Governor Hochul Announces Creation of the New York State Office of Strategic Workforce Development

>New Office Will Target State's Workforce Development Efforts Toward Regional Businesses' Needs and Workers' Long-Term Success  

>Office Will Lead Broader $350 Million Workforce Development Initiative Approved in FY 2023 Budget, Including New Grant Programs That Will Primarily Support Employer-Driven, High-Skilled Workforce Training Programs 

Governor Kathy Hochul recently announced the creation of the New York State Office of Strategic Workforce Development, which will be charged with improving the State's workforce development programs and practices to better align with the needs and priorities of today's employers. The Governor first proposed the new office in her State of the State address earlier this year and committed funding that was approved in the FY2023 budget.

"Jobs Jump-Start" Training Success!


CDO Workforce in Norwich recently held a free in-person training called "Jobs Jump-Start" to support job seekers efforts to successfully apply for job opportunities and attain employment. The four-day training series ran from Monday, April 11th to Thursday, April 14th, from 11:00am to 12:30pm.

"This training was very successful and four participants completed the training," said Employment and Training Director Tylena Daniels. "Each participant has an updated resume that can be accessed electronically, practiced ZOOM interviewing, synched email to cell phone, practiced online applications and uploading the resume, and other soft skill training. We are looking forward to being able to do more trainings in the future."

Job Fair Success!

CDO Workforce partnered with ONC BOCES and the Otsego Chamber of Commerce for an in person Job Fair on April 26. The Job Fair was open to students and the local community. Margo Burkett, NYSDOL Business Services Representative, promoted the job fair with a number of Job Fair email blasts to hundreds of local job seekers. The Job Fair was posted on social media and local newspaper ran Job Fair ads. 

Some 43 businesses and agencies attended, offering hundreds of jobs, including healthcare, manufacturing, and tourism employment. There were more than 200 students and job seekers who attended the Job Fair.

Kathy DeAngelo, Margo Burkett, and Alan Sessions staffed the CDO Table and provided information about CDO services, Summer Youth Employment program, the Disability Resource program, and Project Excite. Students and local job seekers were impressed with the array of services that CDO offers, and many seniors were planning to use services after graduation. 

More than 50 Summer Youth Employment applications were handed out and a number of businesses were interested in being Summer Worksites. The Yaks Youth Center was very interested. Owner Heather Boxill-Yakalis said, "I am looking forward to working with CDO Workforce for hiring caring day care staff and for letting the community know about the Yaks Youth Center that offers daycare for both 1st and 2nd shifts." 
CDO continues to work with job seekers to help them find rewarding careers and assist them in connecting with businesses and training providers. We have already started to get the word out about a second ONC BOCES Job Fair: May 10, 9:30 am to 1:30 pm, at ONC BOCES -- NCOC, Jump Brook Road, Grand Gorge. Hope to see you there!!

Case Manager:
Case Managers devote 100% of their time to specific grant populations depending on the grant requirements. Assists the Program Director by providing direct services including program recruitment and retention. Provides leadership training to participants as well as mentoring and support. Counsels individuals with meeting education and employment goals and with all employment related activities. Secures information such as education, skills and social factors contributing to the client’s situation and evaluate their needs. Assists the client with resumes, cover letters, job searches and interview preparation. Provides on the job support as needed once the individual becomes employed. Compiles records and complete case notes and reports.


Business Services Representative:
The Business Services Representative is a semi-autonomous position responsible for programmatic and employer related activities. Develops and implements agreed upon business outreach plan to meet business goals. Works within the business services team for the achievement of customer satisfaction and long-term employer relationship goals in line with agency values, mission and vision. Individual accountability and work volume will be established through the development of annual objectives.

DCMO BOCES Entrepreneurship Virtual Program
Accepting Students

DCMO BOCES will be wrapping up the 2021-22 Entrepreneur Academy program with a class beginning on May 9th. 

The 4-Week Business Development Course will be held virtually to give individuals access to instruction right from home.  Martha Ryan, former Director of the Chenango County Entrepreneur Center, will lead this program with dual roles as instructor and coach. Eight sessions will guide students to preparing to launch a small business venture.  According to Ryan, the program is excellent for people who need the discipline to sit down and put their business ideas in writing.

A.O. Fox Memorial Hospital Nursing Home in Oneonta is offering a paid training class for C.N.A. certification.

Upon successful completion and obtaining NYS certification candidates will be offered employment in the Nursing Home! 

ONC BOCES offers individualized High School Equivalency (HSE) and English as a Second Language (ESL) instruction to adults 21 and over at 31 Center Street in Oneonta.

• Students can start any time of year.
• Students can attend on their schedule, at their own pace.
• Distance learning is an option (must meet testing requirements).
• They are partnering with Literacy Volunteers of Otsego and Delaware Counties to offer small group ESL instruction on Tuesdays, Wednesdays, and Thursdays from 9:30am – 11:00am.
• They can also provide instruction to students who have a high school diploma, or equivalency, but lack adequate literacy skills (must meet testing requirements).

The WANTO Grant Program is partnering with SUNY Binghamton to offer Micro-credentials VIRTUALLY!

Microcredentials are designed to meet current and emerging market needs and align with relevant industry standards.

What are SUNY Micro-Credentials?

  • are endorsed by the issuing institution;
  • having been developed through established faculty governance processes; and
  • are designed to be meaningful and high quality.
