Greetings!
First, let me start by wishing everyone a great Mother's Day. If your family does gifts, a special meal or something that needs planning, act fast, as Mother's Day is coming up on Sunday, May 9th!
There is great news on the reopening front (which you can read in detail below in the Phase 4 Reopening Guidelines article)! Slowly but surely, residents are getting vaccinated and Chicago is on its way back to a new post-pandemic normal.
But make no mistake, following proper masking and social distancing guidelines are still critically important moving forward. Just because we are opening up doesn't mean we can immediately go back to the old ways of doing things. So now that it's getting nice out and more and more businesses and entertainment options are available, please, please continue to wear a mask, practice safe social distancing, and get the vaccine when its available to you.
We can all do our part to push through! And together we can all benefit as we have seen with the new Phase 4 guidance that loosens restrictions even more.

One Summer Chicago Accepting Applications Now
One Summer Chicago will run from July 5th to August 13th and will include remote and socially distanced, in-person job and life-skills training for youth ages 14 to 24. The application deadline is Friday, June 11, and can be found at OneSummerChicago.org. More than 21,000 slots are available for youth this summer. Returning this year under the OSC portfolio is the Chicago Youth Service Corps (CYSC), Everyone Can Code, Photography for All programs and more.

All Chicago Residents 16+ Now COVID-19 Vaccine Eligible
The City of Chicago moved to Phase 2 of COVID-19 vaccine eligibility on April 19, meaning all Chicagoans age 16 or older are eligible to get vaccinated against COVID-19. To date, more than 1 million Chicago residents have received at least one dose of vaccine—nearly half of the City’s adult population.
Anyone 16+ living in the City of Chicago can look for vaccine appointments at Zocdoc.com/vaccine or use the City's COVID-19 Vaccine Finder to identify additional vaccine providers. To book an appointment on Zocdoc, Chicagoans under 18 must have a parent or guardian book vaccine appointments on their behalf. New appointments will be added frequently, and people are encouraged to check back. Only individuals 18 and older will be able to get vaccinated at a City-run vaccination site.
The following pharmacies offer vaccinations and their own scheduling: Chicago Costco Pharmacies, CVS, Jewel Osco, Mariano’s, and Walgreens. Contact the pharmacy directly about possible appointments. Residents should also check with their primary care physicians. More than 350 hospitals, health clinics, medical practices, pharmacies and other providers receive vaccine for distribution to local residents.
All City-operated vaccination sites remain limited to individuals 18+. Vaccine appointments at City-run sites can be scheduled using zocdoc.com/vaccine, or by calling the City’s COVID-19 Help Line at (312) 746-4835. To ensure equitable access to this life-saving vaccine, people who live in high CCVI and undervaccinated zip codes will be prioritized for some of the City's vaccination sites such as United Center and Chicago State University.
The vaccine is offered at no cost, and insurance is not required. Documentation regarding immigration status is also not required. Proof of address is required for all first dose appointments at City sites, with the exception of United Center. Please see the list of documents one can provide to prove a Chicago address.

City of Chicago Phase 4 Reopening Guidelines
Chicago is in Phase 4. These restrictions are the most up to date and take precedence over the industry-specific guidelines if there are points of contradiction. In all settings, six feet of physical distance must be maintained between different parties. If necessary, facilities should operate a lower capacity to achieve six feet between all parties.
Bars, restaurants and other establishments with a Tavern or Consumption on Premises-Incidental Activity license must have all patrons off premises by 1:00 am. When Chicago enters the Bridge Phase, these establishments can resume normal hours of operation. Late hour license hours shall remain prohibited during the Chicago Bridge Phase.
Liquor stores, grocery stores and other establishments with a Package Goods license must still cease alcohol sales at 11:00 pm. Restaurants may continue to sell food via delivery, takeout, or curbside pickup at all hours.

Alderman Dowell's Dangerous Motorcycle Ordinance Passes City Council
On April 21, the City Council unanimously passed O2021-363. The ordinance was introduced in response to a growing trend of unruly motorcycle, street racer and bike stunt-riding groups unlawfully operating on the public way. During the warmer months, and in the 3rd, 4th and 42nd Ward specifically, these swarms of riders have ignored traffic signals, played disruptively loud music, rode on sidewalks, and threatened pedestrians.
The ordinance itself enhances the punitive measures the Chicago Police Department can take when apprehending the aforementioned groups or individuals acting in an unlawful manner. Such measures include: impounding vehicles, and increasing the rates of fines associated with the infraction(s).
The passage of the ordinance was the culmination of over a year of work spearheaded by Alderman Dowell, the Chicago Police Department and numerous residents of the 3rd Ward. In early 2020, the Committee on Public Safety convened a hearing to address the growing problem. At the hearing, representatives from both the Chicago Police Department and Office of Emergency Management and Communications indicated that they understood the gravity of the problem and agreed to implement steps to further deter these unlawful actors.

3rd Ward Shred Day Helps Residents Clean for Spring
Alderman Dowell hosted a document shredding event at the 3rd Ward Public Service Office on Wednesday, April 28th. Thank you to partner Midway Moving and Storage for providing the shredding services, and to 3rd Ward staff Allyson Allison, Lucy Macedo, Anthony Lindsey and James Mendez for assisting residents in safely and securely shredding their documents.
All residents who came to the event were offered free, on-site shredding where they were able to watch their documents get loaded and securely shredded in Midway's mobile shredding truck. Professional shredding services are not only a great way to dispose of your personal documents safely, but a wonderful way to spring clean! Alderman Dowell will be hosting another shred day later this year, so stay in touch for the announcement!

2021 Clean and Green Day a Huge Success
Thank you to everyone who participated in this year's Clean and Green Day on April 24th. After a long winter hampered by the pandemic, it was fantastic to see so many people working together safely, outdoors, to get our community ready for the busy spring and summer months. This year's Clean and Green was of course a bit different with masking and social distancing in place, but that did not stop dozens of groups from doing their part to keep the community clean. Thank you to 3rd Ward Superintendent Thomas Stovall for once again stepping up and coordinating the Clean and Green groups, and to 3rd Ward staff Allyson Allison, Lucy Macedo and Anthony Lindsey for their hard work in this effort.
This year's 3rd Ward participants included: Girl Scout Troup #26062, Prairie Point at Central Station, the 400th Block Club, Hilliard Homes, the Dearborn Park II Advisory Council, the Greenline Block Club, the Urban Juncture Foundation, Stacey Sirota, the 2nd District CAPS Office, Dominique Horton, Ignite, Indiana Block Club, Park Row Homeowners Association, 46th Place Neighbors, and the Greater South Loop Organization. Dowell, Congressman Davis, XS Tennis Partner for COVID-19 Vaccine Event
Over 700 people received the vaccination against COVID-19 on April 18th at XS Tennis at an event co-sponsored by Alderman Dowell and Congressman Danny Davis. Thanks to Kamau Murray for making his XS Tennis facility available and to Near North Health Center (Kathleen Jackson) and Howard Brown Health Center (Dr. Maya) for providing the vaccine. Special thanks to the Alpha and Omega men who volunteered their time and a special shout-out to Nikki Harvey for pulling all of this together.

Howard Brown Health COVID-19 Vaccine Pop Up at IIT
Howard Brown Health has played a very important role in providing quality care to the 3rd Ward community during the COVID-19 pandemic; from COVID-19 testing, to providing vaccinations, to educating residents. On April 24th, Howard Brown Health hosted a pop up vaccination site on the IIT campus for over 1,500 people. Alderman Dowell stopped by the event and was informed that they had already vaccinated close to 1,000 people. Thanks to Channyn Parker, Director of Strategic Partnerships and David Munar, President and CEO of Howard Brown Health for their commitment to the community and to the public health of all Chicagoans.

Matthew House and SSCAC Receive $5,000 Donations
A huge thank you to Larry Huggins, Everett and Tim Rand (hosts of Chicago Football Classic and Christmas in the Wards) and Sherman Dodge for their support of Matthew House and the Southside Community Art Center (SSCAC), which are both located in the 3rd Ward. Each organization was blessed with a check of $5,000 to continue the work they do serving the homeless, and art and cultural expression respectively. Alderman Dowell was honored to select these organizations and present them with their checks. Phillip Gant, Co-Board President of SSCAC and Rev. Erma Spencer of Matthew House accepted the contributions. Congrats to all.

Black Men United Gives Away 600 Boxes of Food, PPE to Dearborn Residents
Black Men United distributed 600 food boxes and Personal Protective Equipment (PPE) kits to Dearborn Homes residents in April. Every household also received a gift. Alderman Dowell and the CHA team were on hand to assist with the distribution. Black Men United is dedicated to supporting the growth and development of Black men, their families and the communities where they live, work and play.

Chicago Public Library Sunday Hours
All Chicago Public Library (CPL) branches will expand to include Sunday hours - through a phased rollout plan - by the end of 2021. Beginning April 18, CPL’s Altgeld, Mt Greenwood, South Shore, Back of the Yards, Chinatown, Merlo, Edgewater, Independence, Richard M. Daley, and Austin Branch Libraries will add an additional day of service to the public, opening from 1:00-5:00 p.m. on Sundays. This expansion of services makes CPL more accessible, by allowing Chicagoans with work or religious restrictions to utilize in-person essential library services on their schedule.
The first nine branches opened on Sundays in December 2019, in addition to the Harold Washington Library Center, and CPL’s three regional libraries—Sulzer, Legler, and Woodson Regional— which are open 68 hours per week, including Sundays.

Cottage Grove Streetscape Project
The Cottage Grove Streetscape will add enhancements to Cottage Grove Ave. from 42nd St. to 47th Pl.; 43rd St. from Prairie Ave. to Cottage Grove Ave.; and 47th St. from Prairie to Cottage Grove Ave. The project consists of infrastructure, pedestrian safety, traffic, and placemaking improvements with the goal of creating unified, safe, walkable, and attractive street. The streetscape project is comprehensive and includes public right-of-way improvements that include: roadway geometry and intersection improvements, full width road resurfacing, drainage improvements, new sidewalk with paver parkways, curb and gutter replacement, ADA ramps with curb extensions and crosswalks, new street lighting, traffic signal upgrades, improved pavement markings and signage, side street improvements to the alleys as needed, site furniture and potential seating areas, light pole and neighborhood gateway identifiers, and tree planting and potential landscaping.
Site design will start April/May 2021 with construction completed in 3 sections starting late 2022 through 2024. Public outreach and the creation of a Community Advisory Group will be ongoing. More information on these important aspects of the project will be provided by Alderman Dowell's office at a later date.

Invest S/W Proposals for 47th St. and Vincennes Ave.

5021 South Wabash Ave. RFP
A Request for Proposals was issued on March 30, 2021 for the former Third Ward Streets and Sanitation facility at 5021 South Wabash Avenue. This City-owned building dates to the 1910s and is located within walking distance to the Green Line station at 51st Street and Washington Park. The City seeks rehabilitation proposals for commercial, retail, residential or nonprofit uses.

Coming Summer 2021: The Arts Lawn (Phase 1)
The Arts Lawn is a temporary enhancement and extension of UChicago Arts and Public Life (APL) programming and will include opportunities for planned and passive programming, public performances, public open space, outdoor screenings, and design/build projects for APL youth. The development of the Arts Lawn transforms underutilized, vacant land into active, green space. The Arts Lawn is the latest phase of the University of Chicago Arts Block, a redevelopment of historic Garfield Blvd. in the Washington Park neighborhood.

Bronzeville TIF Rollout
The Bronzeville TIF rollout offers $150,000 grants to eligible commercial businesses and up to $250,000 grants for eligible industrial businesses. Applications open on Monday, May 3rd at 9:00 am and must be submitted by Wednesday, June 2nd at 5:00 pm. An informational webinar will be offered on Wednesday, May 5th at 1:00 pm. DWM Infrastructure Work - 51st St. to 59th St. from Halsted St. to Cottage Grove Ave.
The Department of Water Management will be installing cement lining in the catch basins, manholes, and other drainage structures between 51st St. and 59th St. from Halsted St. to Cottage Grove Ave. Work will begin the week of May 3rd and will take approximately two months to complete. Manhole and catch basin cleaning trucks will be in the area in advance of the structure lining process. The lining of the structures will extend the life of the structure by 30-50 years and is much cheaper than replacing the structure. DWM Sewer Project - 49th St. and Michigan Ave.
In late-April 2021, a Department of Water Management private contractor will begin installing an underground sewer structure at the intersection of 49th St. and Michigan Ave. Traffic lanes on Michigan Ave will remain open but with reduced lanes. Due to the nature of the work, westbound traffic on 49th St. will be closed at Michigan Ave. Work is expected to be completed by early-June 2021. Following completion of the work by the private contractor, a City of Chicago sewer crew is expected to continue sewer installation on Michigan Ave. in June 2021.

Fiber Installation - Indiana Ave. from 31st St. to 33rd St.
Netsync has a planned fiber optic conduit installation, including the installation of (2) 4’x4’ communications manhole for Indiana Ave. from 33rd St. to 31st St. This project comes as an effort by Netsync to build up their infrastructure in order to bring advanced cellular technology to the area. This build is scheduled for Q2 2021. A detailed schedule will be distributed by Alderman Dowell's office when a permit is issued by the Chicago Department of Transportation.

ComEd Construction - 23rd. St. and the Alley West of Indiana Ave.
Commonwealth Edison (ComEd) is providing notification for a proposed construction project in the 3rd Ward at 23rd St. and the alley west of Indiana Ave. The project scope is to provide permanent power to the development at 2306 S Indiana Ave. This build is scheduled for Q2 2021. A complete schedule will be provided to residents once permits are authorized by CDOT.
Fiber Installation - Cermak Rd. and Indiana Ave.
Zayo is providing notification for a proposed construction project in the 3rd ward. Zayo has a planned fiber optic conduit installation, including the installation of one (1) 30-inch precast communication manhole, at Cermak Rd. and Indiana Ave. This project comes as an effort by Zayo to build up their infrastructure in order to bring advanced fiber optic connectivity to the area. This build is scheduled for Q2 2021. More information on this project will be provided by Alderman Dowell's office when permits are authorized by CDOT.

Emergency Closure Order - 2635 S. Wabash Ave. (2nd Floor Only)
The Chicago Department of Buildings has issued an emergency closure order for the property located at 2635 S. Wabash Ave., 2nd Floor. Originally a commercial office space, the second floor has been converted into a private party venue and event space without benefit of plans, permits, business license, liquor license or the license required for all public places of amusement. The electrical, mechanical and structural systems are inadequate for the current use and occupancy for this location. Plans must be submitted by a licensed architect and permits must be obtained from the Department of Buildings to restore this space to its original intended use and occupancy prior to making any changes or repairs. The property must remain closed and vacant until proper permits are obtained and violations are rectified.

Vehicular Hijackings Fall Dramatically Since Launch of Task Force
Vehicular hijackings have seen a dramatic decline since the Chicago Police Department enacted a sweeping plan to bolster its Vehicular Hijacking Task Force. On Jan. 21, the Department announced the addition of 40 officers and four sergeants to the task force aimed at reducing the number of carjackings citywide.
The result of these efforts has been a more than 55% drop in the specific category of vehicular hijackings since January, compared to the number of vehicular hijackings in April. In fact, the numbers of carjackings have been trending downward since the beginning of the year.
The additional staffing announced in January put a dedicated carjacking team in each of Chicago’s five detective areas. The Department has also emphasized partnership and paired with local, federal, state and county agencies to perform Joint Vehicular Hijacking Operations.
CPD’s latest combined operation on April 9 and 10 included the Illinois State Police, Cook County Sheriff's Police, Berwyn Police, Lake County Indiana Sheriff’s Department, Department of Homeland Security and the Federal Bureau of Investigations. The result of this two-day operation was four felony arrests, six hijacked vehicles recovered and four stolen vehicles recovered.
And yet, the response to the rise in carjackings has gone beyond mere enforcement and also relies on emphasizing accountability and compassion. Youth outreach workers and community partners continue to be part of the solution when it comes to reducing carjackings. The goal is to get to the root cause of the recent uptick in this crime, which has a particularly high rate of juvenile offenders.

LRS Selected as Blue Cart Recycling Service Provider
LRS, formerly known as Lakeshore Recycling Systems, has been identified as the new service provider for the City of Chicago's residential Blue Cart recycling program as part of the ongoing efforts to improve recycling and waste diversion. The transition will take place beginning in June in recycling areas 1, 3, and 6, currently serviced by Waste Management. In area 5, LRS is currently working as a subcontractor and will continue service in that area as well. Department of Streets and Sanitation (DSS) crews will continue to service areas 2 and 4. DSS is working with partners to ensure a smooth transition in June and no service interruptions are expected.

Alderman Dowell Supports Passage of Vaccine Anti-Retaliation Ordinance
Effective immediately, all Chicago workers – including independent contractors – are granted a number of protections that will make it easier to receive the life-saving COVID-19 vaccine. This new regulation makes sure that workers can get the vaccine during their work shift, if necessary, without fear of retaliation from their employer.
The Vaccine Anti-Retaliation Ordinance grants the following protections for all Chicago workers, including independent contractors:
- An employer cannot retaliate against a worker for taking time during a shift to get a vaccine. This means the employer cannot terminate, demote, discipline or take any other adverse action against a worker for taking time off to receive the vaccine.
- An employer cannot require a worker to be vaccinated during off-shift hours – they must allow workers to receive the vaccine during work hours, if they so choose, and they cannot retaliate against them for doing so.
- A worker may use their accrued paid sick leave or paid time off to get the vaccine, and their employer must allow them to use accrued paid time for that purpose.
- An employer that requires a worker to get vaccinated must compensate the worker for the time, up to four hours per dose, that the worker uses to get vaccinated, if the vaccine appointment is during their shift. In this case, an employer cannot require the worker to use their paid sick leave or paid time off to cover the hours missed to get vaccinated.
Any worker that believes their employer has violated the Vaccine Anti-Retaliation Ordinance or any other of Chicago’s labor laws are encouraged to file a complaint by calling 3-1-1, using the CHI 3-1-1 app or by filing a Complaint Form at chicago.gov/laborstandards. Employers that violate the Vaccine Anti-Retaliation Ordinance may be subject to fines of between $1,000 and $5,000 per offense.

South Loop Event Parking Restrictions
Parking restrictions are in place for the South Loop from Roosevelt Road to Cermak Rd. from Lake Shore Drive to Clark St. during all Chicago Bears football games and many other Soldier Field events. Wintrust Arena events have been removed from the parking restrictions. Vehicles parked in the South Loop without a valid South Loop Event Parking Pass, South Loop Event Guest Pass or Residential Permit Parking pass (for Residential Permit Parking Streets ONLY) are subject to ticketing or towing.

The 3rd Ward is providing the list below as a courtesy to residents and visitors and does not assume liability for the accuracy of the monthly list of South Loop events. All Soldier Field events are subject to change, including cancellation or the scheduling of additional events. It is your responsibility to adhere to the parking restrictions in place.

Neighborhood Access Program
The City of Chicago Department of Cultural Affairs and Special Events (DCASE) is currently accepting Idea Submissions for its new Neighborhood Access Program. This program will offer grants for all types of community-based arts and cultural activities.
This program seeks to increase access to DCASE funding with expanded eligibility criteria and a revised application process. There are three simple ways to share your idea: narrative, audio or video
recording or PDF/JPEG file upload. For more information including eligibility criteria, guideline packet, idea submission instructions and workshops, please go to chicagoculturalgrants.org. Submissions are due by Friday, May 21st at 5:00 pm.
Free Medical Isolation Space for COVID-19 Positive Residents
A Safe Haven has opened a free medial respite isolation space for COVID-19 positive adults and families with children who need a safe place to heal in collaboration with the City of Chicago and Rush University Medical Center. They provide accommodations for individuals and families, transportation, nutrition, health care, social services, access to computers, bi-lingual service health care and mental healthcare all for free. ComEd Small Business Assistance Program
The Small Business Assistance Program provides eligible small business customers, with a one-time grant up to $1,000 towards a past due balance, once every 12 months. Eligible customers may also place a remaining balance into a payment plan of up to six months.
Small business customers applying for this program must meet the following eligibility requirements:
- Have an active ComEd service account (includes customers disconnected within the past 30 days).
- Use less than 1400 kilowatts (kWs) of peak demand. This includes customers who are
- 0-100kW or watt hour. To confirm the amount of kWs your business uses, reference your ComEd bill.
- Have a past balance, per the bill due date.
- Have not received Nonprofit Special Hardship grants in 2020.
Motivate LLC is Hiring!
Motivate LLC is a bikeshare operations company. They operate some of the largest bike shares across the country including Divvy in the Chicago area. CPS Announces Virtual FY22 Capital Budget Community Meetings to Further Promote Engagement and Equity
Chicago Public Schools (CPS) announced that it will hold five virtual meetings to engage communities on capital priorities as the district works to develop its FY22 Capital Plan, which will be released this summer. The meetings — which will be hosted by the CPS Capital Department, Office of Equity, and Office of Family and Community Engagement (FACE) — are intended to provide communities with an understanding of the district’s capital planning process and collect input to help the district prioritize critical capital needs.

Moving Architecture Part I
Moving Architecture, a two-part online series offered by Glessner House celebrating Historic Preservation Month, will explore two case studies where moving a building was the only option for saving it.
On Thursday May 6 at 7:00pm, Chris Enck, an architectural facade restoration consultant, will discuss what motivated him to purchase the 1928 Irving House in Wilmette, designed by architect John Van Bergen. The process involved cutting the building into three pieces and relocating them to a Whole Foods parking lot, where they sat for several months before being moved and reassembled at a new site in Evanston.
The presentation will be preceded by a brief look at the 1977 move of Chicago’s oldest house, Clarke House, which included lifting it up and over the Green Line tracks at 44th Street and Calumet Avenue. Part II will take place on June 3, when architect Peter Van Vechten will discuss the move of Booth Cottage in Glencoe, designed by Frank Lloyd Wright.
Tickets are $10 per program, or $18 for both.

In short, Pitch In for the Parks kicks off with "It's Your Park Day" on May 22nd, and continues with citywide park clean-ups June through October. CPF provides complimentary supplies for small groups to safely, independently host clean-up events at any Chicago park.
All of our city's 600+ parks need our help this season to stay clean, green, and safe - that's where we'd like YOU to come in!
We invite you to join us by "adopting a park" in your ward/community and hosting recurring Pitch In clean-ups June-October.
- You pick the park(s) and dates
- We provide free trash bags, face masks, gloves, and water (and refill as needed)
- You lead small volunteer groups in simple 1-2 hour trash pick-ups
- If you're seeking volunteers, we'll list your clean-ups on our website for the public to register
