recommend code changes needed to implement the community's shared vision. TCRPC can perform market studies for data driven decision making to balance land uses and types of commercial businesses within the community.


Traffic and Public Safety: Kim Delaney of TCRPC said, "land use planning can help to solve some local traffic issues." For example, residential units generate 10-13 vehicle trips per day, which is a traffic generator. Commercial businesses that serve the needs of the local community can reduce traffic, because locals do not have to travel for the goods and services. There were several opinions on the need to address traffic calming for our residential streets, Mars, Olympus, Floral, and Park, as well as pedestrian path & crossing improvements and bicycle path safety for Universe, U.S. Hwy 1, Donald Ross, and Ocean Drive.


Costs: There are funding grants for certain portions of a Master Plan, i.e., Community Vision Plan, that address traffic issues, land use planning, and potentially other portions of the plan.

Priority Areas to Address and Timing


At the April 1st meeting, the Town Council directed the Town Attorney to draft language for a moratorium on development of commercial general mixed-use projects until we adopt certain code changes to further implement a community vision for Juno Beach. The moratorium after passage would be in place for only a 6-9 month period of time. It will require urgent action to have these areas included within the Master Plan process.

Commercial General Zoning Areas: Discussions on what to include, within the commercial general properties, included the four corners of the intersection of Donald Ross Road and U.S. Hwy 1, and its surrounding areas, Caretta, Juno Square, Christmas Tree lot and Plaza La Mer. For our Southern entrance, there were discussions to include Juno Plaza with Charlie's Reef Grill and Cathy's Beach Connection. Opinions expressed were that we want to preserve our local mom-and-pop businesses. These priority areas of focus were also identified in the charette held last year.


Ocean Condominium Redevelopment: For RM1,RM2, and RH properties, the TCRPC said that it is possible to review these areas for build back requirements and Coastal Construction Control Line requirements, if these condominiums are ever terminated and torn down in the future for rebuilding, which is happening in other communities.

Residential Ridge Properties: For the ridge properties defined as RS1-RS4, the TCRPC said that these areas could potentially be addressed, including creating incentives to rebuild in the same footprint and to incentivize updates that preserve the character of the neighborhood. The Town is applying for a historical survey grant by June to help define the various architectural styles and their characteristics. TCRPC can create an architectural style definition and checklist booklet for our neighborhoods that would assist in architectural analysis of projects in multi-family and commercial locations.

Your input and opinions are what will make the "Master Planning" or "Vision Planning" successful. We are at the beginning stages of this process. Public engagement is a vital part of the Master Plan process. Your comments and thoughts are welcome.
