Celebrating Community Action – and Rising to Protect It


May is recognized nationally as Community Action Month—a time to celebrate the power of community-driven solutions to fight poverty and uplift lives. At Community Teamwork, we are proud to be part of this movement, rooted in the belief that every community deserves the tools and resources to thrive.


This year, the celebration is coupled with urgency.


Community Action Agencies across the country are facing an existential threat. The Administration’s proposed elimination of the Community Services Block Grant (CSBG) would not only dismantle the very foundation of our work—it would erase vital lifelines for millions of families.


CSBG funding empowers local communities to shape their own solutions. Here at Community Teamwork, it has enabled us to launch programs tailored to Greater Lowell’s unique needs—from our walk-in Resource Center to our Youth Opportunity Center that supports young adults facing housing and food insecurity. It has allowed us to respond nimbly during crises and build innovative supports like our Behavioral Health Center for children and families, and a new first in the area, Women’s’ Shelter.


Since opening our doors in 1965, Community Teamwork has supported more than a million residents—thanks in part to CSBG and other cornerstone programs like Head Start, Fuel Assistance, AmeriCorps, and Housing Supports. We won’t stop advocating, organizing, and lifting up the stories that show how powerful these programs truly are.



This May, we ask you to turn celebration into action.


Help us protect the future of Community Action by reaching out to your elected officials and sharing what these programs mean to you, your family, and your neighbors.

May is Community Action Month

In order to reduce poverty in its community, a Community Action Agency works to better focus available local, state, private, and federal resources to assist low-income individuals and families to acquire useful skills and knowledge, gain access to new opportunities and achieve economic self-sufficiency.


Community Action Agencies or Community Action Partnerships (CAAs or CAPs) promote self-sufficiency and support individuals and families striving to become economically secure while investing in the future of their local communities. Community Teamwork's vision is a community whose institutions, systems, and people support everyone's opportunity to thrive.

Head Start Celebrates 60 years on May 18th!

Join us in celebrating 60 years of Head Start by signing the birthday card!


On May 18, 2025, Head Start will celebrate its 60th anniversary. [See Head Start timeline].

Sixty years ago from this date President Lyndon Johnson signed the law creating Head Start. The premise of Head Start is simple: every child, regardless of circumstances at birth, has the ability to reach their full potential.


Community Teamwork is proudly celebrating Head Start’s 60th birthday by spreading the word about the monumental impact Head Start has had on children, their families, their communities, and the country.

The Savings Bank Charitable Foundation Awards Community Teamwork Grant for

New Women’s Shelter

Community Teamwork was one of several local nonprofit organizations that received a financial award from The Savings Bank Charitable Foundation. Community Teamwork will use the funds to support the creation and renovations of a first of its kind in the area, Women’s Shelter.


“We are so grateful for the support from The Savings Bank Charitable Foundation which will strengthen our efforts to create an emergency shelter for up to 50 unhoused women with shelter, re-housing opportunities, case management and other wrap -around services from our organization, including financial education, energy and utilities assistance, and housing supports.”, said Carl Howell, CEO, Community Teamwork.
