Speaker: Jeff Jasper, PE, is a graduate from the University of Kentucky in Civil Engineering and a Master's from Kentucky State University. In 2013, Jeff retired from the Kentucky Transportation Cabinet as Director of Highway design where he had worked for 24 years. He now serves as a Research Engineer and Trainer for the University of Kentucky Transportation Center.

Conventional wisdom holds that the most challenging aspect of ethics is not determining what actions are right and just — it is doing what is right and just. While this is true, we often confront situations where deciding on the moral course of action is also quite challenging! During this presentation we will discuss ethical decision making and strategies for identifying moral and just actions when it is difficult to distinguish right from wrong.

The Manual on Uniform Traffic Control Devices (MUTCD) provides federal guidance and requirements on the use, installation and maintenance of traffic control devices, including signing and striping. The webinar will provide opportunities for hands-on activities and interactions and questions with our premier traffic and safety instructor to address the needs of your agency. Low-Cost Roadway Safety Improvements
The purpose of this workshop is to show participants ways to reduce fatalities and injuries caused by road departures and collisions with fixed objects, as well as collision at rural intersections. Low cost solutions for keeping the driver on the road will be taught with a focus on selection and implementation. The forgiving roadside concept will be covered for when a vehicle departs the roadway. Clear zones and what to do with hazards in them will be discussed. The material will be presented with a combination of interactive lecture, group discussion and activities.

Instructor Bio:

Todd Morrison, P.E., is a Technology Transfer Engineer with the Kentucky Local Technical Assistance Program, at the University of Kentucky. He retired from the​ Kentucky Transportation Cabinet after serving in the Divisions of Construction,​ Maintenance and Traffic. At the Cabinet, he worked with environmental, work​ zone, pavement, construction and maintenance concerns as an Environmental​ Coordinator, Maintenance/ Traffic Engineer, Resident/ Construction Engineer,​ Area Engineer, and as a Branch Manager for Operations.
Have you or one of your co-workers recently built an innovative gadget or developed an improved way to do a job? Well, now is the time to show off your creativity. The Technology Transfer Program (T2) at the Kentucky Transportation Center is participating in the 2020 Build a Better Mousetrap National Competition sponsored by the Federal Highway Administration’s Local Technical Assistance Program (LTAP).

We are looking for projects that you, your employees or crew designed and built. Projects can be anything from the development of tools, equipment modification, and/or processes that increase safety, reduce cost, improve efficiency, and improve the quality of transportation.

Submit entries to us at the Kentucky LTAP Center, where an independent panel of judges will pick a state winner. State winners will be announced at the annual Roads Scholar/Road Master graduation.

Scholarship Information
The Technology Transfer Program (T2) of the Kentucky Transportation Center (KTC) at the University of Kentucky is dedicating our Snow and Ice course to the memory of Michelle Adams. Michelle lost her life in a vehicle crash resulting from dangerous winter road conditions outside of Indianapolis, IN. We were blessed to work with Michelle as a University of Kentucky student and as a staff member. 
Mark and Laurie Adams, her parents have established the  Michelle Adams Memorial Scholarship  in memory of their daughter.
 
This scholarship is available to a student who:
  • is an incoming freshman enrolled full time at the University of Kentucky; 
  • is the son or daughter of either an attendee of the Kentucky Transportation Center Snow & Ice Removal course or any public works employee in the state of Kentucky
  • demonstrate financial need
 
The scholarship award is $1,000 . The scholarship recipient will be recognized at the KTC T2 Annual Awards Luncheon.

FREE Training's Available

Several transportation organizations have recently begun to offer their web-based training courses free of charge. The Federal Highway Administration (FHWA) has made its National Highway Institute (NHI) online courses free through Dec. 31, 2020, and it also partnered with the Institute of Transportation Engineers (ITE) to offer free courses to public employees in smaller jurisdictions and also with the American Association of State Highway and Transportation Officials (AASHTO) to provide free courses through the Transportation Curriculum Coordination Council (TC3).
