Federal Contracting- Devil is in the Details
All prime contractors who perform federal work are required to be fully registered with www.sam.gov. ALL subcontractors are required to have a UEI (Unique Employer Identification) number, but do not have to process a full registration. This applies to those with contracts where the client is the federal government, but also applies when there is federal grant money or other obligations which trigger Federal Davis Bacon prevailing wage (such as HUD funding).
Continued Expansion of Professional Work on California Prevailing Wage Projects
A few years ago, the California Legislature expanded prevailing wage coverage to professional services conducted on public land (surveying, material testing, geo testing and others) even when there is not a construction project immediately pending. Those providing professional services or those subcontracting out professional services who perform work on the site of the project, must be registered as a public works contractor and pay prevailing wage for work performed on the project site.
