In March, the City Council hosted two work sessions to provide background and context on the City's Master Plan and Development Process. If you were unable to participate in one of those sessions, you still have time to provide your feedback.

On Tuesday, May 25th, City Council will hold a virtual Special Council Meeting to discuss the community’s feedback on the City’s current economic development process. This meeting will be live streamed on the City’s Spectrum Cable Channel 2, the City’s YouTube Channel and on  Public comment will not be taken during the virtual Special Council Meeting.
With that in mind, residents, business owners, visitors, and other stakeholders are invited to review the City Council Work Session videos on the City's Master Plan and other information on the development process and provide written feedback regarding the future of the City's development process by 11:59 pm on Sunday, May 16th. These comments will be shared with the City Council and will be posted on the City's website no later than the close of business on Monday, May 17th.

NKC Development Projects Underway or Coming Soon
Twenty-Third & Swift Apartments
The original Northgate Village was identified as a key redevelopment area in NKC’s 1996 Comprehensive Plan. Northgate Village is a mixed-use master redevelopment project that includes single-family homes, rowhomes, a retail site, senior apartments, and multiple styles of apartment living. The vast majority of the redevelopment project has been completed, aside from the undeveloped multifamily lot at 23rd & Swift and a undeveloped commercial lot along Burlington.

In the fall of 2019, the City issued a Request for Proposals to develop the multifamily lot at 23rd & Swift. In August 2020, the City signed a Development Agreement with Star Acquisitions & Development, LLC to construct a multi-family development to complete the residential portion of the Northgate Village Redevelopment Plan.

This new development will feature 294 units with a pool, outdoor activity space, secure onsite parking and a clubhouse. This project is expected to begin construction in the Summer of 2021.
18th & Swift Apartments
In April 2018, the City issued a Request for Proposals for development of the 1.3-acre City-owned property located at the southwest corner of 18th Avenue and Swift Street to create residential opportunities to complement our growing downtown district. On January 15, 2019, the City Council entered into an agreement with the Sunflower Development Group for the development of high-quality residential units.
This project includes 208 units of market-rate apartments, approximately 3,000 square feet of retail space, and structured parking. Construction has begun on this project and is anticipated to be completed by the Spring of 2023.
Gallery Lofts
Once home to a White Castle restaurant, in 2001 the City acquired the property that sits behind the Tay's Burger Shack along Armour Road. In early 2021, the City Council authorized the sale of this property to Yarco Cos. Yarco plans to build a $10 million multifamily development — Gallery Lofts — with ground-floor gallery and artist studio space and 42 on-site surface parking stalls. Thirty-three of the 49 apartments will be set aside for affordable housing. Construction on this project has begun.
Wayfinding Signs
The first four new wayfinding signs were recently installed. These signs direct people to various destinations around town, including to public parking. The reverse side features “NKC.” The first four signs are located along Armour Road, in downtown; across from City Hall, near Richards Park; and near Macon Street. These signs were designed as part of the City’s gateway signage plan.

The North Kansas City Parks and Recreation Board recently named Victoria Ressler as Director of the North Kansas City Parks and Recreation Department. Victoria joined the City of North Kansas City in 2000 as Administrative Assistant to the Director of the North Kansas City Community Center. In 2006, she was promoted to Facility Supervisor at the Community Center and was responsible for managing the welcome desk and rental and reservation activities, along with developing and executing a wide range of special events and activities. In 2014, she served as the Interim Director of the Community Center, during which time she developed and implemented retention processes, promoted membership, developed fundraising efforts, and participated in long-range planning and budgeting for the department. When operation of the Community Center transitioned to the YMCA in 2015, Victoria assumed the role of Administrative Assistant to the Director of Public Works and Liquor Control. During her time in that role, she completed a master’s degree in Organizational Leadership and acquired hands-on experience in project management, along with valuable insight and understanding of the interdepartmental cooperation, collaboration and support provided to the Parks and Recreation Department. 

As Director of the North Kansas City Parks and Recreation Department, Victoria is excited to return to a career field for which she is very passionate. She looks forward to reconnecting with the many familiar faces of NKC citizens, school district personnel and those in surrounding communities that she has had the privilege of serving over the course of her career at the City of North Kansas City. Victoria looks forward to fostering new relationships and partnerships, creating a welcoming environment, and serving the needs of the community.
