Mayor's Message:
Dear Friends -
We had a great public meeting, providing more information about phase 2 of the Kingston Organics program, which will launch in the spring. If you missed the meeting, but want to learn more about the voluntary curbside food-scrap collection program starting this spring, watch here.
City offices will be closed on Thursday and Friday next week for the Thanksgiving holiday. Trash/recycling will not be picked up on Thursday but will be pushed to Friday.
Dietz stadium will have holiday hours: Thanksgiving Day will be open from 8:00am-2:00pm. The day after Thanksgiving, Dietz will be open from 7:15am-8:00pm.

| | NYS Assembly Lead Line Service Replacement Hearing | |
On Thursday, Mayor Noble and other mayors from across the state testified before the NYS Assembly, urging for greater state support to meet the 2037 service line replacement deadline.
In his testimony, Mayor Noble said, "I look forward to working with State leaders to ensure that every community has equitable access to safe water. Every New Yorker deserves to turn on their tap and know their water is safe. Protecting residents from lead exposure must remain a statewide priority, and I welcome the Assembly’s attention to this critical issue. With clear authority, dedicated funding, and a commitment to long-term infrastructure health, we can make meaningful, lasting progress for the people we serve."

| Food Systems Plan Public Meeting on December 3 | |
The City of Kingston will host a public meeting to present the Food Systems Plan final draft on Wednesday, December 3, 2025, at 6:00pm in Council Chambers at City Hall.
The City’s Department Health and Wellness has been working with a consultant to develop this Food Systems Plan, to serve as a blueprint for how the City can support a strong local food system, improve food security, and expand access to nutritionally-dense food for all residents through collaborative action with community partners. Food systems encompass all the activities, people, and resources involved in getting food from farm to fork. Resilient local food systems are vital for a community’s sustainability, viability, and equity.

| Public Meeting for Flatbush/Foxhall Project on December 9 | | |
The City of Kingston will host a public information meeting for the Safe and Accessible Flatbush and Foxhall Avenues project on Tuesday, December 9 from 5:00-7:00pm at City Hall.
The public information meeting will be an open house held in Council Chambers at City Hall from 5:00pm to 7:00pm. The Safe and Accessible Flatbush and Foxhall Avenues project will expand and improve pedestrian and bicycle infrastructure to connect the Colonial Gardens Apartments and residential streets in Midtown to surrounding business districts.
The project area currently has intermittent sidewalks and railroad crossings that are hazardous for drivers, pedestrians, and cyclists. Approx. two miles of sidewalks will be built, and painted crosswalks with ADA-compliant curb ramps will be installed. The City will work with CSX at the two railroad crossings in the project area to improve safety for all users. Accommodation for bicycles will be added along both avenues, connecting to other infrastructure projects, including the Empire State Trail and the Kingston Greenline, which is a network of trails, complete streets, and linear parks that winds throughout the City.

| | City Hall Blood Drive on December 16 | | |
Kingston City Hall will host Red Cross for a blood drive on December 16, 2025 from 1:00pm to 5:00pm. The blood drive will be held in Council Chambers at City Hall.

| | Wintertide Festival on the Waterfront November 29 | | |
The Wintertide Festival will be held on Saturday, November 29 from 11:00am–7:00pm on the Kingston Waterfront- a festive day of fun, shopping, and community spirit!
Participating downtown stores will be offering special discounts, giveaways and hosting free events, including live music from 5:00–7:00pm and a tree lighting at dusk at the foot of Broadway. More info here.
| | 2025 Snowflake Festival on December 5 | | |
The 2025 Snowflake Festival will be held on Friday, December 5 in Uptown Kingston! The celebration from 6:00-8:00pm turns Uptown Kingston into a truly magical place for all.
This year, there is much more parking available. Ulster County is providing free, continuous shuttle service from downtown-midtown-uptown! Also continous shuttle service from local parking areas like Kingston Plaza, Ulster Savings Bank, Dietz Stadium.

| | Roadwork/Infrastructure Update | |
Golden Hill- due to a delay in supplies/parts, the installation of the permanent traffic signal on NY-32 at Golden Hill was delayed. The installation is now expected to occur the week of December 1.
Loughran Park pickleball/tennis court improvement- final sound mitigation materials were delayed in transit from New Zealand, but have arrived and will begin being installed next week.
TR Gallo Park electrical work- for the electrical project at TR Gallo Park, there will be No Parking in the four parking spots adjacent to the work area until December 20.
