This month's Envision Eugene Newsletter highlights the Planning Division's annual report, which includes information about the work Eugene Planners did in 2017 to implement our community's vision. This newsletter also provides an update on the Envision Eugene Comprehensive Plan, which is entering a second phase of development, and the Growth Monitoring Program we are launching. Finally, this newsletter includes a reminder about the opportunity to provide feedback on the Draft neighborhood Planning Guidelines and a schedule of upcoming planning meetings. Envision Eugene Comprehensive Plan Phase II
|
|
As a part of Envision Eugene, our community recognized the need for a Eugene-specific comprehensive plan that implements our community’s vision and guides decisions about future growth. With the adoption of Eugene’s own urban growth boundary (UGB) and the first phase of the comprehensive plan, it is time to finish the work in developing a cohesive Envision Eugene Comprehensive Plan.
The first phase only addressed topics that were essential to establishing our UGB, which included Economic Development, Transportation, Administration and Implementation, and the Eugene Urban Growth Boundary. As a result, several important policy areas remain in the regional
Metro Plan
or are not addressed at all.
Staff will work with boards, commissions and the community to develop the remaining policy chapters on Public Involvement, Compact Development and Urban Design, Housing, Community Health and Livability, Natural Resources and Environmental Quality, Community Resiliency, and Public Facilities and Services. Phase II will build on the strong foundation of Envision Eugene with additional outreach and engagement opportunities throughout the process.

Growth Monitoring Program
|
|
During the Envision Eugene process, key decisions were made about where and how Eugene would grow over the next 20 years.
These decisions were based on the best data available at the time, but we know we will need to adjust things as we go along.
Community members recognized this issue and called for regular monitoring that will provide accurate data on how Eugene is growing.
Our new Growth Monitoring Program will put us in a better position to address emerging trends or unforeseen circumstances. For example, how quickly is our land supply being developed? How well do our assumptions for density, location, and type of housing match new development? Monitoring will also allow us to plan more efficiently, which will save time and resources across other planning projects. More importantly though, Growth Monitoring demonstrates a responsiveness to the community by making data more accurate and accessible to both the public and decision makers.
A new group of community volunteers, the Envision Eugene Technical Advisory Committee (EETAC), will help advise on monitoring efforts and
urban reserves planning
. Recruitment for the EETAC will start in June and anyone who is interested is encouraged to apply! A project update was given at the May 21st Planning Commission meeting, which you can watch

Survey Closes June 4th:
Draft Neighborhood Planning Guidelines
|
|
The Neighborhood Planning Guidelines are intended to serve as a resource to residents interested in addressing local concerns and aspirations through a planning process. Staff are seeking input on the first draft of this document. Visit the

to view the draft guidelines and take the feedback survey. The Survey will close June 4th.

In last month’s
newsletter
we shared information on Urban Reserves planning, which will identify where Eugene may grow up to 30 years beyond our 2032 urban growth boundary.
Staff gave project updates to the Eugene and Lane County Planning Commissions in May, and the next step is to meet with the Eugene City Council and the Lane County Board of Commissioners. Check our project
