Dear Friends -
Today, we held a ribbon cutting at the new Post Office Park, which is now officially completed. From the park naming, to the landscaping concept, to the artwork that was commissioned, this project has been community-driven at every step along the way. It is truly gratifying to see a space that was formerly a dangerous intersection with a blighted, abandoned building on the corner, transformed into a beautiful community space for all to gather.
A little further down Broadway, the 615 Broadway development project is moving forward. The prime space in the heart of Midtown Kingston, which has been sitting vacant for too long, will become 70 units of much-need housing. This development will be an asset to the Broadway Corridor and Midtown Arts District -- I look forward to seeing it get underway!
We are steadily working toward our goal of approving 1,000 units of housing in five years.

| | Planning Board Approves 615 Broadway Development | | |
Development for 615 Broadway, formerly known as Broadway Commons, has been approved by the Kingston Planning Board.
The mixed-use development, which includes commercial space and 70 apartments, brings the City of Kingston’s approved housing units to 138 since 2024. Mayor Noble set an ambitious goal of approving 1,000 units by 2030.
The site at 615 Broadway has been vacant since the demolition of the former King’s Inn in 2011. After an RFP process, the City of Kingston selected Baxter, a community development firm that has built over 1,000 units of housing and over 300,000 square feet of commercial and community facility space throughout the Hudson Valley. The mixed-use development will provide approximately 70 residential units, with approximately 20% of the units to be affordable and the remaining workforce housing, reserved for individuals and families making an average of 80-120% AMI. The proposed project also includes a publicly accessible, courtyard inspired by local artist Pauline Oliveros’ deep listening plaza currently located on the site.

Today, the City of Kingston celebrated the grand opening of Post Office Park with a ribbon cutting event.
Construction of Post Office Park, the two greenspaces located at the intersection of Broadway, Grand Street and Prince Street, included new sidewalks, paths, 28 new trees, shrubs, perennials, game tables, benches, bicycle racks, elements referencing the former post office, and interpretive signage. KaN Landscape Design, a women-owned, Kingston-based landscape design firm, was contracted to develop community-driven landscape design plans. OCS Industries, Inc., a Service-Disabled Veteran-Owned Service Business (SDVOSB) of Poughkeepsie, was the construction contractor.
The creation of Post Office Park was kicked off when then-Assemblymember Kevin Cahill helped the City of Kingston secure a $750,000 grant from the NYSDOT Multi-Modal Program in 2019 to buy the property where a long-abandoned fast-food restaurant sat. Working with GPI, the engineering consultants for the Broadway Streetscape Project, the Broadway Grand Street Intersection Improvements project realigned and improved safety at the formerly dangerous intersection. The City redesigned the intersection to reduce traveler confusion, crashes, and near-misses. The site connects the bike lane on Broadway to the Empire State Trail, Kingston Greenline, and other pedestrian and bicycle routes.
To name the new park, the City of Kingston put out an open call for ideas and, of the 62 community suggestions, the Recreation Commission was asked to narrow the names to 10 choices. A public poll was taken, and Post Office Park won.
The project was funded by a Community Development Block Grant and American Rescue Plan Act funding. The landscape design was made possible with funding from the New York State Department of Health’s Creating Healthy Schools and Communities Grant program. New York Main Street funding administered by RUPCO provided grant funding for the game tables.

Landmark Place with Alderman Bob Dennison.

Paving– paving on O’Neil Street from Broadway to Foxhall Avenue was completed today.
The next round of paving, which will take place the third week of July, will include the following streets:
Pine Street from Maiden Lane to Greenkill Avenue
Greenkill Avenue from Wall Street to Marius Street
Marius Street from Washington Avenue to Glen Street
Glen Street and Glen St Extension
Milling is expected to begin on Monday, July 21, with paving expected to be completed by Friday, July 25, 2025, weather depending. Road closures during paving work are expected, with detours and changes in traffic patterns.
The next round of paving will be announced in the coming weeks. Paving season is expected to continue through October 2025. For more information on paving projects, please visit https://kingston-ny.gov/paving.
Prospect Street sewer project– work on Prospect Street at Greenkill will continue the week of June 30. Greenkill Avenue between Clinton Avenue and Iwo Jima Lane will be closed to traffic on Monday, June 30 and Tuesday, July 1 for storm drain installation.
Prospect Street between Cedar Street and Greenkill Avenue will be closed on Thursday, July 3 for paving.
Central Hudson– service installations will continue the week the week of June 30 on Fairview Avenue and Howland Avenue with possible lane changes and/or road closures. Gas main retirement will begin on Fairview and Howland Ave when service work is complete. Gas main installation is expected to begin on Voorhees Ave and Alcazar Ave the week of July 7, 2025.
Archtop Fiber– underground work is completed. Crews will be continuing on final street restorations.
The Metro parking area– the first phase of improvements to the street/ informal parking area in the Greenkill Avenue right-of-way, was recently completed. Improvements include traffic flow and parking to provide for improved circulation, improved safety and visibility, addresses drainage issues, a pedestrian connection from the Boys & Girls Club to both Barmann Park and The Metro, and adds greenspace and tree plantings in the Greenkill Avenue corridor.
The area, which is adjacent to Barmann Park, is open for public parking. The current parking layout is temporary. New striping and signage will be added during the final phase of improvements in fall of 2025.
The City of Kingston has retained ownership of the land, but the renovation work is being fully supported by NoVo in Kingston.
