Kingwood Town Hall Meeting |
On October 17, 2023, Mayor Pro Tem Martin held his final "farewell" Town Hall Meeting for Kingwood at the Kingwood Community Center. The meeting served as an opportunity for Mayor Pro Tem to say goodbye to the community and provide updates from various departments. Among the departments represented were Houston Police Department-Kingwood Division, Chief Recovery Officer Stephen Costello, Houston Police Department-Lake Patrol, and Jeff Nielson, Chairman of the Lake Houston Redevelopment Authority.
Mayor Pro Tem Martin thanked the community for their support during his time in office and assured them that he would always be available to help in any way he could. HPD officers had a special presentation to showcase their new Virtual Reality simulator which Mayor Pro Tem recently provided them using his Council District Service Funds. This Virtual Reality training solution proves to be highly beneficial for law enforcement agencies, providing a safe and immersive environment to practice a wide range of scenarios. Clear Lake/Southeast Town Hall Meeting | |
On October 19, 2023, Mayor Pro Tem Martin held his final Clear Lake/Southeast Town Hall meeting at Houston Space Center, where he bid farewell to the community. The event was special in many ways, as Mayor Pro Tem Martin was surprised with a special proclamation from Brian Freedman, President Bay Area Houston Economic Partnership, and a special challenge coin and patch from Commander Cruz with HPD Clear Lake.
The proclamation honored Mayor Pro Tem Martin's contributions to the community during his 11 years as District E's Councilmember and recognized his tireless efforts in making Houston a better place for all its residents. Mayor Pro Tem expressed his gratitude and thanked everyone for their support throughout his time with the city.
Some notable City departments showed up and participated as well including Houston Public Works, Solid Waste Department, Houston Airport Systems, and HPD Clear Lake Division. To watch the televised event, please click here to access the recording of the meeting.

The City of Houston is still in Stage Two Drought. Stage Two drought response imposes the following mandatory restrictions limiting outdoor water use to twice a week between the hours of 7PM and 5AM with the following schedule:
- Sundays and Thursdays for single-family residential customers with even-numbered street addresses
- Saturdays and Wednesdays for single-family residential customers with odd-numbered street addresses
- Tuesdays and Fridays for all other customers
- Any outdoor water use that drains onto adjacent properties or public or private roadways or streets or gutters is prohibited.
- These restrictions do apply to Kingwood Residents and any water source that you receive a City of Houston Water Bill.
- Hand watering is permitted at any time.
Any water customer who violates these watering times will be issued a written warning for a first-time violation. Any subsequent violations are subject to a fine up to $2,000 for each occurrence of the offense (Section 54.001 of the Texas Local Government Code). Houston Health Department Beginning Enhanced Air Monitoring of Communities in Southeast Houston | |
Southeast Houston residents, representatives of the Houston Health Department, local environmental organizations, and approximately 100 volunteers will use Texas Arbor Day to kick off new community monitoring of hazardous air pollutants in high-risk neighborhoods. A new three-year EPA grant of nearly $500,000 awarded to the Houston Health Department will fund the community air monitoring in the Park Place, Meadowbrook/Allendale, and Pecan Park neighborhoods and the adjacent zip codes 77012 and 77017.
The communities have become overburdened with industrial pollution in recent years due to the expansion of nearby petrochemical plants into their neighborhoods. The project will also help inform residents about the dangers of toxic air emissions.
Representatives with the Houston Health Department and Air Alliance Houston, Environmental Integrity Project, Houston Botanic Garden, Houston Wilderness, and Environmental Defense Fund will detail how they will team up to obtain data on hazardous air pollutants such as 1,3-butadiene, benzene, formaldehyde, and ethylene oxide in the communities. They will also highlight the need to improve air monitoring data for the neighborhoods moving forward.

Northpark Drive Overpass Project Monthly Update | |
Construction on the drainage components of the Northpark Drive Overpass Project continues to move along. Over the last few weeks, the contractor, Harper Bros., has started to build the new outfall and clear and grub the drainage ditch behind Public Storage. In order to remove extra stormwater that builds up in the detention basins near the Hwy 59/69 Northpark Drive entry, the ditch will serve as an alternate route. The drainage ditch runs parallel to Northpark Drive behind the businesses on the north side of the street.
Harper Bros. also finished clearing and grubbing the areas for two detention ponds at the front of Northpark Drive. The contractor will soon start the excavation of the detention basins. Once the excavation is completed, Landscape architects will finish relocating the remaining trees on the right/south side of Northpark to create a backdrop for the new ponds. While some trees will remain in front of the pond.
Additionally, work has started on sidewalks that will eventually link Kingwood and Kingwood College. Contractors are currently laying out the forms on the west side of Hwy 59/69. Both the north and south sides of Northpark Drive will have sidewalks that stretch westward toward Rock Creek Drive.
Planning for Phase II of the project (east of the Kingwood Diversion Ditch) has begun. Lake Houston Redevelopment Authority/TIRZ 10 will hold two public meetings. The first is scheduled for January 11, 2024, at the Kingwood Community Center to discuss Phase II and solicit input from other groups and residents.
As a reminder, the next TIRZ Board meeting will be held on Thursday, November 9th at 8:00 AM at the Kingwood Community Center. Every TIRZ Board meeting is open to the public. Panel Replacements Along El Dorado Nearing Completion | |
Houston Public Works is nearing the end of their construction to replace panels along El Dorado Blvd from Torry Pines Rd to Sealake Dr. This project is aimed at improving the road conditions and ensuring the safety of all those who travel along this stretch of road. This project is estimated to be completed by early November, 2023, weather permitting.
Traffic control best practices will be implemented to regulate the flow of traffic. Please be aware there will be one lane closures for short periods of time while the project is being completed. Crews are expected to be working Monday through Friday, 7:00 AM to 6:00 PM and some work is expected on weekends.

FEMA Funded Dredging to Begin Soon | |
Mayor Pro Tem Martin is thrilled that the City's contractor for dredging, DRC, will begin dredging the area south of the West Fork-Mouth Bar before the end of November. DRC is estimated to remove approximately 800,000 cubic yards of silt and sediment. The removal will take two years and DRC will use both mechanical and hydraulic dredging.
The additional dredging in this area is funded by FEMA and is the result of Mayor Pro Tem Martin and Chief Recovery Officer Stephen Costello's tireless efforts in protesting the initial amount put forth by FEMA back in 2019. In August 2020, FEMA, through their technical consultant at the USACE, concurred with the City's ninety-four-page technical report. Mayor Pro Tem Martin strongly disagreed with the USACE's four-page tabletop study and continued to appeal and push forward to get the project he knew the Lake Houston Area deserved.
Mayor Pro Tem Martin has been consistent in the fight to get more for District E residents since Hurricane Harvey and has continued to push for meaningful projects that will reduce the risk of future flooding in District E. Mayor Pro Tem Martin looks forward to the completion of the planned projects and continued collaboration with local representatives.

Harris County Flood Control District recommends that all Harris County residents become informed about their flood risk and have flood insurance no matter where they reside in Harris County. The devastating effects of flooding do not end when the stormwater recedes after a flood event. Flood insurance accelerates the rebuilding and replacement of personal property and fosters community resiliency as a whole. Flood insurance does take 30 days to become active, so keep that in mind as hurricane season nears.

Ismaili Council Honoring MST | |
On October 23, 2023, Mayor Pro Tem Martin attended a grand “topping out” ceremony in honor of Mayor Sylvester Turner, hosted by the Houston Ismaili Center. The event was a tribute to the Mayor's significant impact on Houston over the course of nearly a decade. The Ismaili Center, located at the intersection of Allen Parkway and Montrose Boulevard, not only serves as an emblem of progress but is also a testament to Mayor Turner’s vision of a unified, enriched, and progressive Houston.
The Center promises to be more than just an architectural masterpiece, as it aspires to be a hub for cross-cultural dialogue, intellectual growth, and interfaith exchanges. The day's events were a heartfelt celebration of Mayor Turner's legacy and his contributions to the City of Houston.

Oak Meadow Park to Host Grand Opening | |
Houston Parks Board and Houston Parks and Recreation Department are excited to share an update on Mayor Turner’s 50/50 Park Partners initiative and the park improvements slated for Oak Meadow Park.
Construction on Oak Meadows Park started in February 2023 and has commenced on elements that were identified by the community. The improvements at Oak Meadow Park include replacing the playground, resurfacing the walking trail, adding benches, renovating the basketball court, improving the multi-purpose field and site drainage, adding a picnic pavilion, updating and adding site lighting, and enhancing the volleyball court. Houston Parks Board has confirmed the parks grand opening will be held December 19, 2023, at 10:00 A.M. at 500 Ahrens St.
Mayor Pro Tem has also allocated his Council District Service Funds to provide additional ADA compliant access to the park. This ensures that all members of the community have full access to enjoy the park and all its new amenities. We look forward to the completion of the project and the increased accessibility it will bring to our community.

The Houston Consular Ball was an esteemed event that took place at the George R. Brown Convention Center on Saturday, October 7th, 2023. Recognized as the Mayor's Premier White Tie Gala, it paid tribute to the consulates of over 90 countries and the diverse international communities residing in the Houston area. The Consular Ball had a long-standing history, spanning 71 years, and holds deep significance in honoring the Houston Consular Corps, which represents 91 nations.
Mayor Sylvester Turner delivered a heartfelt toast at this year's event, marking it as his final Houston Consular Ball. The theme of the evening was centered around "The Power of Houston's Global Relationships," highlighting the city's strong and influential connections on an international scale. Overall, the Consular Ball stood as a cherished tradition, showcasing the significance of diplomatic relations and the global impact of Houston's diverse community.

BAHEP Annual Golf Tournament | |
On October 23, 2023, Bay Area Houston Economic Partnership hosted its annual Golf Tournament at the Bay Oaks Country Club. The event was a huge success, with many of their alliances in attendance, as well as staff from District E.
The tournament was a great opportunity for participants to socialize and network with other players while enjoying the beautiful surroundings of the country club. The event was filled with excitement and enthusiasm as players competed against each other to win prizes and awards. The District E Office was honored to take part in this event.

Freeway Manor Park to Host Grand Opening | |
The District E office received communication from the Parks and Recreation Department they have confirmed a date for the Grand Opening of Freeway Manor Park. The event will be held on December 19, 2023, at 9 A.M. at 2241 Bronson St.
Some of the improvements at Freeway Manor Park include resurfacing the parking lot, repairing walking trails, replacing park benches, regrading baseball field, updating picnic areas, repurposing the existing tennis court to a soccer mini-pitch, and improving park lighting.
The Houston Parks and Recreation Department is responsible for the continuous operation and upkeep of the parks, examining and approving plans, and delivering the public funding commitment. Houston Parks Board is serving as the project manager and overseeing the private fundraising for the 50/50 Park Partners initiative in coordination with Greater Houston Partnership.

Mayor Pro Tem’s collaboration with the Harris County Department of Education (HCDE) and the Center for Afterschool, Summer, and Enrichment for Kids (CASE for Kids) has actively supported the funding of three out-of-school programs through the City Connections grant program. With a focus on providing engaging academic and enrichment activities in a safe and inclusive learning environment, the City Connections program ensured that 214 students, ranging from kindergarten to twelfth grade, had access to valuable opportunities.
These activities included literacy and reading skill building, STEM activities, physical fitness, fine art programming, and social skills training. The collaborations between EZ Kids Creativity Shell, Diaz Music Institute, Fellowship of Purpose Early Childhood Learning Center, Elm Grove Elementary School, and Woodcreek Middle School have increased accessibility to enrichment programs for the students of District E.

Lift Station Renewal and Replacement Project Update | |
The Lift Station Renewal and Replacement Project - East Ten Park, Maxey Road, Mesa Drive, Westmont, North Shore is part of the City's Lift Station Renewal and Replacement Improvements program which is required to replace/upgrade lift station facilities.
The work to be performed under this contract award is necessary to maintain compliance with Houston's wastewater consent decree with EPA and TCEQ.

Clear Lake Area Chamber of Commerce Luncheon | |
On October 25, 2023, District E staff had the opportunity to attend the Clear Lake Area Chamber of Commerce General Membership Luncheon at South Shore Harbor Resort in Seabrook Texas.
The highlight of the event was the guest speaker, State Senator Mayes Middleton, who spoke about the current happenings in the Texas Legislature, including the notable bills that were passed during the past session. The event attendees gained valuable insights into the legislative process and were able to network with members of the Clear Lake Area Chamber of Commerce.

Combined Municipal Campaign 2023 | |
For the month of October, City employees had the opportunity to show their support to various non-profits found throughout the City of Houston by partaking in the annual Combined Municipal Campaign (CMC) events. CMC allows City employees to demonstrate their strong sense of community by supporting environmental, health, and social welfare issues that concern the citizens of Houston.
The annual fundraising drive, which is throughout the month of October, is run by city employees as a way for city employees to give to charitable organizations of their choice. Thousands of people have been helped by the organizations represented in the campaign. The generosity of city employees improves conditions and demonstrates the power of the collective dollar and its far-reaching impact.
This year Mayor Pro Tem Martin selected The Village Learning Center to be the City Council’s non-profit of choice to raise funds for. The Village Learning Center creates inclusive opportunities and discovers the abilities of individuals with intellectual and developmental disabilities. The Learning Center's primary goals are to help families gain the assistance they need in raising their child or relative with a developmental disability and to aid the individual in reaching their most significant level of competency.
Mayor Pro Tem would like to extend a special recognition to Karina Velazquez, Administrative Associate in the Administrative Office of City Council, for her exceptional efforts in making these events extra special. Karina’s dedication and hard work have been remarkable, and we are grateful for her contributions to the success of these events. Thank you, Karina, for your outstanding service and commitment to CMC and the City.

On October 17, Mayor Pro Tem Martin had the privilege of speaking at the BAYTRAN luncheon, where he spoke on the state of transportation and infrastructure in the Houston region. Mayor Pro Tem was invited to speak in place of Mayor Sylvester Turner and took the opportunity to highlight the importance of investing in transportation and infrastructure to better our City.
As a councilmember for District E, this is one of Mayor Pro Tem's top priorities, and he is committed to working with the community to improve these vital areas. Mayor Pro Tem's speech was well-received by those in attendance, and he looks forward to continuing to advocate for transportation and infrastructure improvements in the future.

Wings Over Houston Air Show | |
The District E staff was honored to attend the 39th Annual Wings Over Houston Airshow at Ellington Airport on Saturday, October 14, 2023. This airshow is one of the best in the nation, as it showcases both vintage and modern aircraft in flight. The show kicked off at 10:00 A.M. and ran until 3:00 P.M. with a breathtaking finale featuring the USAF Thunderbirds.
Aside from entertainment, the airshow is largely an educational and charitable event. Proceeds from the event are donated to multiple charities, and this year eight local aerospace engineering students received scholarships from the Wings Over Houston Scholarship Fund. The event also seeks to promote patriotism, military recruitment opportunities, and aviation awareness in the community.
The event was a great opportunity for the Clear Lake community to come together and celebrate the years of aviation innovation that have been spearheaded by our own district.
The District E staff is beyond grateful to have attended this event, and to have been able to connect with constituents and the Clear Lake community.

Keep Kingwood Green Wins Mayor's Outstanding Partner Award | |
The District E office is thrilled to announce that Keep Kingwood Green has been recognized by the City of Houston Mayor’s Proud Partners Awards for their dedication to improving our environment and community. The organization was honored to be the recipient of the Mayor's Outstanding Partner Award, the highest-level award presented by the Mayor’s Proud Partners Awards. The Board of Keep Kingwood Green was delighted and surprised to receive this special recognition.
The District E office would like to extend a special congratulations to Mort Winter, one of Keep Kingwood Green's dedicated volunteers, who was nominated for the Mayor’s Award for his consistent efforts to help residents recycle at the Metro Park and Ride. Mort can always be counted on to be there every Saturday and Sunday, regardless of the weather conditions. His determination and energy in improving our environment and community is truly remarkable.

Utilizing 3-1-1 to Report Issues | |

Residents may act as extra eyes and ears on the streets, and soon you'll be able to report a pothole, a malfunctioning traffic light, or a drainage problem while you're out and about. Houston 311 is in the process of launching a new smartphone app that makes reporting issues like these easier than ever. The app will use GPS to identify your location and also allow you to snap a photo to add to your service request. The new app will allow for reports to be automatically sent to the City’s 311 system and routed to city departments for resolutions.
You can still alert the City of Houston of issues by dialing 3-1-1 or 713-837-0311 of potential problems in your community. Houstonians can also access this helpful service via an e-mail to 311@HoustonTX.gov. A self Service Request (SR) form is available online at www.houston311.org. Once you've reported a problem please follow up with the District E office by emailing your case number and information on the issue to the District E office at districte@houstontx.gov to help make sure the problem is addressed in a timely manner.
