The EPN Consulting Newsletter - 081 - May 2017
Dear Colleague,

Last week I was on an EasyJet flight and when the hostess went down the aisle collecting rubbish I gave her a newspaper that she put in a bag different from that one for general waste. I was happy with this civilised gesture.

I then thought about hotels rooms that usually have one bin for all waste (and sometimes an additional bin in the bathroom). Let's think about all the rooms in one hotel of a chain, every hotel of the chain, all hotels of all chains and finally all independent hotels. This makes an awful lot of unsorted waste ready for landfills.

It is a good number of years that when we enter hotel rooms we read signs recommending a responsible use of water and towels as well as asking to switch off unnecessary lights to respect the environment, which is great. The next step I see now is that they should start providing more bins in each room to allow guests to be more virtuous about their waste.

Otherwise, it is a bit contradictory to find different coloured bins for differentiated waste in exhibition centres, railway stations, airports and cities urging to differentiate the waste we produce but then, when we stay in hotels, we have to suspend this right-minded habit.

This would certainly help the continuity and consistency of the message across population no matter whether they are citizens, residents or hotel guests.

London to introduce Ultra LEZ in April 2019

24 Apr 2017 -  Mayor of London, Sadiq Khan, has announced that the most-polluting vehicles will have to pay a daily charge to drive within central London from 08 Ap ril 2019 under new proposals, to help combat the city's toxic air crisis.

Mayor Khan is proposing to expand this charge, the Ultra Low Emission Zone (ULEZ), across Greater London for heavy diesel vehicles, including buses, coaches and lorries, in 2020, and up to the North and South Circular roads for cars and vans in 2021.

Mayor Khan confirmed the £10 T-Charge will start in October this year. He is now proposing, following a public consultation, that this will be replaced by the introduction of the world's first Ultra Low Emission Zone in central London from the 8th April 2019.
The ULEZ in 2019 will cover the same area as the existing congestion charging zone.

EU all set for Free Roaming from June 2017

25 Apr 2017 - As from 15 June 2017, mobile users travelling to other countries in the EU will be able to call, text or surf the net without paying any extra charges.

Roaming without paying surcharges, or "roam like at home", is for those living in Europe and who travel to other EU countries for work or leisure. It will also be introduced in Iceland, Liechtenstein and Norway shortly after 15 June.

Roam like at home is meant to make communicating while travelling easier. It is not intended to allow permanent roaming where a customer would take out a subscription in the cheapest possible country and use it to roam in his home country. Special rules apply to phone plans with unlimited data and pre-paid cards.
For information on these and other practical questions, see the Commission's FAQ.

The three concrete initiatives adopted by the Commission are:

1: A Single Digital Gateway
3: A SOLVIT Action Plan

What is ASEAN?

09 May 2017 - ASEAN,  the Association of South East Asian Nations, is a political and economic organisation aimed primarily at promoting economic growth and regional stability among its members.

There are currently 10 member states: Indonesia, Malaysia, Philippines, Singapore, Thailand, Brunei, Laos, Myanmar, Cambodia and Vietnam.

ASEAN was founded half a century ago in 1967 by the five South-East Asian nations of Indonesia, Malaysia, Philippines, Singapore and Thailand. This was during the polarised atmosphere of the Cold War, and the alliance aimed to promote stability in the region.
Over time, the group expanded to include its current 10 members.

Regional cooperation was further extended with the creation of the ASEAN Plus Three forum in 1997, which included China, South Korea and Japan. And then the East Asia Summit, which began taking place in 2005 and has expanded to include India, Australia, New Zealand, Russia and the United States

Reflection Paper on harnessing Globalisation

10 May 2017 - The reflection paper opens up a vital debate on how the EU can best harness globalisation and respond to its opportunities and challenges.

On the external front, the paper focuses on the need to shape a truly sustainable global order, based on shared rules and a common agenda.

On the domestic front, the paper suggests tools to protect and empower citizens through robust social policies and providing the necessary education and training support throughout their lives.

New European Interoperability Framework (EIF)
The  new European Interoperability Framework (EIF) is part of the Communication (COM(2017)134) from the European Commission adopted on 23 March 2017.

The framework gives specific guidance on how to set up inter-operable digital public services. It offers public administrations concrete recommendations on how to improve governance of their interoperability activities, establish cross-organisational relationships, streamline processes supporting end-to-end digital services, and ensure that both existing and new legislation do not compromise interoperability efforts.

The successful implementation of the EIF will improve the quality of European public services and will create an environment where public administrations can collaborate digitally.
