Dear Friends -


We are pleased to announce that the City’s contractors have completed the removal of the Pike Plan canopies from Uptown buildings ahead of schedule.


We tried to make the removal process as painless as possible for the businesses and tenants, and the contractors worked tirelessly through extreme temperatures to ensure a timely completion.


I thank the property and business owners for their patience as the City conducted this necessary work. It’s exciting to see the streets of Uptown opened up, and to envision what these areas will look like in the near future.


We will be working with the individual property owners to continue offering assistance with facade repair work. We want the Stockade District to shine as bright as its meant to, as soon as possible!

Pike Plan Deconstruction Complete

Mayor Noble is pleased to announce that the removal of the Pike Plan canopy on N. Front and Wall Streets has reached substantial completion.

 

Contractors are currently finishing punchlist items, including the bluestone and paver restoration at the site of each previous support column, and clean-up. City officials will be communicating with property owners offering the option to have the City provide a more permanent repair to the sign board area. All property owners who grant permission will be part of a City bid for the sign board facade work, which will likely take place this summer when weather conditions improve.

 

Property owners choosing to move forward with their own facade restoration work will have the support of the City of Kingston’s Planning Office with historic design resources. Property owners will need to follow Historic Landmark Preservation Commission (HLPC) guidelines.

 

City contractors, Beam Construction, will be responsible for maintaining the black plastic ice/water shield on building facade until August 27, 2026. After that point, the building owner will be fully responsible. The City- provided sign board work, for those properties who request it, will be completed to correspond with the end of ice/water shield warranty.

 

As dumpsters are removed and construction work comes to an end, paid parking in Uptown parking lots will resume Monday, March 9, 2026.

Grant for Comprehensive Historic Preservation Plan

The City of Kingston received a $50,000 grant from the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) to create a Comprehensive Historic Preservation Plan and City-Wide Historic Design Guidelines.


Mayor Noble said, “We are thrilled to receive this grant to create the City’s first Comprehensive Historic Preservation Plan. Our rich cultural and architectural history spans across several neighborhoods with unique assets and distinct personalities, which makes having a comprehensive plan a great tool for city planners, commissioners, policy makers, residents, and property owners. We will be looking to engage a Historic Preservation consultant who will conduct robust public engagement, work with my administration and local officials, and with the State Preservation Office to craft a clear vision with tangible guidance for protecting, promoting, and enhancing our local historic and cultural resources.”


With the funding, the City of Kingston will hire a nationally accredited consultant to develop the City’s first Comprehensive Historic Preservation Plan as well as a City-Wide Historic Design Guidelines. A Project Advisory Committee will be formed to work closely with City and SHPO staff, along with the consultants.

New UCAT Bus Route in Kingston

Beginning Sunday, March 1, Ulster County Area Transit (UCAT) will launch new Sunday service in the City of Kingston. The new route — 2S: Kingston Local Sunday Service — will connect key residential areas and destinations, including Stony Run, Kingston Plaza, the Broadway corridor in Midtown, the Rondout, and Kingston Point.


Service begins at 8 AM at Stony Run, with five runs throughout the day, ending with the last stop at Kingston Point Beach at 5:45 PM.


In addition to expanding service, this route will act as a pilot for implementing the 2025 Route Optimization Plan (ROP). The schedule is a modified version of “Route 2” proposed in the ROP. Rider and driver feedback and other service monitoring data acquired from this pilot will inform future ROP route rollouts in Kingston, and across the County.

Wilbur Historic District Public Meeting

A public information meeting regarding the Wilbur Landmark Districts nomination for the State & National Registers of Historic Places will be held on Tuesday, April 21, 2026, from 5:30-7:30pm at 23 Fitch Street.

 

Residents will have the opportunity to meet with local and State representatives and the City’s preservation consultant to learn about the benefits of listing the Wilbur District on the State & National Historic Registers.

In November 2024, the City of Kingston locally landmarked the Wilbur Historic District and received a NYS Office of Parks, Recreation, and Historic Preservation, Certified Local Government Grant to list the area on the State and National Historic Registers. With the grant funding, the City hired a preservation consultant to prepare a State and National Register nomination for the Wilbur Historic District.

 

The creation of this district will allow property owners to access the State and Federal Historic Preservation Tax Credit programs (up to 50% of restoration costs) and other benefits assigned to properties listed on the registers.

Kingston Organics Phase 2 Update

Kingston Organics Phase 2 is moving forward with voluntary, weekly residential curbside collection. Registration is open for residents of the City of Kingston to receive a free city-issued 5-gallon container, which will be used for curbside food scrap collection, beginning late spring.

 

Two all-electric garbage trucks will be used to collect food scraps curbside, further minimizing the carbon footprint.

 

Phase 1 of the Kingston Organics program was launched in July 2023 with a free, voluntary food scrap drop-off program at 11 locations across Kingston. To date, 94 tons of food waste have been diverted from the landfill. Drop-off locations will continue to operate after curbside collection is launched, and registration remains open for drop-off participation. Both pick-up and drop-off programs will be available to residents.

 

Currently, food waste disposed of in the Kingston refuse stream is transported daily to the Seneca Meadows Landfill, a 480-mile, 7.5-hour round trip. Reduction in waste could decrease tipping fees, reduce the number of trips dump trucks take to the landfill, and reduce greenhouse gas emissions, while saving taxpayers money. With the Kingston Organics program, food waste is delivered to UCRRA and turned into compost.
