HOME TBRA Competitive Application - Deadline is May 18, 2020
Kentucky Housing Corporation (KHC) is now accepting applications for the HOME Investment Partnerships Program (HOME) Tenant-Based Rental Assistance (TBRA) program on the Universal Funding Application (UFA). The submission deadline is 8 p.m. ET Monday, May 18, 2020.

The 2020 HOME TBRA Competitive Application Guidelines, which includes specific information about how to apply for this funding round, pertinent dates, required application fees, and sample application scoresheet are available on KHC's website under Development, Single-Family, HOME TBRA.

Applicants must meet minimum thresholds to submit an application. New applicants are welcome.

Minimum Thresholds
  • HOME funds awarded in 2019 (project numbers beginning with TB19) are not eligible to apply for this round of TBRA funds.
  • HOME funds awarded in 2018 (project numbers beginning with TB18):  
    • 70 percent of funds must be expended no later than the application submission to KHC. All draw requests required to meet this threshold must be submitted to and approved by KHC no later than the application submission deadline date of 8 p.m. ET Monday, May 18, 2020.

Applicants should refer to the KHC HOME TBRA Policy Manual for more information on eligible TBRA activities and other details regarding the administration of a TBRA program.

ESG Reporting Contact Needed
KHC set up an automated email system that will notify each Emergency Solutions Grant (ESG)-funded agency's designated ESG report contact. This email will provide the user with instructions for completing the ESG CAPER reporting requirements. The ESG contact will receive the submission link and instructions directly from SAGE for each of their ESG project components. The purpose of the ESG report contact is to have one person identified to receive the links and submit their ESG CAPER reports directly into SAGE. Each agency should submit the contact information (name, email, phone number, and agency information) to [email protected] by Friday, May 15, 2020, to provide enough time to update the automated system. 
KYHMIS Data Quality Report Update
KHC created a new document, which allows for easier processing of errors on presenting on the 640 Data Quality Report that agencies submit bi-monthly. The new 640 Data Quality Error Form was specifically designed to allow agencies the ability to not only identify but also describe errors generated within their Kentucky Homeless Management Information System (KYHMIS) report. It will replace any explanation needed when data quality errors are over the allotted threshold for data quality. The new form is available on the HCA Help Desk and the use of this form may begin immediately but should be used for the June reports. 
 
Upon KHC's request for error revision, please submit the completed form along with your data quality report submission. Agencies requiring additional assistance completing the form can request additional instruction through the Help Desk. 
 
In addition, we are excited to announce the release of a data quality training video this month. Continue to follow the eGrams for a release date.
Public Comment Period
The amended 2015-2019 Consolidated Plan and amended 2019 Annual Action Plan is available for public comment now through Tuesday, May 19, 2020.

Kentucky has amended the 2015-2019 Consolidated Plan and 2019 Annual Action Plan and is receiving written comments to obtain public input. Written comments will be accepted, and where applicable, will be incorporated into the document.

The Consolidated Plan is the Commonwealth's application and distribution plan for the U.S. Department of Housing and Urban Development, Office of Community Planning and Development Programs (CDBG, ESG, HTF, HOME, and HOPWA). KHC and the Department for Local Government (DLG) are the agencies responsible for submission of the plan to HUD.

KHC and DLG recently received additional funding allocations through the CARES Act for CDBG, ESG, and HOPWA, necessitating amendments to planning documents.

The amended 2015-2019 Consolidated Plan and 2019 Annual Action Plan are available for review on KHC's website. Please send written comments by email to [email protected].
