Greetings Friends and Neighbors,
Happy Monday! After a cold and snowy winter, I know we are all excited for a warmer spring and summer ahead. In the first few months of 2026, my team and I have been hard at work setting up our office, meeting with community organizations, and digging into the budget and legislative processes at City Hall.
Our District Office is located at 1925 Williamsbridge Rd in Morris Park. We provide a variety of free services for constituents, including assisting with City services and programs, and addressing public safety and quality of life concerns. Over the next few months, my office will share information on upcoming events, legislation, and more! As your Council Member, my commitment is to provide high quality constituent services through my District Office, and be present and active in the community, while also taking my role as a legislator at City Hall seriously. I am proud to have been appointed by Speaker Menin to serve as Chair of the Civil Service & Labor Committee, overseeing matters related to the municipal workforce recruitment, retention, and growth, labor relations, and employee benefit. In this role, I engage with the Department of Citywide Administrative Services, Office of Labor Relations, municipal labor unions, and other relevant agencies on issues related to workforce policy, collective bargaining agreement, and broader administrative and labor relations. My extensive background in labor organizing, collective bargaining, and workforce advocacy after working as Executive Vice President at 32BJ SEIU, I am prepared to question these agencies and work with my colleagues to build a better system for New Yorkers who want to serve in local government.
| | In addition to serving as Chair of the Civil Service and Labor Committee, I am proud to be a sitting member of several committees addressing issues critical to District 13 such as supporting our seniors, protecting consumers and workers from exploitation, improving mental health services, creating and protecting good jobs, and making the Bronx more affordable. I am supporting legislation in response to community concerns and issues my team and I have heard over the last few months - including a bill to improve future snowstorm cleanup for bus stops, corners and crosswalks; and legislation to address illegal dumping and truck/RV parking. | | |
It’s been a busy few months, and I’ve been actively engaging with community members and constituents across the district - supporting community events, meeting with residents, and investing in initiatives that strengthen our neighborhoods. Additionally, I've been meeting with and strengthening relationships with heads of various agencies that can help dissolve community issues.
Here are some of the events I've had he pleasure of attending:
- Celebrated Valentine Day with seniors at RAIN Boston Road Older Adult Center
- Attended the grand opening of the New York Blood Center at 815 Hutchinson River Pkwy
- Co-hosted a CUNY Citizenship Now! event in the Bronx, providing free immigration and legal services to our communities
- Attended the Easter Egg Extravaganza with the Throggs Neck Community Alliance
- Celebrated the first ever City Island Restaurant Week with City Island Chamber of Commerce
- Celebrated Earth Day with Friends of Pelham Bay Park and City Island Oyster at Pelham Bay Park
- And many more!
My team and I have been actively meeting with community-based organizations, NYCHA tenant associations, Business Improvement Districts (BIDs), and many other groups. These funds play a vital role in supporting services both citywide and right here in our district.
In the past, discretionary funds have supported a wide range of activities and resources in our community, including events like Skating in the Park, additional neighborhood cleanups, free snow shoveling for older adults, food distributions in Pelham and Throggs Neck Houses, the St. Patrick’s Day Parade, and much more.
As we look ahead to the new fiscal year, I remain committed to investing in organizations, programs, and events that make a real difference in our community. While applications for discretionary funding are currently closed, we will ensure to to share updates when they reopen this winter.
| In building my office’s team to work on behalf of District 13, we focused on finding dedicated public servants with experience in local government, roots in the East Bronx, and diverse backgrounds that reflect the communities we represent. Our staff has experience in other City Council offices and government agencies, and includes fluent speakers in the three most common languages spoken in District 13 besides English - Spanish, Albanian, and Arabic. | | | | |
Klajdi Plasari, Constituent Services Liaison
"I am a dedicated public servant currently serving District 13 of the Bronx as a Constituent Services Liaison, where I help residents navigate concerns, access resources, and connect with the support they need. Before joining Team Aldebol, I worked as a Revenue Officer for the IRS, where I was responsible for protecting the interests of the United States government with professionalism and integrity. I’ve been a Bronx resident for over 25 years, after moving from Tirana, Albania. My commitment to community service also includes serving as a Board Member of Bronx Community Board #7 and contributing to its Education, Youth & Libraries Committee. I hold an M.A. from Queen Mary University of London and a B.B.A. from Metropolitan College of New York, and I was inducted into the Delta Mu Delta International Honor Society. Outside of work, I enjoy reading about politics, international relations, listening to music and watching sports."

Ola Omar, Constituent Services Liaison
"Hello, my name is Ola Omar, and I am a Constituent Services Liaison with Council Member Shirley Aldebol’s office. I work with the constituents of District 13 to address their concerns, connect them with City services, and help resolve issues affecting the community. Before joining Team Aldebol, I worked with various City government agencies, where I addressed constituent grievances, initiated legislation, and conducted legal service requests. I currently live in the Bronx, where I was born and raised in the Bronx. I hold a bachelor's from Lehman College, and I was inducted in Phi Theta Kappa’s honor society, graduating Cum Laude. Outside of work, I enjoy watching movies and taking walks outside."

Marco Luna, Constituent Services and Legislative Coordinator
"Hi! I’m Marco Luna and I serve as the Constituent Services and Legislative Coordinator for Council Member Shirley Aldebol. I work towards addressing any City wide and local concerns constituents bring forward to our office, finding ways we can best address those concerns legislatively. I have worked in various parts of the City from the Office of the Mayor to the NYC Council. I strive to bring forward my knowledge of the City’s available resources and provide access to those in need. I'm Bronx born and bred, and a resident of District 13. I was educated at CUNY Lehman College where I graduated with a BA in Political Science, and I am currently in pursuit of my Masters in MPA from the Marxe School of Public and International Affairs at CUNY Baruch. My goal in my current position is finding ways to ensure City wide resources and legislation benefits The Bronx through our local anchor institution, community centers, Business Improvement Districts and youth development programs. In my free time I enjoy keeping up to date with current events, 3D printing, nature walks, and spending time with loved ones."

Patrick Hill, District Director
"I serve as District Director for Council Member Shirley Aldebol in Council District 13, where I oversee the day-to-day operations of the District Office and lead community engagement efforts across our Council District, working closely with residents, community organizations, and city agencies to address concerns, coordinate services, and advance local priorities. I have spent my career in public service across New York City government, including serving as Director of Constituent Services and Community Liaison for Council Member Keith Powers in Council District 4, and as Director of Constituent Services for Council Member Andrew Cohen in Council District 11. I began my work in government in Morris Park as a District Representative with the New York State Senate. Before my professional career began, I earned my Bachelor's in Political Science and Government from Manhattan College in the Bronx. I remain committed to delivering responsive, accessible, and results-driven service to the residents of District 13. Some of my hobbies include watching sports, reading occasionally, and visiting the wonderful parks and green spaces in our District."

Karla Domingues, Budget & Communications Coordinator
"My name is Karla Domingues, and I serve as the Budget and Communication’s Coordinator for Council Member Aldebol. I oversee the discretionary and capital budgets which help fund our schools, parks, community associations and based organizations, free in-house services, and more! I also help inform our community about events and news happening at City Hall and District 13 through our social media. I was raised in the Bronx and graduated from Colby College with a BA in East Asian Studies and Global Studies in 2024. After graduating, I spent a year as a Legislative Fellow at the Office of Council Member Pierina Sanchez in the West Bronx where I assisted in the discretionary budget, constituent services, and legislative matters. My goal is to maximize the dollars we receive to best impact our community and communicate efficiently with our district. In my free time, I love trying out different restaurants, a good cider, journaling, and spending time with family."

Sophia Brown, Chief of Staff
"My name is Sophia Brown, and I have the privilege of serving as Council Member Aldebol’s Chief of Staff. I work alongside Council Member Aldebol and our incredible team in all aspects of the Council Member’s work, from the District Office to City Hall. Shirley is an incredibly hardworking, dedicated leader with deep roots in, and care for, the communities we serve. My most important role is ensuring Shirley’s high standards and strong values are embedded across our team's work on a day-to-day basis. Prior to joining Team Aldebol, I spent the last 5+ years working on political campaigns in swing states and districts across the country. Now, I am grateful to be back home working for the greatest City in the world. In my free time, I enjoy long walks with my dog, quality time with friends and family, playing soccer, and being overly emotionally invested in NY sports teams. Let’s Go Knicks!!!"
