Dear Friends -
We have released the application for our U.S. Department of Housing and Urban Development (HUD) grants via the Community Development Block Grant program. But with the current government closure, our CDBG funds and programs are at risk. The process will continue as usual, and all those planning to apply are encouraged to attend one of the informational meetings.
Now that summer is over and fall is in full swing, we have restarted my weekly radio show. On Tuesdays at 5:00pm on Radio Kingston, we delve into community issues in a lengthier format. I hope you'll tune in!

| | City Awarded Over $1.5M in DOS Grants | |
The City of Kingston has been awarded more than $1.5 million from New York Department of State’s (DOS) Clean Water, Clean Air and Green Jobs Environmental Bond Act for two climate resilience projects.
Kingston was awarded $665,865 for the Mariners Harbor Pump Station Replacement and Relocation project, and $982,733 for the Kingston Point Beach Sea-Level Rise Mitigation project.
Mayor Noble said, “I want to thank Governor Hochul for her continued investment in the City of Kingston and for implementing her ambitious climate agenda by supporting important projects in municipalities across the state. Without this work, Kingston Point will likely be submerged within the next 50 years. The goal of the beach project is to protect the area so that Kingston Point can remain a public and natural asset for decades to come. The pump station project helps us relocate a public infrastructure facility and make it more resilient to ever-increasing flood levels and storm frequency and will ultimately be a long-term benefit for the Waterfront Business District.”
The Kingston Point Beach Sea-Level Rise Mitigation project includes building multi-tiered, raised terraces to implement a climate adaptive design at Kingston Point Beach, which will promote resiliency through the protection and management of natural resources and sensitive ecosystems, while protecting and reinforcing the shoreline. The design will mitigate sea-level rise resulting from climate change, preserve the existing beach, and protect inland areas. The innovative proposed design is the first of its kind in the Hudson River Valley. The grant award will fund final design and construction. The new DOS funding will supplement additional funding of $3,343,345 from the NYSWIMS grant the City has received for this project.
The Mariners Harbor Pump Station project will replace and relocate the pump station to prevent inundation by floodwaters, which causes a backup of sewage in nearby businesses and residences and creek water contamination. The pump station is in the 100-year floodplain in the heart of the historic Waterfront District. The grant award will fund design and construction.

| Flooding at Kingston Point Beach | 2026 CDBG Process Has Begun | | |
The City of Kingston is beginning the process of forming its Fiscal Year 2026 Annual Action Plan. The City of Kingston, in accordance with its Citizen Participation Plan, will hold a public hearing on Tuesday, October 7, 2025 at 6:00pm. The purpose of the public hearing is to gather citizens' views regarding the planning and implementation of community needs and the priorities as laid out in the 2024-2028 Five Year Consolidated Plan.
Groups and organizations operating within the City of Kingston may request CDBG funding for eligible programs situated within the City. Applications are available beginning Friday, October 3, 2025, and can be obtained on the City’s website here, as well as at the Community Development Office, Ground Floor, City Hall, 420 Broadway, Kingston, NY. Examples of eligible activities and a list of threshold criteria are included in the application packet.
Applications will be due by 12:00pm on Monday, November 3, 2025, at the Community Development Office or emailed to apeterson@kingston-ny.gov.
New and previous applicants and sub-recipients are encouraged to attend the public hearing, contact the Office of Community Development for questions and technical assistance and attend the informational meeting to discuss eligible programs, process, and application requirements.

| | Statewide Burn Ban in Effect until October 15 | | |
Governor Hochul has implemented a statewide burn ban due to increased fire risk and continued dry conditions. The burn ban will be in effect for 14 days, from October 2 to October 15, and will be reevaluated prior to expiration. See her announcement here.
The statewide burn ban prohibits the starting of outdoor fires for purposes of brush and debris disposal, as well as all uncontained fires, including campfires, and open fires used for cooking. Backyard fire pits and contained campfires less than three feet in height and four feet in length, width or diameter are allowed, as are small, contained cooking fires. Burning garbage or leaves is already prohibited year-round in New York State and several municipalities have burn bans currently in effect.
The high fire danger is due in part to gusty winds and lower relative humidity forecasted during an existing prolonged dry spell. Any notable rainfall from last week was not areawide and while wind gusts are expected to calm down, dry conditions are expected to continue for at least another week.

| | Kingston Colonial Days 2025 | | |
Mayor Noble, County Clerk Taylor Bruck, and partners are pleased to announce the launch of a new biennial event, Kingston Colonial Days, which will be held from October 17-19, 2025.
The 2025 Kingston Colonial Days theme is The History That Shapes Us. Events will include demonstrations and exhibitions, film screening, performances, panel discussions, a 5k run from Uptown Kingston to historic Hurley, and more.
Kingston Colonial Days event will present a wide range of topics and will explore diverse voices during the time from first contact with Indigenous peoples to Kingston as the first state capital, the Revolutionary War, and other historic events.

The Burning of Kingston event will return in 2026 and 2027 to commemorate the 250th anniversary of the Revolutionary War. Kingston Colonial Days will be held again in 2028 and will be biennial on the even years.
| | Volunteer for Annual Bicycle/Pedestrian Count | | |
Seeking volunteers for the 8th annual bicycle & pedestrian count, which takes place at crucial intersections across Kingston.
The collected data provides a snapshot of how folks interact with bicycle and pedestrian infrastructure and will inform future decisions to improve walking and biking.
Counting involves sitting on an assigned street corner for a 2-hour shift and tallying the bikers and pedestrians you see walking and rolling by. Volunteer shifts will take place at four intersections on Wednesday, October 8 from 2:00-6:00pm, Thursday, October 9 from 2:00-6:00pm, and Saturday, October 11 from 12:00-2:00pm.

| | Kingston Point Dog Park Tree Planting Event on Sunday | | |
Join the City of Kingston Urban Forester to help plant new shade trees in Kingston Point’s Dog Park on Sunday, October 5 at 10:00am.
The native species trees are a donation to the park by the Memorial Tree Fund. The Urban Forester will demonstrate healthy tree planting and mulching techniques.
Event will continue in light rain but may be canceled if there is a severe storm. Tools and gardening gloves will be available. Please bring appropriate outdoor work clothing and water.
**Please wait to bring dogs until after the tree planting is finished to avoid conflicts with planting activities.

| | Roadwork/Infrastructure & Road Closures Update | | |
Paving– this week, paving was completed on Dubois Street, Hasbrouck Avenue, Maple Street, Newkirk Avenue, and Stuyvesant Street.
The next paving project will be Stephan Street, which will be milled and paved the week of October 20.
Sewer work– work continues on First Avenue from Kingston Street north to the city line for sewer force main installation and paving. Be alert for workers and rough road conditions.
Central Hudson– gas projects are currently wrapped up in Kingston. Central Hudson will have another round of paving in the Cedar Street neighborhood, which is expected to start the week of October 20.
Albany Avenue ADA sidewalks– State DOT is removing and replacing sidewalks in various locations throughout Kingston, including along Albany Avenue, Ulster Avenue, and Route 32. The lane closures along Albany Avenue are causing delays. Seek alternate routes.
Loughran Park pickleball/tennis court improvement– tennis and pickleball court paving is complete. Fencing is being installed the tennis courts and will continue on the pickleball courts. Plantings for the bioretention area will begin on Monday, October 6. The play surfaces for the tennis and pickle ball installation are expected to begin on October 15. The project is currently on track for significant completion by the end of October.
