City’s E-Bike Safety Initiative Update

Last October, I authored a council agenda item requesting a staff presentation on e-bike safety. On Tuesday, City Council received the staff presentation on the City’s E-Bike Safety Initiative. I also requested the City Attorney to prepare amendments to the Long Beach Municipal Code as it relates to defining and regulating e-bikes within existing titles and chapters already in the code. My original request stemmed, in part, from complaints about e-bikes speeding along the San Gabriel River bike path which expands through Districts 3, 4, and 5. My colleagues did not support a full ban along the river trails, the beach path and other city multi-use paths. In response, I asked staff to come back in six months with additional data that may support additional restrictions as requested by Council District 4 residents. Update on Measure JB's Implementation

Yesterday, City Council received an update from the City Manager as to the progress of implementing Measure JB’s policies. In May of 2025, the city completed the merger of the Civil Service and Human Resources departments as Measure JB required. This merger updated a 109-year-old hiring system, created local hiring preferences, preserved employee rights and appeals and modernized hiring systems. Prior to the merger, the hiring process for positions under Civil Service regulations averaged about 7 months but could take years. 

Yesterday’s update shared the following points:

• Average time-to-hire across classified positions is 90.29 business days
• Requisition approval (the process of requesting a position be filled) is now an average of 9.7 days, down from 20.9 days prior to the merger
• Community-centered hiring preferences started last October, and to date the city has had 22 recruitments with 247 candidates qualifying for preference points
• Vacancy rates have dropped, from about 22% to 16.4%

CD4 Ballot Drop Box & Voting Locations

There are several ways to get out and vote on or by the Primary Nominating Election on Tuesday, June 2nd. CD4 has three Vote by Mail Drop Box locations. Locations include El Dorado Park West Community Center (2800 N Studebaker), Stearns Park (4520 E 23rd St) and CSULB (1250 Bellflower Blvd). LADWP Haynes Pipeline Project

Begins May 18th | M-F 7:30 am - 4 pm | Studebaker Rd.



Toro Enterprises, Inc. will be working on the installation of a 24-inch HDPE recycled water main along Studebaker Road. Construction activities include excavation, pipe installation, and restoration of the work area. Work will be on Studebaker from E Mantova St to Freeway Ramp SR-22. Anticipated start date is May 18th with an anticipated end date of August 20, 2026. Hours will be Monday through Friday, 7:30 am to 4 pm. Find the work notice here. The staging area for this work will be on Atherton St from Studebaker Rd to Atherton Dr.

Artist of the Month at Los Altos Library

Celebrate Asian American and Pacific Islander Heritage Month by exploring the art of Chiura Obata, a Japanese American artist known for his beautiful nature paintings and prints. In this program, school-age children will learn about Obata’s life and how he was inspired by the natural world. Kids will then create their own artwork inspired by his style, using simple techniques to capture landscapes, colors, and movement. No registration required but space is limited.

Clark Avenue Project Update

Construction for the Clark Avenue Complete Street Project is tentatively scheduled to begin Wednesday, May 27th on Clark Ave between Anaheim St and Spring St. Planned improvements include full roadway resurfacing, reconstruction of curbs and gutters and pedestrian safety improvements. One lane of travel will remain open during construction. Construction is expected to be completed Fall 2026.
