Dear Friends -


This week, I stood on the steps at the NYS Capitol to rally in support Governor Hochul's proposed SEQRA law reform, which would make it easier to build new housing, childcare centers, and critical infrastructure.


With 40 other mayors, supervisors and representatives from housing organizations like RUPCO, economic development entities like the Ulster County Chamber of Commerce, we stood on the steps in the capitol to ask the NYS legislature to pass SEQRA reform so that communities across the state can get housing built swiftly, without sacrificing environmental standards and practices.


For the first time we are seeing SEQRA reform that doesn’t compromise environmental protections. As an elected official, I know firsthand how difficult it is to build housing. We have high interest rates, limited space, and a lot of red tape to get housing built. Today, we stand proudly in support of changes to the SEQRA process for housing development for projects of 100 units or fewer. The Governor’s plan is clear and concise and will be easy for us to implement on the local level.

New Parking App Live on Monday

Next week, the City of Kingston will be switching to a new parking app called Passport.

 

On Monday, April 20, representatives from Passport and City Parking Enforcement staff will be replacing Flowbird stickers on meters across Kingston. And starting Monday, the City of Kingston will begin using the Passport Parking app, which can be found in the Apple and Google Play app stores.

 

Next steps:

 

1. Download the Passport Parking app from the Apple App store or Google Play store.

2. Create an account with your mobile phone number or email address.

3. Park anywhere you see Passport Parking app signs & decals in the City of Kingston.

4. Pay for your parking session from your phone.

 

The new Passport system also allows a text payment option. By texting “Park” to 30844, a link will be sent to enter license plate and payment information. The text option information is provided on the new meter sticker.

 

During this transition, the Flowbird app can still be used, and will remain active through the end of May. More info at www.Passportparking.com.   

School Speed Zone Camera Update

The 30-day warning period for school speed zone cameras on Broadway in front of Kingston High School and on Delaware near JFK Elementary will end on Friday, April 17. Violations will begin to be issued starting on Monday, April 20, 2026.

 

In just these active two areas, 4908 warnings have been issued over 15 school days, averaging 327 warnings a day. Warnings were not issued during the school district’s spring break.

 

Starting, Monday, April 20, vehicles in violation on Broadway and Delaware Avenue will be issued tickets by mail with a charge of $50 and a $25 late fee.

 

Mayor Noble said, “Based on data that the school speed zone cameras have collected so far, we can see that many, many folks are not in compliance with speed limits. The average speed is 30-33 miles per hour in the school zones, double the limit. The top speeds are recorded as 64 miles per hour on Delaware near JFK Elementary and 63 miles per hour on Broadway in front of the high school. This is not about earning extra money for the City’s coffers, it’s about the safety of our schoolchildren. With these automated violations, we are trying to change driver behavior permanently. Based on camera data from other similar-sized communities, we expect to see violations drop 75% after the first four months -- the economic incentive is that strong.”

 

Cameras are currently installed on Broadway in the northbound and southbound lanes in front of Kingston High School and in one direction on Delaware Avenue at Corporate Drive for JFK Elementary. Cameras are still being connected on W. O’Reilly near the high school entrance, Washington Avenue at Marius Street for George Washington Elementary, and in one direction on Delaware Avenue.

 

The speed limit is 15 miles per hour in the elementary school zones and 20 miles per hour in the high school zones. Cameras will be operational on weekdays from 7:00am to 4:00pm at JFK and George Washington and 7:00am to 8:00pm at Kingston High School during the school year.

Right to Counsel Program Extended

The City of Kingston has extended the Right to Counsel program to provide free legal counsel to income-eligible Kingston residents for housing-related issues.

 

The City of Kingston has extended its contract with Legal Services of the Hudson Valley to continue the program’s implementation through the end of the year, contingent upon the availability of funds. The Right to Counsel Program provides residents with the information, resources, services, advice, and representation they need to exercise their housing rights. Issues might include potential eviction proceedings, habitability claims for repairs, claims under the Emergency Tenant Protection Act, and discrimination proceedings.

  

The Right to Counsel program is open to Kingston residents who meet Legal Services of the Hudson Valley’s eligibility requirements and have an annual income at or below 120% of the Area Median Income, as calculated based on household size and annually updated for Ulster County by the U.S. Department of Housing and Urban Development (HUD). In addition, to ensure the program is serving those residents with the greatest need, at least 50% of all clients served by the program will have an annual income at or below 100% AMI.

 

The Right to Counsel Program can be accessed in any of the following ways:

  • Visit Legal Services offices at 918 Ulster Ave, during business hours: weekdays from 9:00am-5:00pm
  • Click the ‘Get Legal Help Now’ button on lshv.org.

 

This free legal service is provided for income-eligible City of Kingston residents for housing issues only. Services can be offered in English and Spanish.

 

The Right to Counsel program was launched with $500,000 of the City of Kingston’s American Rescue Plan Act (ARPA) funding.

Driven by a new state public health law, NYS's Lead Rental Registry aims to reduce incidences of childhood lead poisoning by addressing lead hazards in rental homes before a child experiences the harmful effects of lead. Lead poisoning can cause detrimental health impacts, such as slowed growth and development, learning and behavior problems, and more.


Tenants will take home totes with lead cleaning supplies, while supplies last.

Gear Giveaway - Donate Now for Earth Fair Giveaway

The Kingston Library, Nature Everywhere Kingston, the City of Kingston, Kingston Schools Green Team, and Scenic Hudson are collaborating to collect rain and snow gear for a free giveaway at the Kingston Earth Fair on May 9.


Rain and snow gear, along with gloves, hats and scarves, can be dropped off at the Wild Earth office in High Falls or at the Kingston Library until May 2.


All items will be given away for free at the Earth Fair!

Upcoming Paving & Roadwork

Wayfinding: Forge Signworks has begun pouring footings for the Wayfinding Project. Footings have been poured for 19 directional signs and one gateway sign.

 

Forge will continue to excavate and pour footings next week. The first delivery of signs will arrive for installation towards the end of next week.


Paving: the first round of paving in 2026 will be the following streets:


Charlotte Street from Roosevelt Ave. to North Manor Ave.

Harrison Street from Charlotte St. to Jefferson Ave.

Amsterdam Avenue from Lipton St. to Kiersted Ave.

Lipton Street from Amsterdam Ave. to Kiersted Ave.

Westrum Street from Albany Ave. to Clarendon Ave.


Milling is expected to begin on Monday, April 27 and paving is expected to be completed by Friday, May 1, weather depending.


During this time, there may be detours and changes in traffic patterns. During milling and paving operations, all vehicles must remain off the street. Never move or go around barricades.


The next round of paving will be announced in the coming weeks. Paving season is expected to continue through October 2026.


Central Hudson gas line replacement work is expected to tentatively begin the week of April 27 on Albany Ave at the S. Manor intersection. Central Hudson will be installing a new gas main on Albany Ave between S. Manor and the Midtown Linear Park overpass.


NYSDOT will be working on sidewalks along Albany Avenue from St James Court to Flatbush Ave. Demolition of the old sidewalks will require daily lane closures along Albany Ave. Access for residents will be maintained during construction, however, the sidewalks will be closed as work progresses.
