This month's Envision Eugene Newsletter provides updates on the River Road Corridor Study, Urban Reserves planning, and Clear and Objective Housing Approval Criteria. Making It Happen! Planning Division Project Fair
Stop by the Downtown Library anytime between 4 and 7 pm on Wednesday, June 5, and learn about how the City is implementing Envision Eugene, our collective vision for how we will grow while preserving what we love about our community.

Making it Happen is a one-stop-shop project fair sponsored by City of Eugene Planning Division to share information and encourage the community’s involvement on over 15 projects currently underway throughout our community. Projects and information from multiple departments will be featured, including Planning, Community Development, Transportation, LTD and the City Manager’s Office.

Stop by after work or bring the family. Play games, enjoy snacks, or just check out some of the great work happening around the city!

River Road Corridor Study to Hold Second Workshop
As a part of the ongoing River Road - Santa Clara Neighborhood Plan we are doing an in-depth analysis of land use, economic development and transportation related to the River Road corridor. The outcome of the Corridor Study will be land use code and financial tools to implement the vision developed through the Neighborhood Plan, which includes ideas like mixed-use areas along River Road and better connections to the Willamette River.

We are holding an open house during the second Corridor Study workshop on June 3 rd from 4:00-6:00 pm at the Emergency Services Training Center at 1705 W 2 nd Ave. This is a chance for community members to build on the land use concepts that were created at the first workshop and dive into greater detail. Urban Reserves Update
Did you receive a postcard from us? On May 20 th, postcards were mailed to all property owners living or owning property in the Urban Reserves study area. It included a brief project update and an invitation to the upcoming Planning Division project fair—Making It Happen—on June 5 th. Staff will be on hand to share information on the progress of our technical analysis. Anyone with questions about Urban Reserves is encouraged to attend!

Other news: The Triple Bottom Line (TBL) Sounding Board for Urban Reserves met for the first time on May 9 th to review the project through a sustainability lens. This TBL Sounding Board will meet two more times during the project to help us evaluate the economic, environmental and social equity implications of designating Urban Reserves. On May 20 th and 21 st staff gave project updates to the Eugene and Lane County Planning Commissions. These presentations were a chance for the Planning Commissions to learn about the urban reserves technical analysis and to provide input from a city and county-wide perspective.

Clear and Objective Update
City Council gave the green light to advance proposed code amendments to the formal adoption process at the May 20 work session. The draft language provides the basic framework for code amendments that will implement the approved concepts for key issues identified at the beginning of the project. Refinements to the language are likely as the formal adoption process will include opportunities for community input at public hearings before Planning Commission and City Council. The process will take approximately six to nine months before amendments are adopted.

These updates will apply to land use applications that involve housing such as land divisions, planned unit developments, conditional uses, and site reviews when an applicant elects to have the project reviewed under clear and objective requirements as entitled by State law. The proposed changes to our existing clear and objective approval criteria range from simple maintenance fixes to addressing more complex items like tree preservation and geotechnical requirements.

Stay tuned to the project website for upcoming meetings. We anticipate holding the Planning Commission public hearing this fall, followed by the City Council meeting this winter.
