PCH Burn Area Access Pass Distribution Hours 


The Los Angeles County Sheriff's Department (LASD), the Los Angeles Police Department (LAPD), the City of Los Angeles, and Supervisor Horvath’s Office have collaborated to create a unified PCH access pass. Pass distribution is available at the following locations and hours beginning May 1, 2025: 


Monday – Friday, 9:00 AM – 5:00 PM

Tuesday & Thursday, 10:00 AM – 3:00 PM

Must be in line by 2:30 PM

Acquire LA County Building Records Through the City of Malibu


The City of Malibu has partnered with the LA County Assessor’s Office to access building records for Malibu property owners. Property owners no longer need to contact LA County for these records -- they may obtain them directly from the City. These records typically contain a site plan of structures on the property and the square footage of each structure, which are essential documents in establishing what existed on the property before the recent fires.


These records are confidential and can only be provided to the property owner. If a party is representing a property owner, an owner-authorization form must be submitted with the request for records. To obtain "Assessor Building Records" please contact MalibuRecovers@MalibuCity.org.

DEBRIS REMOVAL UPDATES

While the deadline to submit Right-of-Entry passes has passed, the US Army Corps of Engineers (USACE) will continue to be on site at City Hall to share information on fire debris removal, Monday through Thursday, 9:00 AM - 2:00 PM. The USACE has increased to 100 debris removal crews in the Palisades Fire Area and cleared an average of 50 sites per day throughout the month of April.

If residents have concerns over how private contractors are hauling debris, they can file formal complaints on the County website or by calling the County hotline at 888-479-7328 (open Monday – Friday, 9:00 AM – 4:00 PM).

Red Cross Starts New Round of Financial Assistance for Fire Survivors


The Red Cross is providing a second round of financial assistance, effective April 22, to individuals and households that continue to experience barriers to recovery from the Palisades Fire or the Eaton Fire. 


Red Cross will be on site at Boys & Girls Club of Malibu, Third Space Disaster Relief Center

(23357 Pacific Coast Highway) April 30 – May 2, 10:00 AM – 4:00 PM, May 3, 11:00 AM – 3:00 PM.

Malibu Rebuild Center Progress Update: April 19 - May 1


The City is pleased to announce progress on the rebuilding effort since opening the Malibu Rebuild Center on Monday, March 10:

  • Initial Rebuild Appointments/Site Verification 221 Initial visits / 115 Follow-up visits 
  • Architectural Plan Review – 23 Pending / 8 Approved = 31 total (like-for-like: 15; Like-for-like +10%: 16)  
  • Building Plan Check Submittal 0 Received/ 0 Approved 
  • Certificate of Occupancy – 0

City Launches Small Business Micro Grant Stabilization Program 


The Malibu City Council approved the creation of the Small Business Micro Grant Stabilization Program to assist local businesses impacted by the recent fires, winter storms, and prolonged Pacific Coast Highway (PCH) closures. The program includes initial funding of $300,000 with grants ranging from $5,000 to $20,000. 


Applications will be accepted from May 1 through May 31, 2025, and awards will be made in June 2025. Eligible expenses include rent, payroll, inventory replacement, equipment replacement and repairs, utilities, marketing, and other recovery-related costs.
