A major lawsuit reform effort—Senate Bill 30 and its House companion HB 4806—faces a crucial test Wednesday, May 7, when the Texas House Judiciary & Civil Jurisprudence Committee hears public testimony starting at 7:00 AM.

Backed by Texans for Lawsuit Reform (TLR), the Texas Trucking Association, the Texas Food & Fuel Association, and other business groups, these bills aim to rein in inflated legal damages and protect businesses from abusive lawsuits.

Supporters argue the bills are not just about trucking—they're about defending all Texas businesses from skyrocketing insurance premiums and predatory litigation practices.

Opponents are spreading false narratives, suggesting the bill protects foreign polluters and illegal immigrants. In reality, SB 30/HB 4806 targets exaggerated medical claims and brings fairness to legal damage awards, helping control insurance costs that are pushing businesses—and Texas families—to the brink.

My name is ____ and I am among the more than 1,150 Texans, businesses and associations from every corner of Texas who stand in support of SB 30/HB 4806. Insurance premiums are skyrocketing thanks to out-of-control verdicts. This is especially hard on small businesses, who are being priced out of vehicle insurance – and on Texas families who can’t afford increased costs.

Railroad Commission Alert:

New AFOS Class Registration Process

Beginning May 1, the Alternative Fuels Safety (AFS) Department of the Railroad Commission began implementing a new process for licensed companies to register their employees for AFS Training Classes and Exams.

The new registration process is outlined below:



Step 1

The organization’s Delegated Administrator will create a RAMP account for the employee.

• The administrator must enter a unique email address and a cell phone number.
• The employee must be able to access both the email account and phone number entered.

Step 2

The administrator will select the RAMP account for their employee from a list of users with the company’s account ID.

• The employee will then receive an email with a link to the registration which will be sent to the email address entered in the employee’s RAMP account.

Step 3

The employee will log in to AFOS and access the registration through a link and complete the process by:

• entering their contact information,
• entering their Social Security number, and
• Acknowledging the declaration statement.

Once the employee submits the updated registration, both the account administrator and the employee will receive a confirmation email.

What CDL Drivers Need to Know About Roadside Enforcement Event Next Week

The Commercial Vehicle Safety Alliance (CVSA)’s annual International Roadcheck is just around the corner. Over 72 hours, May 13-15, 2025, inspectors across the U.S., Canada, and Mexico will stop thousands of commercial vehicles for surprise safety checks. This year’s focus: driver hours-of-service (HOS) compliance and tire safety.

TPGA propane delivery and wholesale drivers should be prepared for:

Driver Inspection Focus

• Review your Record of Duty Status (RODS) — ensure it’s complete, accurate, and up-to-date.
• Have your CDL, medical examiner certificate, and (if applicable) skill performance certificate on hand.
• Be aware of your Drug & Alcohol Clearinghouse status.

🛞 Vehicle Inspection Focus: Tires

• Check tire tread depth, pressure, and overall condition.
• Inspect for cuts, bulges, leaks, and tread separation.
• Ensure all tires are properly repaired and mounted.

Vehicles passing inspection with no critical violations may receive a CVSA decal valid for three months.

💡 Pro Tip: Stay inspection-ready year-round. Don’t let a paperwork error or worn tire take your truck out of service!

TPGA encourages members to double-check logs, prep vehicles, and coach drivers in advance. Safety—and keeping your rig on the road—starts with preparation.

Each spring, the Propane Education & Research Council (PERC) sends out a request for data collected on propane sales for the preceding year.

This critical data is not only used for PERC for analysis and what areas they should spend funds, but it also dictates how much state associations/state foundations like the Propane Council of Texas (ProCOT) get for state programs and projects.

Not reporting, hurts the Propane Council of Texas and affects their ability to do programs like the Duty to Warn Safety Mailing Program and other programs like the Safety Tip Wall Calendar.

Report today! The deadline is May 15, 2025.
