2015 Legislation Update

The 64th Legislative Assembly officially ended the week of April 27, 2015.  Here is the information on the snowmobile legislation:

  • Senate Bill 2139:  relating to the licensing of snowmobiles (transferring the snowmobile registration administration from the ND Department of Transportation to the North Dakota Parks and Recreation Department)
    • The bill failed the House floor on 4/23/15.
  • Senate Bill 2164:  relating to the snowmobile registration fees
    • Resident registration will increase to $50 every two years; this includes a $5 title fee and a $45 trail tax.  It was previously at $40 for two years.
    • Non-resident registration will increase to $25/year.  It was previously $15/year.
    • Gas tax was increased from 30 gallons per registered snowmobile to 40 gallons.  The formula is the number of registered sleds * the gas tax rate * 40 gallons.  
    • Signed by the Governor on 4/20/15 and filed with the Secretary of State on 4/23/15
  • Senate Bill 2198: Youth ages 10 and 11, that have received their snowmobile safety certificate and accompanied by a parent or guardian, can ride on public property including the state snowmobile trails. 
    • Signed by the Governor on 3/20/15 and filed with the Secretary of State on 3/23/15
