Dear physician colleagues,


We will make history this Saturday, as we go-live with the One Person One Record Clinical Information System (OPOR-CIS) in central zone. The largest health transformation project in Nova Scotia’s history will revolutionize our approach to care in our province – an undertaking that is both ambitious and necessary, as we work to provide the best care and opportunities for Nova Scotians.


I’ve had the pleasure of visiting Nova Scotia Health sites across the central zone over the past week and have been inspired by the dedication, teamwork and care I’ve seen on display. Across roles and locations, I’ve seen a deep shared commitment to getting this right. Our teams are inspiring, positive and ready to support each other through the challenges ahead.


May 9 represents an important page in history, but it’s not the whole story – it’s just the first chapter. Success in our early days will not be defined by perfection but, instead, by function, safety and reliability, as teams build confidence and adjust to a new normal.


We will meet challenges – seen and unforeseen – and we will work through them together, as we always do, keeping patient safety as our top priority. As physicians, that includes continuing to identify and escalate challenges early, particularly where processes feel unclear or difficult, so they can be addressed quickly.


I want to take a moment to acknowledge exceptional leadership from our physician, operational and OPOR teams as we head into this next chapter. I would also like to thank physicians for their participation in preparation activities. Every single one of us has an important role to play in this transition.

Guide to Go-Live

The Wave Two Guide to Go-Live is now available on the OPOR Hub—an essential read for all end users, outlining what to expect in the days leading up to and following implementation. Review the guide on the OPOR Hub. (NSH login required)


Downtime: roles and responsibilities for physicians

A new resource is now available that outlines physicians’ roles during downtime, including how to document and communicate orders, what tasks they are and are not responsible for, and how to support safe record restoration and return to normal operations. Cutover: important steps for physicians

Cutover refers to the planned transition from the current system to the CIS. Physicians should follow the steps below to support a safe and smooth transition.


Between now and May 8

  • Support the smooth transfer of patient information into the CIS by reviewing and updating your patient charts to ensure information is current. Thin paper charts when and where possible.
  • Review and update active patient orders, including verbal orders.
  • Sign off all documentation (including e-signature) to support smooth cutover process.
  • Update the Expected Discharge Date (EDD) field in STAR because our scope is to cutover all Patients with an EDD of past May 9.
  • Reduce patient movements as much as possible


May 8

  • Use existing processes to chart/document on admitted patients registered in STAR until Go-live at 6:00 am. on May 9.
  • Discontinue orders which have not been used - e.g. medications placed for multiple routes, where only oral has been used


May 9 from 12 a.m. to go-live (planned for 6 a.m.)

  • Use CIS downtime order sheets to chart on new admissions (or new registrations in ED) only
  • As above, use existing processes for admitted patients during this time period


May 9 go-live

  • Providers enter new orders into the CIS once live.
  • Orders documented in the downtime order sheets will be cutover by the Nursing Cutover Team as part of delta management before the go-live


Reminder: Opportunities to test your CIS login

Save the headache at Go-Live! Physicians who have completed clinical information system (CIS) training have two ways to test their login details ahead of Go-Live on May 9:


 

Support channels during Wave Two

A comprehensive support model is in place to help you navigate the CIS during Wave Two, starting with the *new* CIS Virtual Assistant for real-time answers, guidance and resource navigation, with additional support available through Provider Peer Mentors, At-the-Elbow teams, CIS Help and the Health Service Desk. Learn more about Wave Two support channels on the OPOR Hub.


Reminder: Provider Portal registration

As of May 9, patient data from Central Zone and the provincial Mental Health and Addictions Program (MHAP) services included in Wave Two will only be available in Provider Portal. The new data will not be routed to SHARE.


Providers in other provincial zones are strongly encouraged to register for Provider Portal and begin using it to access patient information. A Provider Portal demo is available on the OPOR Hub.


If you have did not receive an email from the Provider Portal Team indicating you have access, you have not been registered and must take the following steps to request access through IT Self Serve:


  • Select “Access” then “User Access” then “Add Additional Application Access” and scroll down to select OPOR Provider Portal.
  • Physicians are to input their Department Chief as Approver. 
    

Community providers can learn more about requesting access on the OPOR website (no NSH login required).


Patient Summary available for CIS users

Patient Summary will give CIS users access to a single, view-only location to access key patient health information, including allergies and intolerances, diagnostic imaging, hospital visits, immunizations, lab results and medical conditions. It includes data from primary care, hospitals, pharmacies and virtual care.


Accessible through the PowerChart module (left-hand menu), information is displayed as it appears in the province’s electronic health record. This secure integration supports quick, comprehensive access to patient information

 

CIS Training and Practice

Remember: CIS training = CIS access.


Practice following training can be done through Virtual Practice Labs (group participation is now available!) daily from 6 a.m. to midnight until May 8.


Training remains available for end users who were unable to attend End User Training, as well as for staff with newly identified training needs. A standard schedule for high demand classes is in place; however, availability is limited.


Providers may self-register and Managers can register staff who require core CIS training through the Training Registration Portal. If required training is not available in the Training Registration Portal, Managers or Providers can submit an Additional Class Request Form.


Continued access to core CIS training beyond May 30 will build on hyperphase learnings to further support participants, leadership and processes.


*Access to content on the OPOR Hub requires active Nova Scotia Health or IWK Health network credentials.

Enhanced OPOR Resources for Community Providers

The Physician Portal has been updated with new OPOR links and resources for community providers.


  • OPOR Resources for Community Providers: this page contains resources such as Q&A’s and detailed information on how to report OPOR related issues 
    
  • OPOR-CIS Communications Assets: Messaging (such as letter templates and key messages to support patient conversations) is available on this page to support community providers in their conversations about OPOR with patients. 
    
  • Provider Portal Information for Community Providers: this page contains detailed information and resources about Provider Portal for community providers. 
    
  • The OPOR website is designed to give community providers access to OPOR and Provider Portal updates, resources and critical information that support your day-to-day work and practice as we get closer to go-live.

Upcoming Changes to Goals of Care Processes: Primary Care

Please be advised of an upcoming change to the way Goals of Care documentation will be handled between Primary Health Care and Nova Scotia Health, related to the implementation of the CIS.


If you are a Primary Care provider in Central Zone:

Effective May 9, Primary Care teams do not need to fax Goals of Care forms to the Health Records team.


  • Patients should instead be instructed to bring their current Goals of Care form or Green Sleeve with them to any visit with a Nova Scotia Health clinician or facility
  • If a patient presents to a Nova Scotia Health provider with a Goals of Care form that has been completed by their Primary Care Provider, that Nova Scotia Health provider will review the form with the patient and enter the patient’s Goals of Care into the CIS.
  • After the patient’s Goals of Care is entered in the CIS, a Nova Scotia Health provider will give the patient a printed copy of the form in a Green Sleeve.
  • Note, the printed copy of the form looks different from the form you use from the Electronic Forms Repository.

For all other Primary Care Providers in Northern, Eastern and Western Zone:

Continue to fax both sides of the Goals of Care form to Health Information Services at 902-473-4999. More information on process changes will be shared at the time of each zone’s CIS implementation.

Quality Summit Registration Opens May 13 (NZ, WZ, EZ)

Registration opens Wednesday, May 13 for the Nova Scotia Health Quality Summits in Northern Zone, Western Zone and Eastern Zone.


Quality Summits are held annually across the province, bringing together employees, physicians, and Patient and Family Advisors to celebrate, inspire and learn from one another. These events showcase innovative quality improvement and patient safety initiatives that are making a meaningful difference in care across Nova Scotia.


Due to limited capacity, please only register for one summit. If you have been selected as a presenter or to host a booth, a ticket has already been reserved for you.

National Hospice Palliative Care Week - May 3-9

National Hospice Palliative Care Week is a time to recognize the importance of compassionate, person-centred care that supports quality of life for people living with serious illness, as well as their families and caregivers.

 

Nova Scotia Health's Palliative Care Network’s Practice Support Program offers education, tools and clinical practice supports. It can help health professionals build confidence and skills in providing a palliative approach and high-quality grief care.

 

The new Palliative Approach to Care Guidelines provide a practical resource designed to support early identification, care planning, communication and person-centred decision-making across the illness journey.

 

Together, we can strengthen access to compassionate palliative care and ensure patients and families receive support early and when they need it most.

Physician Learning Opportunities

Physician Leadership Development Program - Doctors Nova Scotia

Doctors Nova Scotia is accepting applications for their Physician Leadership Development Program (PLDP).


The PLDP equips physicians with the skills they need to become effective, collaborative healthcare leaders. The program was developed specifically to meet the needs of Nova Scotia physicians and reflects the diversity of the populations we serve.


There are 24 seats available in the program, which runs from September 2026 to April 2027. Time commitment includes an orientation session, six in-person training modules, a collaborative physician learning project and six individual coaching sessions. More information, including a list of session dates and costs, can be found here.


Doctors Nova Scotia is committed to supporting the development of diverse leaders and doing its part to address challenges inherent to traditional leadership pipelines. Applicants from equity-deserving populations are welcomed and encouraged to apply.
