Electric Bicycles & Electric Motorbikes: Not All “e-Bikes” Are The Same!

The Village of Ashwaubenon has recently had increased contact with young riders operating electric motorbikes on village streets. This presents an opportunity to clarify the rules and explain the difference between electric bicycles and electric motorbikes.


Electric bicycles are defined under Wisconsin law and Village ordinance as bicycles with operable pedals and an electric motor that provides assistance. Electric bicycles must be registered with the Village if they are customarily kept here, and riders are required to follow traffic laws. Riders under age 16 must wear a helmet.

Electric motorbikes are different. Many of the devices being sold and marketed as “e-bikes” are actually electric motorbikes. These are motor vehicles under state law. Because of that, they must be registered with the Wisconsin Department of Motor Vehicles, insured, and operated only by licensed drivers. If a device cannot be legally registered with the DMV, it may not be operated on Village streets, sidewalks, trails, or other public property.


Recently, Public Safety officers stopped several juveniles riding electric motorbikes on village streets. Citations were issued for violations, including operating an unregistered motor vehicle, operating without a valid driver’s license, and other related offenses. Enforcement actions are guided by Village ordinance and state law, with officers using their judgment based on age, behavior, and safety concerns.


These rules are not about limiting recreation. They are about safety. Electric motorbikes are heavier, faster, and accelerate more quickly than electric bicycles. We have seen recent crashes, both locally and in other communities, involving electric motorbikes that have resulted in serious injuries. Young riders are especially vulnerable when operating high-powered devices in traffic or around pedestrians.


Parents and guardians should carefully review the type of device a child is riding and understand how it is legally classified. If it does not meet the definition of an electric bicycle, it may not be legal for use in the Village.


The Village encourages residents to contact the Public Safety Department if they have questions about whether a specific device is allowed and what rules apply. Our goal is to keep riders, pedestrians, and drivers safe while making sure everyone understands the law.

Notice of Water Rate Adjustment


Effective May 19, 2026, the Public Service Commission (PSC) approved a 3% water rate increase. The adjustment helps align rates with inflation and supports future maintenance and infrastructure needs.

No Parking Reminder


“No Parking” signs are being posted in preparation for several special events this month. These parking restrictions will be in effect from Friday, May 15, through Sunday, May 17.

Large Item Collection: May 18, 2026


The Public Works Department’s next large item collection will take place on Monday, May 18, 2026. Please view the resources below to schedule your collection, prepare your items, and know what is accepted so the process goes smoothly.


Step 1: Visit ashwaubenon.gov/largeitem

Residents can schedule and submit items starting on the first of the month. Please notify staff of your items by the Sunday before collection week at ashwaubenon.gov/largeitem.


Step 2: Enter Your Information

Enter your name, contact information, address, and a description of the items.


Step 3: Place Your Items on the Curb by 6 A.M. Monday

All items must be placed at the curb by 6:00 a.m. Monday. Do not place items at the curb more than 72 hours before the start of collection. Crews will collect throughout the first part of the week and will not return for late set-outs. Items will only be picked up if a scheduled pickup is requested.

Spring Grass & Leaf Collection


Spring grass and leaf collection is scheduled for Monday, April 27, through Friday, May 8. Please rake leaves into a curbside pile instead of using bags.


  • NOTE: Collection does not take place on weekends.

Brush Collection

Brush collection is offered year-round upon request at ashwaubenon.gov/brush. Service is limited to village addresses, runs on a four-week cycle, and requires your contact information.

Garbage & Recycling

Garbage is collected once a week on your assigned weekday. Recycling is picked up every other week on the same day, based on your A-week or B-week schedule.

Village-Wide Rummage Sale


The 2026 Village-Wide Rummage Sale will take place Thursday, May 7, through Saturday, May 9, from 8:00 a.m. to 3:00 p.m., rain or shine.

Opening Day for Ashwaubomay Lake (2881 S. Broadway Dr.) is Saturday, June 6. The lake is open daily from 11:00 a.m. to 6:00 p.m., with extended hours until 8:00 p.m. on Wednesdays.


Season passes are $5 off if purchased before June 5, 2026.
