A Message From Mayor Steve Noble:
Dear Friends,
We have a film shoot coming to Kingston for two days next week. We are proud that our City is so appealing to film and television shoots, and know that these productions bring revenue to our shops and restaurants at a time when it’s essential for businesses to stay afloat. We also know their presence may cause minor inconveniences, so we ask for your patience and compliance with parking restrictions during the two filming days.
The City of Kingston put out an RFP this week to potentially build a tiny homes community that would house and support our homeless population. This is an exciting opportunity for Kingston to try a forward-thinking concept to help our most vulnerable. We are excited to see the applicants we receive to help us realize this ambitious goal.

COVID-19 Information

The COVID-19 Vaccine Tracker Dashboard will update New Yorkers on the distribution of the vaccine including the number of doses received by the state, a breakdown of first or second doses, and the number of persons vaccinated with the first and second doses in each region.

Open Enrollment Period for uninsured New Yorkers has been extended through March 31, 2021. New Yorkers can apply for coverage through NY State of Health or directly through insurers.

New travel guidelines are in effect that allow out-of-state travelers to “test out” of the mandatory 10-day quarantine.
- Event, Arts and Entertainment venues are permitted to begin reopening April 2nd, 2021 at 33% capacity with proper safety protocols.

Stony Run Apartments Proposed Workforce Housing
The new owners of the formerly Stony Run Apartments, now to be called Kingston Village, AKER, will collaborate with the City of Kingston to turn the existing 266-unit facility into workforce housing.
The City of Kingston has received a proposal from AKER to enter into a regulatory Article 11 agreement to create a workforce housing facility to serve residents with incomes between 70% to 100% Area Medium Income based on HUDs Fair Market Values. AKER’s proposal stipulates these units would be locked into the 70%-100% AMI for 30 years and that owners would continue to pay all current property taxes as well as slight increases each year starting in 2024. The developers have indicated a plan to make approximately $3 million in improvements to the facility over the next 24 months.
“This is the first proposal that I am aware of that would take existing market rate apartments and enter into an agreement to preserve affordability for the next 30 years, said Mayor Noble. “I encourage the Common Council to consider this draft agreement that would create affordable housing for the growing workforce in Kingston, improve the facilities with much-need upgrades, and keep the complex on the tax rolls.”

City of Kingston Issues RFP for Tiny Homes Community
The City of Kingston has issued a Request for Proposals for the creation and maintenance of a tiny homes community, which would house up to 30 homeless or low-income individuals in 15 units within the first year of inception.
In the RFP, the City of Kingston is seeking a qualified consultant or organization that specializes in providing shelter and support services for the homeless to establish an emergency tiny homes community in the City of Kingston. The purpose of the project is to provide safe, non-congregate housing for homeless residents, and/or those at risk of homelessness, while preventing their displacement from the community.
The selected consultant will oversee the development and management of the project with the long-term goal of creating a permanent tiny homes community under the umbrella of an existing non-profit organization or as a new independent non-profit. The concept is modeled after the Second Wind community in Newfield, NY.
The proposed tiny homes community would also offer on-site case management services, security, and site maintenance/sanitation. Toilet and shower facilities would be in a shared common building. Rental rates, if charged, will be in line with affordability based on the Department of Social Services housing allowance.
In late 2019, Enterprise Community Partners, a national non-profit whose mission is to address America’s affordable housing crisis, selected the City of Kingston and nine other New York State municipalities for participation in a 10-month Anti-Displacement Learning Network (ADLN) program. Each municipality was asked to create an ADLN Volunteer Team to examine existing conditions, structures, and programs in their communities. The team were also charged with identifying one or more new strategies that could be implemented to prevent displacement of residents at risk of eviction and/or homelessness.
Throughout 2020, the ADLN Volunteer Team convened regularly with Enterprise staff, housing experts, and the other teams from across the State for a series of workshops designed to guide strategy identification. Among the strategies that members of the volunteer team have pinpointed is the creation of a tiny homes community that will provide safe, emergency housing and support services.

Filming in Kingston Next Week
A television film shoot, occurring in the City of Kingston next week will involve parking restrictions. An Apple TV Plus series will be filming on March 11-12, 2021, causing temporary road closures on Abeel and Wurts Streets, and parking restrictions in several areas.
From Thursday, March 11, 2021 at 8:00am through Saturday, March 13 at 2:00am, there will be no street parking at the following locations:
- The Cornell Park side of Spring St. from Post St. to Wurts St.
- Both sides of Wurts St. from Spring St. to Abeel Street.
- The even-side of Hunter St. from Hone St. to Wurts St.
- The odd-side of West Union St. from Wurts St. to Hone St.
- The even-side of West Union St. from Post St. to Wurts. St.
- The odd-side of Abeel St. from Wurts St. to Hone St.
- Both sides of Rondout Landing from meters #41-#47 and meters #64-#71
The first small municipal lot adjacent to Hudson Valley Landing will also be reserved for film vehicles. The larger lots under the overpass and adjacent to Broadway will be available for parking. Residents on the side streets are encouraged to utilize off-street parking when possible.
Officers from the Kingston Police Department will be onsite, and there should not be any disruptions to City services such as trash and recycling collection.

Health Alliance's Mary's Avenue Campus
Mayor Noble City signed the final support beam for our new hospital at the Mary's Avenue Campus before it is placed atop the construction site.
This $92.9 million, 127,000-square-foot expansion and enhancement will create a single medical campus in Kingston for WMCHealth’s HealthAlliance Hospitals. This advanced medical facility will include new technologies and services to promote healing and well-being for our community.
During Mayor Noble's remarks, he reiterated his support for the return of in-patient mental health services to the City of Kingston.

NYCOM's Federal Funding Advocacy Video
The New York Council of Mayors (NYCOM) created a video that documents the widespread need for direct federal federal funding to local governments. The video, which you can watch below, was sent to Congress and the media this week.
This brief message by 32 mayors is a powerful statement for our Federal government to help local municipalities recover from the pandemic.

Broadway Businesses Are Open!
We know this a hardship for shops and restaurants, so we are highlighting local businesses along Broadway who are open and who can use your patronage!
This week, we want to spotlight Lunch Nightly at 636 Broadway, which is a restaurant, deli and butcher. At Lunch Nightly, you can grab a grass-fed cut of meat to throw on your own grill or pick up a delicious Rueben or chicken salad sandwich for lunch. They also have plenty of vegan options.
Lunch hours are Tuesday through Saturday from 11am to 5:00pm, and dinner is served on Friday nights from 5:00-8:00pm.

The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
