Dear Friends -
When we released the Request for Expressions of Interest for the city-owned property at 65-77 N. Front Street, we were looking for an innovative concept to help us return this parcel to the original look and feel of a historic Main Street, while adding housing and storefront space.
We are pleased to partner with Gemion and Rockabill in what we believe will be a hugely beneficial addition to the Stockade Historic District, and that will retain some of the existing parking at the site.
We look forward to working with our new development partners to create a project that brings much-needed affordable housing and supports the business community while addressing parking needs.

The City of Kingston has selected a development partner for the city-owned property at 65–77 North Front for the creation of an approximately 50-unit, fully affordable development with mixed-use storefronts. As planning advances, the project team will carefully evaluate opportunities to maintain public parking access while supporting the site’s long-term redevelopment goals.
Gemion Consulting LLC and Rockabill Development LLC have been selected as the City’s development partner. Gemion Consulting is a minority- and women-led real estate consulting and development firm specializing in high-quality affordable multifamily housing. Rockabill Consulting & Development has experience with the development of more than 14,000 residential units across New York, with expertise in affordable housing. Rounding out the development team is WRT Architects, Arden Consulting, Langan Engineering, and AHC General Contracting.
The development team will use its extensive knowledge of affordable housing financing programs to execute this project, with an affordability program between 30-80% AMI to create a mixed-income community. Throughout the feasibility and design process, the team will evaluate a range of approaches to accommodate public parking and address community needs. Additional project details and opportunities for public input will be announced as planning continues.
In December 2025, the City of Kingston issued a Request for Expressions of Interest (RFEI) to partially or fully redevelop the municipal parking lot at 65-77 N. Front Street, an approximately 0.7-acre site in the Uptown Business District.
The lot was created in the 1960s after several mixed-use buildings on the site were demolished. The site is located within the Stockade Historic District, listed at the local, state, and national levels in 1975, and is subject to review by the Historic Landmarks Preservation Commission. Under the City’s recently adopted form-based zoning code, the site is zoned as T5 Main Street. This allows for a wide variety of uses and building types and for higher density residential and/or mixed-use development.
The City recognizes that the existing municipal lot is well used by visitors and residents of the Uptown Business District, and public parking plays an important role in supporting the economic vitality of Uptown businesses. While the primary objective is to unlock the site’s development potential, the City prioritized proposals that thoughtfully incorporated public parking access.

We recognize the importance of public parking to Uptown businesses, residents, and visitors, and this experienced development team will be carefully evaluating options to preserve parking access while advancing the broader community benefits of this investment. The nearby city-owned N. Front/Crown Street parking lot is not part of this project. The City has no plans to develop this property.
This property is part of a series of efforts by the City to build housing on publicly owned sites, including 615 Broadway, 25 Field Court, and the Kingston Business Park.
| Congressman Pat Ryan Visits Waterfront | |
Today, Congressman Pat Ryan joined Kingston leaders to celebrate millions in federal investments secured for the City’s economic development and critical infrastructure improvements in the Historic Waterfront Business District.
Congressman Ryan's ongoing support and investment in Kingston includes a recent $250,000 grant for the City's Rondout Riverport Shoreline Stabilization project and helping to secure the $21.7M RAISE grant, which will be utilized for transportation infrastructure, including vital pedestrian, bicycle, and vehicle connections. Ryan also announced that he’s secured the inclusion of $1.8 million in FY27 Community Project Funding for improvements to TR Gallo Waterfront Park. Committee passage is the first step in the process, and funding will only be made available when the bill is passed by Congress and signed into law, which Ryan continues to fight for.
We are so grateful for Congressman Ryan's unwavering support and investment in Kingston, specifically to help us revitalize our Downtown. Our Waterfront area is already vibrant, and we know with this investment, this entire area will see continued economic growth, enhanced amenities for residents and visitors, and much-needed protections to guard against climate-related flooding disasters.
In addition to the Federal funding, State Senator Michelle Hinchey secured $6M in the NYS budget for bulkhead construction.

Historic Preservation Comp Plan PAC Applications Open | |
The City of Kingston is seeking applicants to serve on the Comprehensive Historic Preservation Plan Project Advisory Committee (PAC).
Mayor Noble said, “We are excited to begin the process of creating the City’s first Comprehensive Historic Preservation Plan and are looking for passionate community members to serve on the Project Advisory Committee. The PAC will help make critical recommendations and provide vital information to the consultants as they create this important plan, which will be a blueprint for the City’s preservation efforts long into the future.”
The City of Kingston received a $50,000 grant from the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) to create a Comprehensive Historic Preservation Plan and City-Wide Historic Design Guidelines. The City of Kingston will hire a nationally accredited consultant to develop the City’s first Comprehensive Historic Preservation Plan, working with a Project Advisory Committee, City and SHPO staff.
Applications are now open to serve on the Comprehensive Historic Preservation Plan Project Advisory Committee. The City is seeking Kingston residents with unique knowledge of the community and/or skills, including Historic Preservationists, architects, builder/contractors, residents or business owners in the Stockade, Rondout-West Strand, Chestnut Street, Fair Street District, and Wilbur Historic Districts, and individuals with a strong interest in preservation and community. The PAC will provide information to the project manager and project consultants, serve as public ambassadors for the project, and provide City Staff with diverse perspectives. The PAC is expected to have a 12-14 month term, ending on September 30, 2027.

| Kingston Point Beach & Pool Openings | |
Kingston Point Beach will officially open on Saturday, June 20, 2026, and Andretta Pool will open Saturday, June 27, 2026.
Kingston Point Beach will be open five days a week, Wednesday through Sunday, 10:00am-4:45pm, weather permitting and only when lifeguards are on duty.
The Andretta Pool will be open to the public starting on Saturday, June 27, and will be open Wednesdays through Sundays (times vary each day, see schedule). Mondays and Tuesdays are closed for summer camp swim days. There will be no entry fee for the pool.

| School Speed Zone Camera Update | |
To date, 12,128 school zone speed camera citations have been issued. Compliance is moving in the right direction, but slowly.
Please be advised: the regular school year is ending on Wednesday, June 24, but beginning July 6, the Kingston City School District summer school schedule will be in effect.
The last day of regularly enforced school speed zone violations will be June 24, then school zone speed camera hours of enforcement will change to align with the summer school schedule at two schools beginning July 6, 2026.

The New York Bicycle Coalition, Ulster County Traffic Safety Board, and the Office of the Ulster County Executive will host a training and discussion on e-mobility on Thursday, June 18 from 6:00pm to 7:30pm at SUNY Ulster Kingston Center, 94 Mary’s Avenue, Room 104.
This event is free and open to the public, but registration is required. Only 40 spaces are available. Please register here in advance.
Presented by the New York Bicycle Coalition (NYBC), their Active Transportation Law and Safety curriculum will address the wide range of active transportation devices increasingly appearing on New York’s roads. The event will feature remarks from Ulster County Executive Jen Metzger and other local traffic safety professionals followed by discussion and Q&A.

Mayor Noble, along with Council members from each ward, is hosting ward meetings with residents to hear their thoughts and concerns.
The next meeting will be Ward 4 on Monday, June 22 at 5:30pm. The meeting will take place at the Clinton Avenue Church at 122 Clinton Avenue.
The Ward 5 meeting will be held on Monday, July 20 at 5:30pm at Good Work Institute at 65 St. James Street.

| Upcoming Paving + Roadwork & Infrastructure Update | |
Traffic Counts on Albany and Ulster Avenues: starting Sunday, June 14, the Ulster County Transportation Council will begin traffic counts at several locations on Albany and Ulster Avenues. You may notice small cameras positioned near roadways and crosswalks along with small black tubes laid across roadways. These are temporary counters. The cameras will count the number of pedestrians and cyclists, along with the number of vehicles making turns.
The tubes will count the number of vehicles, type of vehicle, and speed.
These counts help us assess travel patterns and inform transportation planning and investment decisions. No personal data is collected — just pedestrian, cyclist, and vehicle movements.
Paving: the third round of paving in 2026 will be the following streets:
Grandma Brown Lane from Washington Avenue to Joys Lane
Joys Lane from Grandma Brown Lane to Lucas Avenue
Lucas Avenue from Washington Avenue to Green Street
Westbrook Lane from Clinton Avenue to the railroad crossing
Milling is expected to begin on Monday, June 22 and paving is expected to be completed by Friday, June 26, weather depending.
Foxhall Avenue sewer project: work will continue on Foxhall between Prince and Wynkoop. Parking restrictions will be in place: from June 15 to June 19, there will be No Parking on Foxhall Avenue, from near Hasbrouck Ave to Wynkoop Place, daily 6:00am to 6:00pm. On June 15-16, Prince Street will be closed with No Parking between Smith Ave and Foxhall from 6:00am to 6:00pm.
Central Hudson: main installation will continue the week of June 15 on Ten Broeck Avenue, Downs Street, and Elmendorf Street with lane changes and/or closures.
Service replacements will continue the week of June 15 on Downs Street and Ten Broeck Avenue between Albany Avenue and Elmendorf Street.
