Pacific Coast Highway Reopening Tomorrow, May 23 | |
Pacific Coast Highway will reopen on Friday, May 23, at 8:00 AM to general traffic ahead of the holiday weekend. The road remains an active work site with up to two lanes in each direction and a 25 MPH speed limit. Traffic signals will set for flashing red (approach as an all-way stop) at Topanga Cyn Blvd, Big Rock Dr, La Costa Beach Club, and Carbon Canyon Rd. All other traffic signals on PCH in Malibu will be in normal mode. Traffic signal modes may be changed temporarily, based on existing needs. Watch out for workers and work vehicles — traffic fines are doubled in construction zones.
Visitors to Malibu are encouraged to take Malibu Canyon Road and Kanan Dume Road to access beaches, shops, restaurants, Malibu Pier, Malibu Lagoon, and other destinations west of the Palisades Fire burn area to avoid traffic congestion.
As the City continues to support fire recovery and rebuilding, stopping in the burn areas is prohibited.

Disaster Recovery Centers to Close on Saturday, May 31

The two Disaster Recovery Centers (DRCs) for the Los Angeles wildfires will permanently close on Saturday, May 31. Federal resources, including FEMA and the SBA, will transition to new locations beginning Monday, June 2, at the following locations and hours:

| | | While the deadline to submit Right-of-Entry passes has passed, the US Army Corps of Engineers (USACE) will continue to be on site at City Hall to share information on fire debris removal, Monday through Thursday, 9:00 AM - 2:00 PM. The USACE has removed over 844,605 tons of fire debris and is working with Caltrans, Los Angeles County, and Southern California Edison to synchronize efforts on Pacific Coast Highway. | | | Deadlines: Opt-Out & Nonrespondent Properties | |
Owners of destroyed structures had the opportunity to participate in a government-sponsored program to have their properties cleared of fire debris by the Army Corps of Engineers. Property owners had to opt-in by April 15. Those who elected to opt-out of the government-sponsored program will be required to obtain County approval before removing any fire debris.
Deadlines for opt-out and nonrespondent properties:
Sunday, June 1, 2025: Owners who either opted out or failed to submit a Right of Entry form must obtain a County of Los Angeles Fire Debris Removal permit and hire a licensed contractor. After the County has reviewed/approved your application, the City of Malibu’s Debris Removal Permit process will begin. Building Safety staff will work alongside you and your team throughout the process.
Monday, June 30, 2025: All fire debris must be removed from the property.

The Boys & Girls Club of Malibu converted Third Space into a Disaster Relief Center in response to the Palisades Fire. Fire victims can receive emergency grant support, essential supplies, mental health and wellness services, crisis counseling, public systems navigational support, house stabilization assistance, and resource connections at no cost.

Bill Forgiveness and Refunds for Waterworks District 29
Los Angeles County Waterworks District 29 is committed to supporting the community as it recovers from the recent fires. If your home or business was destroyed or sustained substantial damage during the fires, the District will forgo or refund water bill charges for billing cycles that occurred. This financial relief was approved by the Los Angeles County Board of Supervisors meeting on May 13.
Property owners do not need to take any immediate action. The District will review affected accounts and issue final bills, accordingly, reflecting any applicable relief.

Malibu City Council Establishes Fire Rebuild Ambassador
At its May 21 meeting, the City Council approved the creation of a Fire Rebuild Ambassador and appointed Malibu resident Abe Roy, founder and CEO of the custom home design firm Design Equity, to serve in this volunteer position. Roy will act as a dedicated liaison among homeowners, City staff, and partner agencies to help facilitate and streamline the rebuild process. In addition to his construction and project management expertise, Roy will assist in removing administrative obstacles and enhancing community outreach.
