How to Bike, Lawfully & Safely
The Safe Streets Save Lives campaign was started by PCC in 2012 with these 4 key videos, after changing key bike laws in South Carolina in 2008. These videos are still fun to watch - and packed full of content on safe and lawful riding practices.

PCC Legislative Update: S.723 and S.906
2020 legislative actions have stalled. The Palmetto Cycling Coalition wrote an amendment to the Hands Free bill, S.723, in late February 2020, addressing inequities in enforcement . We based this on a successful 2019 Hands Free bill in Massachusetts, which was part of their comprehensive traffic safety reform. In early March, we began advocating for our amendment, but the pandemic put the world on hold.

Now, recent protests bring renewed relevance to this potential amendment, so we continue these conversations. The 2021 legislative session is full of uncertainties, but we will continue to advance the Hands Free and 3 Feet bills (and possibly others). We are considering partnering for a broader, comprehensive road safety effort. Last, we owe a h uge thanks to those volunteers and partners who participated in Lobby Day 2020 and continue to assist our research.
SC Strategic Highway Safety Plan
PCC recently submitted our input to the SC Strategic Highway Safety Plan , which is the annual plan for reducing highway fatalities through engineering, education, and enforcement, in South Carolina.

In consideration of recent events, and in acknowledgement of the Safe Routes to School proclamation that abandoned Enforcement as a recommended strategy for improving safety, we recommended SCDOT & SCDPS place the greatest emphasis on Engineering & Education . Further, we recommended that Enforcement only be applied in targeted areas with high crash rates where Engineering & Education were applied in tandem with Enforcement.

The PCC has long held Engineering is the best long term solution. In fact, some research from SCDOT consultants found Enforcement is a very expensive solution compared to other countermeasures.
SC Livable Communities Alliance: update
The SC Livable Communities Alliance, founded by the PCC, continues to coordinate with the Secretary of Transportation on the SCDOT Departmental Directive on Complete Streets, the Engineering Directive on Complete Streets, and the Highway Design Manual rewrite.

We've submitted our final suggested policy to the Secretary of Transportation, who is finalizing the policy now. Letters of support are also being submitted from organizations now, speaking to specific elements of our suggested policy. See those elements here . If you're interested in helping, please let us know. Stay tuned!

A special thanks goes to these matching donors: Cycle Center bike shop in Columbia, board President Paul LeFrancois, board Secretary Jim Cox, and the Spartanburg Freewheelers bike club.

As always, thank you for ALL your contributions.

And remember your first $300 donated this year to charities is tax exempt, due to the federal CARES Act!
