AB: New Edition of Directive 040

On June 20, 2025, the AER released a new edition of Directive 040: Pressure and Deliverability Testing Oil and Gas Wells.

The updates include clarification of data and analysis requirements for transient pressure testing for fall-off tests. The AER also included references to the Brine-Hosted Mineral Resource Development Rules.

AB: New Edition of Directive 060 

The AER released a new edition of Directive 060: Upstream Petroleum Industry Flaring, Incinerating, and Venting that removes the provincial solution gas flaring limit released and effective June 19, 2025.

AB: New Edition of Directive 039

On June 2, 2025, the AER released a new edition of Directive 039: Revised Program to Reduce Benzene Emissions from Glycol Dehydrators.

AB: New Edition of Directive 020

On May 22, 2025, the AER released a new edition of Directive 020: Well Abandonment. The revised directive permits using AER-approved alternative materials as capping materials for routine non-level-A zonal abandonments using a permanent bridge plug or permanent packer with a permanent plug.

AB: Release of Manual 031: Guidelines for Pilot Applications for New Technology or Processes

On May 20, 2025, the AER released Manual 031: Guidelines for Pilot Applications for New Technology or Processes. The manual provides regulatory guidance about processes on how to apply and obtain approval for a field-level pilot.

Proponents wanting a better understanding of what constitutes a pilot or seeking to submit a pilot application are encouraged to contact the AER before submitting an application or request.

AB: Shallow Rights Reversion

Effective May 1, 2025, Energy and Minerals commenced serving Shallow Rights Reversion (SRR) notices on pre-2009 Petroleum and Natural Gas (PNG) Agreements under section 82.1 of the Mines and Minerals Act.

Shallow rights reversion on pre-2009 agreements had been temporarily paused since 2013. This bulletin provides additional information on the resumption of this phase of SRR.

SK: Orphan Fund Levy

On June 10, 2025, the MER announced that 2025 Orphan Fund Levy invoices have been issued and are available through IRIS.

BC: Environmental Information Management System (EIMS)

The BCER is migrating the Environmental Information Management System (EIMS) to a new and improved digital platform, that will allow for expansion of content and support timely updates for environmental management information.

The initial phase involves migrating existing EIMS content to the new platform and is not anticipated to impact users. Future updates will be implemented in stages over the next year.

BC: Updates to Guidance for Pre-engaging with First Nation 

On June 6, 2025, the BCER announced the update to two key documents related to energy resource activities: Guidance for Pre-engaging with First Nations (effective immediately) and Treaty 8 Planning and Mitigation Measures (effective August 1, 2025).

BC: CM-IS Updates – Inspection

On May 30, 2025, the BCER announced updates to the Compliance Management Information System (CM-IS) on how inspection outcomes are recorded and communicated. The status previously labeled as “In Compliance” will now be recorded as “Inspected".

BC: New AMS Application Type for Permit Extension

Effective June 5, 2025, the BCER updated the Application Management System (AMS) to include a new application type for permit extension requests. A new “Extension” application type is available on the Create Application page in the AMS. Permit holders are required to submit extension requests through the AMS to extend the expiry date of a permit. The BCER will no longer accept extension applications via email.
