Mayor's Message:


Dear Friends -


City of Kingston offices will be closed on Friday, April 18 in observance of the holiday. Yard waste will be picked up on Saturday, April 19.


The transfer station will be closed Friday but will be open on Saturday, April 19.


Next week, our first round of paving in 2025 will start up on St. James Street and Prospect Street, finishing up some previous paving projects. In May, we'll be paving all of Spring Street, with many more paving announcements to follow throughout the summer and into the fall.

Clean Mobility Public Survey

The City of Kingston will study the feasibility of mobility options that might include a bike/scooter share, bike library, EV rideshare, and other programs.

 

New York State Energy Research and Development Authority (NYSERDA) awarded $100,000 in funding to the City of Kingston to explore implementing a zero-emission city-wide transportation program for residents and visitors. With robust community engagement, the study will explore clean mobility solutions and determine the ideal program based on the community’s needs.


As part of this study, a public survey has launched. Community input is essential at this early stage as the City and partners explore various options, including bike share and scooter share programs, bike libraries, electric shuttles, and programs that support bike and scooter ownership. The survey will be open until May 2, 2025. A Spanish survey is available here.

 

The study will be informed by the City of Kingston’s Pedestrian & Bicycle Master Plan. In 2024, the Kingston Common Council passed a resolution allowing electric-assisted bicycles on public lands.

New Picnic Tables at Post Office Park

As spring arrives, the finishing touches are being installed at the newly constructed Post Office Park, including new picnic tables with chess boards that were installed by Parks & Recreation Department this week. Picnic tables have been funded by a New York Main Street Grant facilitated by RUPCO and the NYS Office of Community Renewal, and the New York State Department of Health Creating Health Schools and Communities grant program


A ping pong table was also recently installed, with more to come, including a small statue that was the winner of last year's small monument competition.

Mayor Noble's Listening Tour

Thanks to all those who came out for the Ward 2 Listening Tour meeting this week! The next meeting, Ward 3, will be held on Monday, May 19 at 5:30pm at the Forsyth Park Pavilion. All Ward 3 residents are welcome!

Midtown Thriving Visioning Sessions On-site

For the next phase of the Midtown Thriving project, there will be visioning sessions at three underutilized, vacant, and/or City-owned sites in Midtown on Saturday, May 3, 2025.


Join the team to give your input on the visions for the following sites:


25 Field Court from 10:00-11:30am

13-41 Thomas St. from 12:00-1:30pm

80 Smith Ave from 2:00-4:00pm


From September to November of last year, a survey asked residents about their experiences, hopes, dreams, and concerns about the Midtown Thriving project. The survey explored development in Midtown and how it might impact five aspects of residents' wellbeing.

25 Field Court

Free Paint Collection on May 31

Climate Smart Kingston, in partnership with GreenSheen, will host a paint recycle event on Saturday, May 31 at Kingston Plaza from 9:00am to 1:00pm. There is no limit to how much paint can be brought to the event, but registration is required. Registration can be found here.

Upcoming Paving & Roadwork/Infrastructure Update

Paving: the first round of paving will be next week on Saint James Street from Broadway to 37-39 Saint James Street and Prospect Street from Saint James Street to Henry Street, finishing paving projects started last year.

 

Milling is expected to begin on Monday, April 21 and paving is expected to be completed by Friday, April 25, weather depending. During this time, there may be detours and changes in traffic patterns. 

 

The next round of paving will be Spring Street from Broadway to Ravine Street, which is expected to be milled starting on Monday, May 12, with paving completed by Friday, May 16, weather depending.

Prospect Street sewer project–  sewer and storm work will continue on Prospect Street between Henry and Cedar Streets.


Kingston Water Department will replace a valve at Broadway and W. Chester on Tuesday or Wednesday, April 22-23. 


Central Hudson– main installation will continue next week on Merilina Avenue between Edson Elementary School and Merritt Avenue, Voorhees Avenue, and Fairview Ave. Expect road closures and detours.


Central Hudson's restoration paving projects will continue next week with milling on S. Clinton Ave, Barmann Avenue, and S. Prospect Street. on Monday, April 21, and paving on Tuesday, April 22. 


Archtop Fiber–  one crew will be working on Patriots Place, Heritage Court, Overlook Road, Ringtop Road, Millers Lane, Browning Lane, Fairmont Ave, Grandview Ave & Main Street. There is also a repair on Schryver Ct being scheduled. Another crew will be working on Marius St & Glen St, and will then move to Josephine and Linderman. Final restorations for previous work areas will start soon.


Construction continues on The Metro building, with improvements to a secondary street/informal parking area near Greenkill Avenue from South Prospect Street to South Clinton Avenue, to the South side of the current bicycle pathway. This work will not impact traffic or create road closures. The Barmann baseball field will only be accessible from S. Clinton Ave. Base paving of the area is planned for May, with the area expected to reopen in June. Final paving and striping will be completed in the fall. More on the project can be found here.

Prospect Street sewer work

City of Kingston to Offer Master Plumbing License Exam

The Board of Plumbing Examiners will be accepting applications for the upcoming Master Plumbing License Exam.

 

The exam will be held on June 18, 2025, at 5:00pm and is composed of two parts: a written exam with multiple choice and essay style questions and a practical component where candidates demonstrate competence by fabricating several plumbing assemblies. 

 

Applications for the exam can be picked up at Building Safety and Zoning Enforcement Office located at 5 Garraghan Drive or online here and must be submitted to the Building Safety and Zoning Enforcement Office by 12:00pm, Friday, May 2, 2025. Applicant interviews are scheduled for May 21, 2025, and a pre-test seminar to review exam content will be held June 4, 2025.

 

The exam application must be submitted with a non-refundable fee of $100.00. Applicants who successfully pass the exam with a minimum score of 75 will pay an additional annual license fee of $300.00.
