Mayor Landrieu Names Marsha Broussard as Director of New Orleans Health Department

NEW ORLEANS - Today, Mayor Landrieu announced that Marsha Broussard, MPH, DrPH, will serve as the City's Director of Health. In this capacity, Broussard will oversee the department's operations and initiatives. Dr. Broussard will start Monday, Dec. 5, 2016.

"I want to congratulate Dr. Broussard on her position," Mayor Landrieu said. "I am confident that Dr. Broussard's experience in public health and in schools will allow her to lead the New Orleans Health Department to continue to make the city a healthier place to live and play."

Dr. Broussard was employed at the Louisiana Public Health Institute (LPHI) from July 2007 to September 2016. While she was Director of the School and Adolescent Health Portfolio, she generated over $20 million in funding to support community collaborations, establishing the School Health Connection program and the 4Real Health Program. These programs aimed to support vulnerable students in successful educational completion, focusing on eliminating health barriers that interrupt education including unplanned pregnancies.

Broussard said, "As Health Director, I am looking forward to continuing the work of this administration towards elevating the holistic health of our families and youth. The New Orleans Health Department has already initiated a number of effective policies and programs to improve community health and wellness by increasing opportunities for recreation and physical activity, reducing community violence and eliminating health barriers that prevent youths' success in school. I will continue to pursue effective partnerships to promote these objectives and seek further alliances that further address the societal inequities that undergird poor health outcomes."

Dr. Broussard has prioritized working with schools to adopt policies and practices to expand and enhance age-appropriate, medically-accurate comprehensive sexual education. Dr. Broussard's former public health practices were associated with reducing infant mortality in Orleans Parish, and expanding community-based primary health care and building rural health capacity statewide. Dr. Broussard earned an A.B. in Anthropology from Stanford University (1978), a Masters of Public Health from the University of Michigan (1983), and a Doctor of Public Health degree from Tulane University, School of Public Health and Tropical Medicine (2013).

The New Orleans Health Department's mission is to protect, promote and improve the health of all where we live, learn, work and play. During the Landrieu Administration, the Health Department has transformed from providing direct care services to working to build a culture of health through population health initiatives. The New Orleans Health Department became one of the first 50 health departments in the country to be fully accredited by the Public Health Accreditation Board. Other key accomplishments include the successful implementation of the City's smoke-free ordinance, national recognition of the FitNOLA initiative as a model for collective impact and collaboration of community partners, creation of the City's coordinated public safety response to domestic violence-the Blueprint for Safety and the launch of the public health education program which aims to reduce level of harmful sounds in the environment.

Jeffrey Elder, M.D., who serves as the City's Director of Emergency Medical Services (NOEMS), has served as the Interim Director of Health. In July 2016, former City Health Director Charlotte Parent left City Hall to become the Assistant Vice President of Community Affairs and Network Navigation for Louisiana-based, non-for-profit healthcare system LCMC Health. Parent joined the New Orleans Health Department in June 2007 and had served as the Director of Health since January 2014.

Mayor Taps Former Judge Calvin Johnson to Serve as New Criminal Justice Commissioner

NEW ORLEANS - Today, Mayor Mitch Landrieu named retired Chief Judge of the Orleans Parish Criminal District Court Calvin Johnson as Criminal Justice Commissioner for the City of New Orleans. In this capacity, Johnson will be charged with overseeing NOLA FOR LIFE and the City's criminal justice portfolio. He takes over for Charles West, who will be leaving his position as Director of the Innovation Delivery Team and of the Office of Criminal Justice Coordination on Friday, Nov. 18.

"Judge Johnson has decades of experience in the criminal justice world. He has served as drug court judge and established the first Mental Health Treatment Court in the State. As Chief Judge at the time Hurricane Katrina struck, Judge Johnson maintained court functions across eight statewide locations," said Mayor Mitch Landrieu. "With Judge Johnson's leadership, we will move closer to ending the City's culture of violence and creating a culture of peace. He will work to ensure the criminal justice system is even better coordinated."

Following his retirement from the bench in 2008, Judge Johnson was enlisted by the Governor to serve as the Executive Director of the Metropolitan Human Services District (MHSD), an agency created by the State legislature to oversee the delivery of publicly funded, community based behavioral health services. Judge Johnson directed the agency's turnaround, leveraged new opportunities created by managed care and the Affordable Care Act, and established an effective leadership team. The MHSD is now a $30 million organization operating an array of evidence-based programs across three Parishes.

Since his retirement from the MHSD in April 2014, Johnson has done consulting work for Magellan Health Louisiana, Futures Education and The Council on Alcohol and Drug Abuse (CADA). The consulting work for CADA specifically focused on a Reentry program for formerly-incarcerated individuals with Behavioral Health issues.

Johnson received his undergraduate degree from Southern University in Baton Rouge in 1969, served four years in the United Stated Air Force, and then received his Juris Doctorate from Loyola Law School in 1978. He was Professor of Law at Loyola Law School for nine years and Judge of the Orleans Parish Criminal District Court for seventeen years. He has received many awards in recognition of his commitment to working with individuals involved in the criminal justice system through every aspect of their recovery, including job readiness, housing stability, and community service projects. Judge Johnson remains on the faculty of the Loyola Law School as an adjunct professor.

The Mayor's Office of Criminal Justice Coordination coordinates the efforts of public and private agencies involved in the City's crime control, criminal justice and victim assistance activities. The office administers, monitors and evaluates state and federal grants to facilitate crime reduction efforts. The office acts as the staff of the Criminal Justice Council, which decides the allocation and distribution of criminal justice grant funds for Orleans Parish. These principal duties are conducted with an eye toward coordination of all public and private efforts in the public safety and criminal justice areas.

Judge Calvin Johnson said, "I am both thrilled and humbled by the opportunity the Mayor has given me to make a difference for my city. I love New Orleans, and I look forward to being a part of the transformation that Mayor Landrieu has lead of the criminal justice system."

Johnson will serve as the Mayor's lead on the Criminal Justice Council, which advises the Mayor and the City Council on policy matters regarding crime control and criminal justice activities, and coordination of the administration of criminal and juvenile justice in the city. Johnson's portfolio will encompass NOLA FOR LIFE and criminal justice reform. Johnson will help lead the search for the next Youth Study Center Director. He will also work with the new Orleans Parish Sheriff's Office Compliance Director Gary Maynard. Johnson will start on Monday, Nov. 21.

Director of the Innovation Delivery Team and of the Office of Criminal Justice Coordination Charles West will be leaving City Hall after spending the past six years improving public safety by reducing the murder rate; increasing economic opportunity for disadvantaged job seekers; and reducing the overuse of local incarceration.

West was one of eight people from senior ranks of government selected by The Open Society Foundations as a recipient of the Leadership in Government Fellowship, a new initiative supporting the work of seasoned public servants whose work in government has advanced economic and social justice.

"Charles has been a steadfast leader within my administration and has leveraged many critical partnerships between the City and our community leaders," said Mayor Landrieu. "He has made great strides toward changing the culture of violence in our city to a culture of peace. In the four years since NOLA FOR LIFE launched, there have been 86 fewer murders and an 18% lower murder rate than in the four years prior to NOLA FOR LIFE. Charles has been critical to developing and implementing NOLA FOR LIFE. I want to personally thank Charles for his hard work and service on behalf the people of New Orleans. He will be sorely missed around City Hall."

West said, "My time in government service has been incredibly fulfilling. I'm grateful to the Mayor for entrusting me with three of his priorities, long-standing issues that have disproportionately affected the African-American community in New Orleans. I look forward to using this fellowship to expand the reach of my government service to help other cities across America."

Before joining the Mayor's Innovation Delivery Team, West spent ten years combining business process re-design with the implementation of technology, to develop powerful solutions that improve organizational effectiveness. A New Orleans native, West returned home in 2011 to help transform City government by improving services, promoting efficiency, and increasing the availability of information to drive decision-making. West's previous consulting experience ranges from performance management for the State of Minnesota, to process improvement for the Centers for Disease Control and Prevention, to business analysis for companies in a wide variety of industries including healthcare, insurance and publishing. West earned a B.S. in Computer Science and an M.B.A from Georgia Institute of Technology.

NEW ORLEANS - The New Orleans Ernest N. Morial Convention Center on yesterday announced details of the expanded Fourth Annual NOLA ChristmasFest. NOLA ChristmasFest, one of the largest indoor holiday events along the Gulf Coast, is slated for Friday, December 16 through Friday, December 30, 2016, at the New Orleans Ernest N. Morial Convention Center inside Hall I.

The family-oriented holiday festival will include 15 days of family fun for all ages. NOLA ChristmasFestwill showcase New Orleans' only authentic ice skating rink which will be double in size from last year. Also new this year is the New Orleans-themed Gingerbread House Exhibit which will stage beautifully hand-crafted gingerbread creations. NOLA ChristmasFest will also feature Santa and other popular holiday characters, carnival rides, themed inflatables and arts and crafts.

The popular children's activities including the A-Maze-ing walk-through Maze, Kringle Carousel, Winter Whirl, Snowball Fight and the Snowy Summit Climbing Wall will return for NOLA ChristmasFest 2016 guests. Children and families will be able to take memorable Christmas photos with Santa and his North Pole friends within the festive environment.

NOLA ChristmasFest will display thousands of dazzling lights and dozens of Christmas trees decorated by New Orleans businesses, and Convention Center Boulevard will be draped in holiday décor with more than one million mesmerizing lights synced to traditional and contemporary Christmas music.

The expansion of NOLA ChristmasFest 2016 is due to an overwhelming success in 2015 in which more than 44,000 visitors from all across the South enjoyed the indoor Christmas festivities.

Germaine Bazzle is often referred to as one of New Orleans' important jazz vocalists. After graduation from Xavier University of Louisiana, Germaine began a teaching career and entertaining in the same year, teaching during the day and playing bass in a local traditional jazz band at night. After 12 years as a teacher, she left the classroom and began singing with various bands in New Orleans. Three years later, she returned to the classroom, but continued to perform with such jazz greats as Alvin "Red" Tyler, Peter "Chuck" Badie, Victor Goines, bassist/vocalist, George French, pianist Ellis Marsalis, Emile Vinnette, Larry Siebert, David Torkanowsky and many more. Leah Chase is the product of a very fertile creative environment. Her maternal namesake, Leah Sr., is an engaging dynamo of activity and chief chef at "Dooky Chase" Restaurant. Her father Edgar "Dooky" Chase was the leader of the "Dooky Chase Orchestra". Leah Chase graduated from Loyola University in New Orleans with a degree in Vocal Performance. She completed one year of graduate study at The Juilliard School in New York, before leaving to pursue her true love - Jazz. Leah can be heard on her CD entitled "At Last" and also on the Matt Lemmier CD "Portraits of Wonder". Leah is currently an Adjunct Faculty Member at the University of New Orleans, Tulane University, and Loyola University.

NEW ORLEANS - On the LP's title track; Bazzle, Chase, and Jordan join together offering their individual interpretation of   I Saw Three Ship Come Sailing In  as each take turns belting out notes in their respective signature sound backed by the ensemble. Germaine, Leah, and Stephanie are once again in perfect harmony leading the ensemble in an arrangement of local Emmy-Award pianist Mike Esneault on  My Favorite Things ; a tune from the 1959 Rodgers and Hammerstein musical The Sound of Music. This song also provides Marlon Jordan an opportunity to explore the vast range of his custom-built Monette trumpet, teasingly playing back and forth off the ladies in the tradition of call-and-response technique of earlier generations.

Stephanie Jordan's awe inspiring performance on the Christmas classic 
The Little Drummer Boy  is an excellent exhibition of her authoritative satin-like voice, enveloping the listeners with each phrase of 'pa rum pum pum pum' tugging at ones heart while placing one in a time warp as the percussion creates a sense of actual presence at the manger. As the story goes, "the lyrics tell of a poor young boy who, unable to afford a gift for the infant  Jesus, plays his drum for the newborn with the Virgin Mary's approval. The newborn seems to understand and smiles at the boy in gratitude." Rachel's arrangement of Katherine K. Davis, Henry Onorati and Harry Simeone's composition is yet another version which is destined for acclaim. 

Producer and classical violinist  Rachel Jordan and the Music Alive Ensemble String Octet show their mantle on their recording of Christopher Crump's arrangement of Astor Piazzolla's  Oblivion. This cut promises to give music lovers the urge to get up and dance the Tango. Incorporating elements from jazz and classical music; with reference to love, passion, and elegance, one truly understands why Rachel has dubbed her annual concert series 'Jazz Meets Classical,' the LP as well should bear that designation.

Founded in 2002 by Rachel, the Music Alive Ensemble, a 501(c) (3) non-profit organization is a blend of professional classical and jazz musicians, composers, arrangers and educators living in Louisiana dedicated to the ideal that music as art communicates the breadth, passion and intellect of society. Through concerts, artist demonstrations, and teaching workshops Music Alive Ensemble provides musicians, composers and arrangers a platform for artistic expression. Music Alive Ensemble perpetuates cultural diversity and finds common ground through classical and jazz artistic collaboration.  
 
"Our goal is to bring families into artistic venues in hopes that the experience will educate and encourage burgeoning artists and develop a supportive listening base for future generations of musicians," adds Rachel.
 
The String Quartet includes Rachel Jordan, Violin; Amy Thiaville, Violin; Marjorie Garnier, Viola; and Gary Geslin, Cello while the Jazz Ensemble is comprised of Mike Esneault, Piano; Chris Severin, Bass, John Jones, Drums; Jonathan Bloom, Percussion; Kent Jordan, Flute and Marlon Jordan, Trumpet.
 
Rachel serves as the String Instructor for the Talented Music Program at Jefferson Parish Public School and is a member of the River Oaks Chamber Orchestra in Houston, Texas. Ms. Jordan has served as adjunct faculty at Xavier University, Southern University, and Dillard University, Loyola University, and most recently a Professor of Music at Jackson State University. She is also a former member of the Louisiana Philharmonic Orchestra in New Orleans. She received both her Bachelor of Music and her Master of Music from the Peabody Conservatory of the Johns Hopkins University in Baltimore, Maryland where she studied with Berl Senofsky.
 
Ms. Jordan has performed with her siblings for Jazz at Lincoln Center Higher Ground Hurricane Relief Benefit Concert. Rachel also performs on and is the executive producer of the Marlon Jordan featuring Stephanie Jordan CD titled "You Don't Know What Love Is." In addition, Ms. Jordan co-manages J Group Consulting, a family music management entity.
 
Rachel has been a featured performer in numerous solo recitals, most notably the Kennedy Center, the Mozart Festival in Salzburg, Austria, the Music Center of Houston, and the Mozart Festival in Washington, D.C. Most recently, Ms. Jordan performed "The Lark Ascending" with Jackson State University Orchestra for the Congressional Black Caucus inaugural ceremony of President Barack Obama.

While at Dillard University, Rachel Jordan started the Jesse Dent Recital series, which features African American Musicians performing classical music. Rachel is the fifth performer from a family of New Orleans bred musicians. She is the daughter of saxophonist Edward "Kidd" Jordan. Siblings include flutist Kent, trumpeter Marlon, and vocalist Stephanie Jordan.

NEW ORLEANS - This week, veteran Hollywood actor, writer and producer Harold Sylvester graces the stage at the Ashé Power House, for an unforgettable performance.

Sylvester will star in the world premiere of Tour Detour, a play written by award-winning playwright Harold Ellis Clark, during a six-performances-only-run, November 11-20, 2016, at the Ashè Power House Theatre, 1731 Baronne Street in New Orleans, LA. The play, a co-production between Ashè Cultural Arts Center and HEC Communications, also stars acclaimed stage actor Kenneth Brown, Jr.  Award-winning theatrical director John Grimsley will direct the production.

Tour Detour surrounds a son, who prior to traveling to Afghanistan for his fourth tour of duty as a U.S. Air Force explosives ordnance technician, visits his father, who's serving a life sentence at a central Louisiana prison. They haven't seen each other in more than 20 years.

Clark was honored for Tour Detour as one of two finalists for the 57th Annual (2013) Stanley Drama Award during an awards ceremony held March 18, 2013 at The Players Club in Manhattan, NY. Previous recipients of the Stanley Drama Award include Tony Award-winning playwrights Jonathan Larson (Rent) and Terrance McNally (Kiss of a Spiderwoman). Clark also was named a finalist for Stage West's (Fort Worth, TX) 7th Annual (2013) Southwest Playwriting Competition for Tour Detour.

For several seasons, Sylvester, a graduate of both Tulane University and St. Augustine High School (Kenneth Brown, Jr.'s also a St. Aug grad), starred as "Griff" on FOX-TV's Married with Children, and in the classic film An Officer and a Gentlemen, starring Richard Gere. Sylvester's other acting credits include CSI: Miami (CBS-TV), Cold Case (CBS-TV), NYPD Blue (ABC-TV), A Different World (NBC-TV and Hill Street Blues (NBC-TV). As a screenwriter, Sylvester penned scripts for NYPD Blue, and the critically acclaimed TNT movie Passing Glory, starring Andre Braugher (FOX-TV's Brooklyn Nine Nine).

Dillard 80th Annual Holiday Concert Set For December 4

NEW ORLEANS - Melodic sounds will soon fill Lawless Chapel, when the Dillard University Choir hosts their 80th Annual Holiday Concert on Sunday, December 4, 2016 at 7:30 p.m. The choir will perform with an orchestra and other special guests and soloists will accompany the 60-voice choir. The concert is free and open to the public on Dillard University's campus located at 2601 Gentilly Blvd.

"This is a unique Dillard tradition that brings the community together each year and is an event that I look forward to in my 41st year as much as I did in my first year," S. Carver Davenport, the conductor of the choir, said.
This year's special guests will include three Dillard graduates with golden voices, sopranos Kayla Blain Lewis, '13, Moniqua Osbey, '13, and Kayla Boyd, '15. Autumn Durgan, '15, lyric soprano is the assistant director of the choir and Dr. Hezekiah Brinson is the accompanist.

"This concert has a reputation of being one of the best in the city, Davenport said. "Our students are talented with wonderful voices and have given so much of their time in preparing for this special occasion." He added that it is also an excellent time for the university to give a Christmas present to the community.

The Dillard University Concert Choir is one of the most diverse organizations on campus, with students from around the country, who consistently deliver performances that always captivate the capacity audience in Lawless Chapel. In 2012, President Barack Obama invited the Dillard Concert Choir to sing for the Holidays at the White House. The thriving and rich musical heritage at Dillard University continues to enhance the cultural lives on its campus, in the community and the nation.
