We Honor the Memory of Former Supervisor Federal Glover

Contra Costa County is mourning the loss of Federal D. Glover, the first African American elected to the County Board of Supervisors who served in the public sector for almost thirty years, recording numerous civic accomplishments during his tenure.


Federal passed away on Sunday, May 18, at the University of California San Francisco Medical Center. He was 69.


Federal served District 5 residents on the Board of Supervisors between 2000-2024. He was chairman of the board in 2004, 2008, 2013 and 2017. He began his sixth term in 2021.


Federal was born and raised in Pittsburg and has spent his entire life in District 5. He started working for local companies including POSCO and Dow Chemical after graduating from San Francisco State University. He spent 22 years at Dow, where he held a variety of positions focused on safety and training.


In 1996, after serving on several city commissions, he won election to the Pittsburg City Council. From 1998 to 1999, Federal served as Mayor.


Federal sought to increase neighborhood stability while serving on the Pittsburg City Council. Negotiations for the construction of a new fire station and city hall were concluded under his direction, and the city acquired its own power company. In addition, he created "Mayor’s Forums" to promote candid communication between citizens and city employees and voted to enhance financing for community regeneration around the city.


In his capacity as County Supervisor, Federal strengthened county services and put in place a number of ordinances that improved the lives of people in his district and the rest of the county.


Our deepest condolences go out to his beloved wife Janis, his children and grandchildren, and the extended Glover family. We will always be grateful for his dedication to all those he served and will continue to honor his memory. For the next 30 days, flags at county buildings will be flown at half mast.

11th Hansamo Showcase and Award Night on May 17, 2025

Supervisor Andersen had the pleasure of attending the Hansamo Showcase this past weekend in San Ramon.


Hansamo is a nonprofit organization founded in 2011 to support the establishment of Korean language classes in the San Ramon Valley Unified School District. It is comprised of Korean-American students and parents in the San Francisco East Bay area. Hansamo's mission is to promote the beauty of the Korean language and traditional culture, participate in the local community's diversity initiatives, and foster a strong sense of identity among second-generation Korean Americans while nurturing the next generation of leaders.

ConFire Academy 61 Graduation

On May 19th, Contra Costa County Fire held a graduation ceremony for Academy 61 at the Lesher Center for the Arts to celebrate the 23 recruits who successfully completed ConFire's firefighter training program. On Saturday, May 17, Contra Costa Fire Foundation and Contra Costa Fire Protection District held their inaugural ceremony for the first ever Girls Empowerment Camp.


The Girls Empowerment Camp is a two-day program for teens aged 14 to 18 that exposes them to many facets of fire and public safety in an effort to inspire them to seek professions in these fields. It was designed to provide campers practical experience with firefighting tools and equipment, allowing them to simulate real-life situations like using chainsaws to cut ventilation holes in roofs. Additionally, they studied medical emergency procedures and CPR/AED training.

Veterans Memorial Building Honors Students Who Have Enlisted

Supervisor Andersen had the pleasure of celebrating and honoring our District's young men and women who will be enlisting into one of our armed forces post high school graduation.


Veterans and the wider community were honored to attend and recognize students who have chosen to serve.

"Building Safety through Community" Event

On Thursday, May 15, Supervisor Andersen attended the Family Justice Center’s “Building Safety through Community” event held at the Blackhawk Museum. Supervisor Andersen was invited to make remarks about how the newly opened South County Family Justice Center in Danville came together in record time last year, through the efforts of many community leaders and groups.


Family Justice centers serve individuals and families affected by domestic violence, sexual assault, child abuse, elder abuse, and human trafficking. All services are free. The Danville location also hosts a Contra Costa County Employment and Human Services Department Navigator who assists individuals in need of county services.

Federal Reserve Bank Presents Information About AI at

East Bay EDA Board Meeting

Supervisor Andersen led this week’s East Bay EDA Board meeting, featuring an insightful presentation from the Federal Reserve Bank of San Francisco (FRBSF). The interactive discussion focused on the research and impacts of artificial intelligence on workers in low- to moderate-income households.


East Bay EDA plays a vital role in fostering regional economic growth and innovation by bringing together leaders from business, government, and education in Alameda and Contra Cost Counties. Through collaborative initiatives like these, the organization helps ensure inclusive economic development and informed policy decisions across the East Bay.

County Clerk-Recorder to Host "Destination Weddings" at Mount Diablo

The Contra Costa County Clerk-Recorder’s Office, in collaboration with California State Parks, is once again hosting the very popular "Destination Weddings" event, taking place at the Summit of Mount Diablo on Friday, May 30th.

 

Sixteen couples will have the extraordinary opportunity to exchange vows atop one of the Bay Area’s most iconic natural landmarks and the highest point in Contra Costa County. With sweeping views and breathtaking surroundings, Mount Diablo provides a stunning backdrop for couples looking to say “I do” in a truly memorable setting. “Our office loves providing this unique experience at the Summit of Mount Diablo,” said Kristin B. Connelly, Contra Costa County Clerk-Recorder and Commissioner of Civil Marriages. “It is a very popular event and a favorite of both our customers and our staff and having the opportunity to offer multiple events each year gives us a great sense of pride and joy.”

Contra Costa Health Services Launches Community Planning Process to Transform Our Behavioral Health System

Contra Costa Health is gathering feedback as part of the Community Program Planning Process under the Behavioral Health Services Act (BHSA).

 

Efforts include the Behavioral Health Transformation, which aims to modernize behavioral health by improving accountability, increasing transparency, and expanding the capacity of behavioral health care facilities for thousands of eligible California residents, you are invited to participate in this process.

 

Your input is wanted. Simply complete the electronic survey, and/or attend a virtual Town Hall. You may do so by scanning the applicable QR code on the flyer. Any feedback provided will help inform and shape mental health and substance use treatment services in our county.

Are You Registered to Do Business in Contra Costa County?

The Contra Costa County Board of Supervisors has set a goal of awarding at least 50% of eligible product and service dollars to small businesses through the Small Business Enterprise (SBE) Program. The following businesses are part of the SBE Program: small, disabled veteran, disadvantaged, local, women, and minority businesses. The County has developed a guide in multiple languages and a short video that provides an overview of how to register to do business with the County and view formal solicitations. Sinkhole Repair Work on Taylor Blvd

 

The Contra Costa County Public Works Department will perform sinkhole repair work near the intersection of southbound Taylor Boulevard and Greenhills Drive. The work is anticipated to run between Tuesday, May 27 and Friday, June 6, between 8am-4pm, Monday through Friday. Message boards will be posted to advise drivers of scheduled work. Traffic control will be used throughout the work area. Drivers should expect delays of 5-15 minutes during working hours.

Contra Costa County Fire Protection District’s Weed Abatement Deadline is June 1


As vegetation throughout the county starts to lose its moisture and is more prone to burn; parcels located throughout Contra Costa County Fire Protection District’s jurisdiction that are not being maintained become more susceptible to exterior fire. These fires are able to grow rapidly in size and intensity when hazardous vegetation and combustible debris are allowed to accumulate.


It is a parcel owner’s responsibility to eliminate exterior fire hazards on their parcel; which may also endanger their neighbors and the community at large. Every parcel owner, regardless of property type – including residential, commercial, and vacant land — is ultimately responsible for managing the hazardous vegetation on their parcel and to ensure the hazardous vegetation meets Contra Costa County Fire Protection District’s Minimum Weed Abatement Standards. Weed abatement should be completed prior to June 1.

"State of the County Address" on July 29th featuring

Hosted by the San Ramon Chamber of Commerce, Supervisor Candace Andersen will give her annual "State of the County Address" at the San Ramon Chamber's July 29th luncheon. It will be held at the San Ramon Marriott Hotel.


Supervisor Andersen will give an update on the economic outlook and other important issues facing our County. The State of the County Luncheon is an annual event bringing together Contra Costa elected officials, public sector employees, business people and residents.

AB109 CAB Looking for Members from Central County!


The Community Advisory Board (CAB) for AB 109 Public Realignment was established by the Community Corrections Partnership (CCP) Executive Committee in December 2012 to provide input on community needs; assess implementation of the realignment plan; review data on realignment outcomes; advise the CCP on community engagement strategies; offer recommendations for ongoing realignment planning; advise County agencies regarding programs for implementation in the County; and encourage outcomes that are consistent with the County’s Reentry Strategic Plan.


The CAB is composed of Members with expertise in workforce development, behavioral health issues, post-release reentry services, services for reentering women, criminal and drug court, crime survivors, domestic violence prevention, adult education within a correctional setting, law and policy related to issues of the formerly incarcerated, and anyone interested in public safety issues. All CAB members either live or work in Contra Costa County.


Meetings are the 2nd Thursday of each month from 10am to 12pm at the Probation Department: 50 Douglas Drive, Second Floor, Martinez.

The Commission is responsible for confirming cost of abatement reports; conducting weed abatement appeal hearings; and advising the Fire Chief on District service matters. The Commission also serves as a liaison between the Board of Directors and the community.

Responsibilities include: Exercise all powers and duties prescribed by law, including consideration of matters referred to it by the zoning administrator except those powers and duties specifically reserved or delegated to other divisions of the planning agency; Initiate preparation of general plans, specific plans, regulations, programs and legislation to implement the planning power of the county; Be generally responsible for advising the legislative body of matters relating to planning; Be the advisory agency as designated in Title 9 of this code for the purpose of passing on subdivisions; Hear and decide all applications or requests for proposed entitlements estimated to generate one hundred or more peak hour trips unless otherwise provided by this code or board order; Hear and make recommendations regarding proposed development agreements when it is hearing the related project applications being processed concurrently with the development agreements.

In-Home Supportive Services (IHSS) Public Authority Advisory Committee

The IHSS Public Authority Advisory Committee provides advice and assistance to the Board of Supervisors and the staff of the IHSS Public Authority regarding the IHSS program and policies of the IHSS Public Authority. The Public Authority recruits and screens homecare providers, maintains a registry of providers, refers providers to consumers and enrolls all IHSS providers on the State Payroll.
